Abstract

Potensi komoditas kayu putih di Pulau Buru merupakan yang terbesar di Indonesia, namun pendapatan industri minyak kayu putih di pulau buru terus menurun dalam 5 tahun terakhir dan masih dikelola secara konvensional. Sehingga penentuan Cluster pengembangan agroindustri diperlukan untuk mengetahui wilayah potensial yang perlu ditingkatkan kinerja industrinya. Penelitian ini bertujuan menentukan Cluster pengembangan agroindustri pengolahan minyak kayu putih di Kabupaten Buru, yang dilakukan melalui penentuan faktor-faktor yang mempengaruhi pengembangan agroindustri pengolahan minyak kayu putih menggunakan analisis korelasi, dan menentukan Cluster menggunakan analisis Hierarcical Cluster. Hasil analisis menunjukkan teridentifikasinya faktor-faktor yang mempengaruhi pengembangan agroindustri pengolahan minyak kayu putih di Kabupaten Buru, yaitu jumlah industri rumah tangga (IRT), indeks aglomerasi, jumlah produksi, nilai investasi, jumlah tenaga kerja, potensi bahan baku, Jarak antara IRT dengan Permukiman, Jumlah Pengangguran, dan Pendapatan Rata-rata Pekerja, Jumlah Penduduk, Kepadatan Penduduk, Jumlah Penduduk Tamat SMA, tingkat pelayanan jalan, rasio kelompok pekerja, rasio lembaga pelatihan, dan rasio koperasi pekerja. Teridentifikasi juga 6 cluster pengembangan agroindustri pengolahan minyak kayu putih, dengan karakteristik yang berbeda-beda.

Abstract

 The Covid-19 disease outbreak has spread to more than 200 countries, including Indonesia. Epicenter of the spread of the disease is in big cities that have been designated as local transmission, including the city of Jakarta. In addition to the ability of virus transmission, the spread of infectious diseases directly is also influenced by the characteristics of the population and human mobility as a breeding ground for viruses. Based on the results of the correlation test, it was found that mobility within the city and external mobility, had an intermediate effect on the spread of COVID-19 disease. While the human development index, population growth, poor population, and vulnerable age variables also have a low impact on the spread of this disease. The ability to detect and respond to large-scale disease outbreaks is needed, and effective population mobility restrictions are needed to control the spread of this disease.Key words: Urban Demographic, Urban Mobility, Covid-19 Pandemic  Wabah penyakit Covid-19 telah menyebar ke lebih dari 200 negara, termasuk Indonesia. Episentrum penyebaran penyakit berada di kota-kota besar yang telah ditetapkan sebagai transmisi lokal, diantaranya Kota Jakarta. Selain kemampuan penularan virus, penyebaran penyakit menular langsung juga dipengaruhi oleh karakteristik populasi dan mobilitas manusia sebagai inang perkembangbiakan virus. Berdasarkan hasil uji korelasi didapatkan bahwa mobilitas di dalam kota dan mobilitas dari luar kota, berpengaruh dalam tingkat menengah terhadap penyebaran penyakit COVID-19. Sedangkan variabel indeks pembangunan manusia, pertumbuhan penduduk, penduduk usia rentan, penduduk miskin  juga berpengaruh secara rendah terhadap penyebaran penyakit ini. Diperlukan kemampuan mendeteksi dan merespon wabah penyakit skala besar, serta pembatasan mobilitas penduduk yang efektif untuk dapat mengendalikan penyebaran penyakit ini.Kata Kunci: Karakteristik Demografi, Mobilitas Penduduk, Pandemi Covid-19

Abstract

Among various issues on regional development planning in Indonesia, the vast coverage area and its regional diversity become one of main challenges. Regionalization is one of spatial techniques that can be used to facilitate regional development planning process. This study aims to analyze regionalization of Indonesia with a focus on Java Island by highlighting the main contemporary issues including poverty, COVID-19 pandemic, and gender. This paper draws the conditions of poverty, the cases of the COVID-19 pandemic and the needs of gender-based development in 119 regencies/cities on the island of Java using spatial distribution analysis. The results of the analysis show that the distribution of the percentage of the poor and the poverty line in Java forms a clustered pattern. This also happened in the case of COVID-19 where the high concentration of cases was around DKI Jakarta and DI Yogyakarta. As for the gender aspect, there is a tendency for a scattered pattern for the value of the gender development index, although there are some areas with high values (H-H quadrant) and low values (L-L quadrant). In general, the use of regional analysis may facilitate the identification of spatial phenomena, their distribution and the patterns formed, therefore it can be used for determining suitable regional policies.Keywords: Java Island, Regionalization, Poverty, COVID-19 Pandemic, Gender

