Abstract

AbstrakThe series of disasters that occurred late show is still much work to be completed by the various parties, namely the Government, Private / World of Business and Society. Included in this is the local society in terms of the decentralization policy, to reduce the risk and impact of disasters. One of the strategic effort should continue to be pursued in order to achieve disaster risk reduction program is to encourage people to "responsive and resilience" in disaster management.The impact of losses resulting from the emergence of huge losses predicted disaster, if then the entire risk of catastrophic losses that are charged only to the government, either through APBN (national level) and APBD (provincial and district level) can definitely be devastating to the performance of the government and posture as well as the health of the existing budget. This condition may eventually make the budget deficit, so as to reduce the burden that large budget caused by the disaster need to look for the best alternative, which can provide a solution without sacrificing the performance of the budget and the government efforts to improve the protection and welfare.One alternative option is to do the initiation of the need for disaster insurance for people living in disaster-prone areas, in an effort to transfer of risk financing and certainty of disaster impact protection for the community.Immediate steps for districts within the framework of autonomy and efforts to protect the public from threats, while improving the quality of life, particularly of the threat of disasters in the region, it is expected, and this step requires the political will of the holder of the mandate in the area, to realize the program of disaster insurance as one a safeguard for people in disaster-prone areas, especially if it will be focused for the poor. In this connection, data collection on poor people who are entitled to receive the insurance is the most important thing to ensure that the program with a limited budget, will be able to reach the right target and useful for people residing in vulnerable and high risk.

Abstract

Today, regional autonomy policy in Indonesia has been running for 12 years. This policy is generally expected to bring a good change to the Indonesian macroeconomics conditions and in particular for the regional economy, can be more independent in the revenue and in the allocation of the budget, which in turn is expected to improve the welfare of its people. This study aimed to examine the effect of regional autonomy, the budget allocation for education, health, housing, foreign aid, tax and salaries share toward the capital expenditure share. This study uses panel data by years of research 1990 - 2011 and consists of a cross section 26 provinces. Based on the results of the study by using a random effect model, statistically the result find the budget allocation for education, housing, health, salaries, foreign aid has a significant effect on the share of capital expenditure, while for regional autonomy and tax share has no effect a significant share of the capital expenditure.Keywords: regional autonomy, the capital expenditure share.

Abstract

China’s soft power is declining. Previous studies find that the United States’ narrative attack on China’s credibility is the main cause of this decline. Trade war, anti-democratic country, Human Rights violations in Xinjiang, and untransparent Covid-19 handling are prominent issues that are used by the United States to attack China. This research aims to identify stakeholders between two countries that involves in the narrative battle based on their sentiments and ability to be a key reference in particular issues related to China’s soft power. Using Social Network Analysis and appraisal theory, this research maps stakeholder positions in five quadrants: Advocate, Follower, Opponent, Blocker, and Indifferent. The key findings of this research are on stakeholders and the narratives that are founded in Advocate and Follower quadrants. Stakeholders founded in Advocate and Follower quadrants such as US scientists, NGOs, and mass media show China’s public diplomacy is running well. Different from US government stakeholders, a stakeholder in Advocate and Follower has positive sentiment about China’s Political System and economic development.

Abstract

Beragam permasalahan yang muncul di dunia ini membutuhkan usaha bersama dari seluruh negara untuk diselesaikan. Salah satu bentuk usaha untuk menyelesaikan permasalahan tersebut yaitu melalui forum diskusi seperti halnya kelompok G20. Hadirnya kelompok ekonomi tersebut diharapkan bisa memberikan kerangka pemikiran global yang dapat diterapkan melalui kerjasama antar negara. Tahun ini Indonesia menjadi ketua presidensi G20, ada beberapa agenda yang diajukan oleh Indonesia sebagai solusi untuk mengatasi permasalahan yang ada. Namun dalam bingkai tata kelola global, upaya yang dilakukan oleh Indonesia membutuhkan kepemimpinan yang kuat agar mampu meyakinkan negara lain untuk menjalankan agenda yang diajukan. Indonesia perlu menerapkan strategi dengan melihat kemampuan yang dimiliki sehingga diplomasi yang dijalankan berdasarkan prioritas dari agenda yang diajukan. Penelitian ini berusaha untuk mengetahui agenda apa yang diprioritaskan oleh Indonesia berdasarkan tiga agenda yang diajukan, dan bagaimana ketiga agenda tersebut diartikulasikan. Metode penelitian yang digunakan adalah metode campuran (mixed method) dan network analysis untuk memberikan pemahaman yang lebih kuat dalam mencari tahu prioritas agenda yang diajukan oleh Indonesia. Hasil dari penelitian ini menunjukkan bahwa Indonesia lebih memprioritaskan agenda arsitektur kesehatan global dibandingkan dua agenda lainnya. Sebagai ketua forum G20 Indonesia sangat berkeinginan mengajak negara-negara lain untuk meningkatkan ketahanan sistem kesehatan global agar seluruh negara lebih siap dalam menghadapi ancaman kesehatan di masa depan.

