Abstract

A judicial review (PK) is a legal mechanism given to parties who are dissatisfied with a decision that has permanent legal force, either in the District Court or the Supreme Court. In Indonesia, a PK application can only be submitted once, as regulated in Article 268 paragraph (3) of the Criminal Procedure Code, and often involves new evidence (novum) as a basis for requesting a judicial review. The objective to be achieved in this study is to analyze the differences related to the evidence in the District Court decision and the Supreme Court decision in the review process. The method used in this study is juridical normative where the legal material used covers the theory, concept, legal principles and some regulations in accordance with the discussion of research. The method of data collection used is literature study where secondary data are used such as books, laws and related journals. The results of this study indicate that the difference in evidence in conducting judicial review becomes one of the considerations for the acceptance or rejection of PK by the Supreme Court. However, in fact, the specification of the quality of evidence is still not clearly explained where it will only create a blur of norms. Therefore, it is not surprising when the Supreme Court rejected many of the judicial review considering that there was no eligibility for the quality of the evidence received

Abstract

This study aims to describe the process of implementing PAI learning innovations carried out by PAI teachers so that these innovations make it easier for teachers to convey learning and make it easier for students to accept learning, the problems raised in this study are 1. How do teachers implement method innovations and PAI learning strategies in class IX at SMPN 1 Ngoro. 2. How is the innovation of developing PAI learning evaluation for class IX students at SMPN 1 Ngoro. This study aims to 1. Identify the implementation of innovative PAI learning methods and strategies in class IX at SMPN 1 Ngoro. 2. Identify innovations in the development of PAI learning evaluations for class IX students at SMPN 1 Ngoro. The results of this study are expected to be one of the reference results to make it easier to understand the importance of making PAI learning innovations and be used as reference material for relevant future studies. This research is afield research with a qualitative approach. A qualitative approach is a series of activities or processes of disclosing something that is not yet known by using interviews, observation, documentation method, data analysis, and data validity. Research results in 1. Learning innovation is a continuous change in both methods and learning strategies, as well as taking a special approach to students so that the teaching and learning process and learning objectives can be carried out properly. 2. Innovations in the development of PAI learning evaluations carried out are looking for obstacles and solutions if there are problems so that they do not recur, besides that evaluation must also be carried out from the lesson plan to follow-up. Research conclusions, among others. 1. Implementation of PAI Learning Innovation in Class IX At SMPN 1 Ngoro seen from the different characteristics of students. 2. Learning evaluation must be carried out from the lesson plan to follow-up and carried out in the fairest way possible

Abstract

This study aims to evaluate the use of the State Civil Apparatus Management Information System (SIMASGARA) at the Mandailing Natal Regency Civil Service Agency. SIMASGARA is a digital system designed to manage data and personnel administration effectively. This study uses a qualitative approach with an exploratory descriptive design, which involves in-depth interviews, direct observation, and document analysis to obtain comprehensive data. The subjects of the study include operational employees, leaders of the Personnel Agency, and other system users related to ASN data management. The results of the study show that SIMASGARA has provided significant benefits in personnel data management, especially in simplifying administrative processes, improving data accuracy, and accelerating the preparation of reports. However, the use of this system is still not optimal. The main obstacles found include limited network infrastructure, lack of user understanding of system features, and resistance to changing from manual to digital methods. Leadership support and policies that require the use of SIMASGARA are the main supporting factors for the successful implementation of this system. This study also identifies that the success of SIMASGARA is influenced by organizational readiness, technical infrastructure, and individual competence, as explained in the theory of Technology Acceptance Model (TAM) and Diffusion of Innovation. To overcome existing obstacles, the recommendations include advanced training to improve user competence, strengthening technology infrastructure, and developing a digital-based work culture. This study concludes that SIMASGARA has great potential to support bureaucratic reform, especially in personnel management. However, system optimization requires a holistic and sustainable strategy. With the right improvements, SIMASGARA can become a model for the implementation of an effective personnel information system in the public sector.