Abstract

COVID-19 pandemic was reported to modify people’s behaviour in using public spaces and accessing services. This fact has become a critical input related to future city development strategies, space arrangements, and the implementation of smart city. Therefore, this study aims to 1) Identify efforts in several cities during COVID-19 pandemic, specifically concerning the use of public spaces and services, and 2) Compile the outlines of future urban planning strategies after the pandemic. The aspects related to the use of Information and Communication Technology (ICT), space arrangement, and urban environment are discussed. The analysis is based on case studies in four capital cities, namely Jakarta, Paris, Bucharest, and Canberra. Furthermore, field observations and in-depth interviews are used to emphasize changes in the function and use of public spaces and services during and after the pandemic. The result shows that differences and common elements configure the transformations of urban spaces since changes in the use of public spaces are closely connected to efforts to combat the pandemic. Meanwhile, in public services, changes are associated with the increasing use of ICT and Internet of Things (IoT). In the future, cities need to show their visions according to the local conditions supporting better spatial arrangement and management of urban environment due to ICT and IoT prominence.

Abstract

GISTARU (Geographic Information System for Spatial Planning) is a web-based and GIS-based information system in Indonesia that makes it easy for the public to access spatial information. In GISTARU, there are an Online Spatial Plan (RTR Online) and an Interactive Detailed Spatial Plan (RDTR) application. This research aims to; Identify and analyze the use of the Online Spatial Plan (RTR Online) website and Interactive Detailed Spatial Planning (RDTR Interactive) application in GISTARU and as well as identify the requirements for developing the website and application. In addition, the research outcomes are analyzed in terms of their contribution to the development of smart cities. Data was collected through in-depth interviews and website searches related to GISTARU, RTR Online, and RDTR Interactive at the national, provincial, and district or city levels. In-depth interview analysis is carried out through selected cases. The results showed that most regions in Indonesia have an integrated spatial pattern with GISTARU. However, there were inconsistencies in the RTR Online and RDTR Interactive data entry in GISTARU. In the meantime, relatively few spatial structure data are integrated with RTR Online. The Interactive Detailed Spatial Plan application is now operational in the majority of Indonesian provinces. The only province in which all regions have implemented interactive RDTR is DKI Jakarta. This Geographic Information System for Spatial Planning is very useful for achieving the goal of smart cities, particularly related to public services in the smart governance dimension.

Abstract

Kalurahan Wonokromo merupakan salah satu kalurahan di Kapanewon Pleret, Bantul yang kini menjadi salah satu pusat pemukiman di kawasan peri urban Jogja. Akibatnya, jumlah pertumbuhan anak-anak juga terus bertambah. Guna mengakomodir hal tersebut, diperlukan pengembangan RPTRA untuk menjawab kebutuhan anak-anak untuk tumbuh dan berkembang. Tujuan Penelitian ini adalah menganalisis pola sebaran dan titik kumpul anak-anak untuk mendapatkan gambaran dan faktor yang mendorong anak-anak tersebut berkumpul. Cara memperolehnya, digunakan analisis keruangan secara kuantitatif dengan perhitungan indeks moran, hot spot menggunakan kernel density, dan analisis nearest neighborhood. Berdasarkan hasil analisis, didapatkan lokasi berkumpul anak-anak tersebar secara acak dan lokasi kumpul anak-anak terkonsentrasi pada pekarangan dengan aktivitas seperti permainan tradisional dan olah fisik. Berdasarkan pertimbangan tersebut, didapatkan bahwa titik kumpul anak-anak tersebar secara random dan acak. Guna mengakomodir hal tersebut, maka pengembangan RPTRA perlu dilakukan secara mikro dan tersebar dengan luasan yang cukup untuk menampung hingga rata-rata 7 orang anak.