Abstract

ABSTRAKPenelitian ini mengeksplorasi peran diplomasi ekonomi Uni Eropa dalam menangani krisis ekonomi Yunani, menggunakan kerangka teori interdependensi kompleks. Krisis ekonomi yang dimulai pada tahun 2009 di Yunani menimbulkan tantangan besar bagi stabilitas ekonomi dan politik di kawasan Euro. Uni Eropa, melalui lembaga-lembaga seperti Komisi Eropa, Bank Sentral Eropa, dan Dana Moneter Internasional, menggunakan berbagai alat diplomasi ekonomi untuk mendukung Yunani. Strategi ini meliputi paket bailout, reformasi struktural, dan negosiasi intensif yang menunjukkan pentingnya kerja sama multilateral dalam menjaga stabilitas kawasan. Studi ini mengungkapkan bahwa interdependensi kompleks di antara negara-negara anggota UE mempengaruhi strategi diplomasi yang diadopsi, dengan mengutamakan solusi diplomatik dan ekonomi daripada ancaman militer atau isolasi politik. Hasilnya menunjukkan bahwa diplomasi ekonomi memainkan peran kunci dalam memperkuat integrasi regional dan menjaga solidaritas di tengah tantangan global. Implikasi dari temuan ini menyoroti pentingnya mekanisme kerja sama ekonomi dan diplomasi yang berkelanjutan untuk menghadapi krisis di masa depan. Kesimpulannya, respons Uni Eropa terhadap krisis Yunani menegaskan efektivitas diplomasi ekonomi dalam menghadapi tantangan yang kompleks dan memperkuat kohesi regional dalam menghadapi ketidakstabilan ekonomi. Penelitian ini berkontribusi pada pemahaman tentang bagaimana diplomasi ekonomi dapat digunakan sebagai alat yang efektif untuk menjaga stabilitas dan integrasi di era globalisasi dan saling ketergantungan internasional.Kata kunci: Diplomasi Ekonomi, Teori Interdependensi Kompleks, Uni Eropa, Yunani ABSTRACTThis study explores the role of EU economic diplomacy in addressing the Greek economic crisis, using the framework of complex interdependence theory. The economic crisis that began in 2009 in Greece posed major challenges to the economic and political stability of the Eurozone. The EU, through institutions such as the European Commission, the European Central Bank, and the International Monetary Fund, used a variety of economic diplomacy tools to support Greece. These strategies included bailout packages, structural reforms, and intensive negotiations, demonstrating the importance of multilateral cooperation in maintaining regional stability. The study reveals that complex interdependence among EU member states influenced the diplomatic strategies adopted, favoring diplomatic and economic solutions over military threats or political isolation. The results suggest that economic diplomacy played a key role in strengthening regional integration and maintaining solidarity amidst global challenges. The implications of these findings highlight the importance of sustainable economic cooperation and diplomacy mechanisms to deal with future crises. In conclusion, the EU response to the Greek crisis confirms the effectiveness of economic diplomacy in addressing complex challenges and strengthening regional cohesion in the face of economic instability. This study contributes to the understanding of how economic diplomacy can be used as an effective tool to maintain stability and integration in the era of globalization and international interdependence.Keywords: Economic Diplomacy, Complex Interdependence Theory, European Union, Greece

Abstract

In solving challenges related to the development of the EV industry, one of the steps taken by Indonesia is to build cooperation and practice commercial diplomacy with various parties, including multinational automotive business actors. This study aims to understand the differences in the pattern of commercial diplomacy between Indonesia and its partner countries, namely South Korea, China, and Japan, also its relation to the strategy and influence of the target object of investment promotion in the EV industry from 2019 to 2022. Data were analyzed using the verification and triangulation method based on the concept of commercial diplomacy by Potter (2004), and investment promotion strategies according to Wells and Wint (2000). The results of the study show that there are differences in the pattern of the stages of commercial diplomacy, the investment promotion approach, and characteristics of investors in the context of Indonesia for each of the countries studied.

Abstract

This paper discusses the Making Indonesia 4.0 policy that aims to strengthen Indonesia's manufacturing sector and improve global competitiveness through Industry 4.0 technology. This research identifies challenges and opportunities for Indonesia in implementing  the  policy,  with  a  focus  on strengthening Indonesia's position in Global Value Chains (GVCs). Through the adoption of advanced technologies such as robotics, artificial intelligence (AI), and the Internet of Things(IoT), Indonesia's manufacturing sector is Expected to increase its efficiency, reduce dependence on imports, and improve product quality. However, the main challenges faced are the limited readiness of human resources and digital infrastructure. In addition, the policy also emphasizes the importance of strengthening an integrated industrial ecosystem and increasing foreign investment to support more sustainable industrial development.

Abstract

This study aims to analyze the involvement of Indonesian FPU (8) at UNAMID in Darfur, Sudan Period 2016-2017. To analyze the case, the author uses several concepts such as, Ethnic Conflict, Preventive Diplomacy, Humanitarian Intervention and Peace Keeping. This research is a qualitative research. The results of this study show that in an effort to muffling a protracted conflict in Darfur-Sudan, caused by the Janjaweed militia and support from Sudanese government that resulted in Ethnic Genocide on Darfur, Sudan. Seen from the prolonged conflict in Darfur, PBB issued a joint Resolution in Darfur-Sudan, called UNAMID (United Nations-African Mission in Darfur). Indonesia as a country that maintain peace feels compelled to participate in peace and security missions in Darfur- Sudan. With the agreement between the United Nations and Indonesia, Indonesia sent the FPU Police Task Force to Darfur-Sudan as a Peace Operation to stop the conflict in Darfur, Sudan. In his duty FPU 8 Indonesia as PKO, has important duties: 1) Maintain Conflict in the form of ceasefire and humanitarian protection and, 2) Conserve peace in the form of human rights and humanitarian aid.

Abstract

This study examines the role of the state in shaping the coffee industries of Indonesia and Brazil within the global market during the 20th century. The objective is to analyze how state intervention influenced the competitiveness of both countries’ coffee sectors. Using a qualitative and deductive approach grounded in international political economy and the concept of comparative advantage, the research finds that Brazil’s structured state-led interventions through infrastructure development, labor management, and export-oriented policies enabled it to dominate the global coffee industry. In contrast, Indonesia faced persistent challenges in modernization, distribution, and post-harvest management, limiting its competitiveness. The findings highlight the importance of consistent and proactive state policies in building competitive advantage for national commodities.

Abstract

Diplomasi luar negeri Indonesia yang bebas dan aktif menjadi sorotan selama masa Presidensi G20, terutama dalam konteks konflik Rusia-Ukraina. Prinsip diplomasi ini, yang menekankan kebebasan dalam menentukan sikap nasional dan partisipasi aktif dalam menciptakan perdamaian dunia, diimplementasikan oleh Indonesia dengan tujuan mempertahankan netralitas serta mendorong penyelesaian konflik secara damai. Selama Presidensi G20, Indonesia menghadapi tekanan dari negara-negara Barat untuk bersikap tegas terhadap Rusia, sementara juga harus menjaga hubungan baik dengan negara-negara lain seperti China dan India. Indonesia memilih jalur diplomasi yang seimbang dengan tidak memihak salah satu blok kekuatan dunia dan mengundang baik Rusia maupun Ukraina untuk menghadiri KTT G20. Setelah KTT, Indonesia tetap mempertahankan netralitas diplomatiknya, tetapi juga aktif dalam mendorong upaya perdamaian, termasuk melalui dukungan terhadap resolusi PBB yang menekankan pentingnya penyelesaian konflik secara damai dan sesuai dengan hukum internasional. Hasil penelitian menunjukkan bahwa meskipun belum berhasil secara efektif menghentikan konflik, diplomasi Indonesia dinilai sukses dalam menjaga prinsip bebas aktif dan berperan sebagai mediator dalam upaya perdamaian global. Penelitian ini memberikan wawasan mendalam mengenai dinamika diplomasi internasional Indonesia dan relevansinya dalam situasi geopolitik yang kompleks, serta menggarisbawahi efektivitas pendekatan diplomasi bebas dan aktif dalam menghadapi tantangan global.
