Abstract

The Class I Immigration Office of TPI Kendari carries out its Immigration duties, specifically the Clearance of marine transportation equipment in the waters of Southeast Sulawesi, however, with the latest regulations issued by the Covid-19 Task Force in Circular Letter Number 15 of 2022 concerning Health Protocols for Overseas Travel The 2019 Corona Virus Disease (COVID-19) pandemic explained that foreigners who were exposed to the Covid virus could be quarantined with a record of doing quarantine with self-financing and must show proof of payment confirmation for booking quarantine accommodation from the accommodation provider while in Indonesia. The purpose of the study was to determine the implementation of inspection/clearance on water conveyances during the covid-19 pandemic and to find out what obstacles were faced by immigration officials when conducting inspections/clearance on water conveyances during the covid-19 pandemic. This research was conducted. to improve information on the Loss and Benefits of the latest regulations issued by the Covid-19 Task Force in handling foreign transport crew members during the Covid-19 pandemic. The method used is a qualitative method, the data obtained is by conducting interviews with structural officials and employees at the Kendari class Immigration Office, then observations are made to find out and observe directly the handling of transport crews affected by the Covid-19 virus outbreak at the Class Immigration Office. I Kendari.

Abstract

The performance of the State Civil Apparatus which is further abbreviated as (ASN) is crucial and interesting to discuss, it is related to the image of the organization and competence in carrying out tasks within the organization. An ASN with good performance will certainly display a good image for the organization as well. The aspect that needs to be given special attention by the government in the motivational aspect is internal motivation. One of the internal motivations that can improve employee performance is public service motivation. This study used quantitative methods and took place at the Class I Immigration Office in Tangerang with 109 ASN (State Civil Apparatus) respondents at the office. This study aims to find significant differences in the level of public service motivation among civil servants based on demographics. This study found that there were no significant differences in the level of public service motivation based on position and educational background. However, there were significant differences in the level of public service motivation based on age and gender.

Abstract

Publik service is an activity to t fulfill the needs and expectations of public service providers towards the recipients of the service. In an effort to provide public services, especially immigration services in the city of Cimahi, the government, as the service provider, collaborates with other public service institutions. One of the forms of publicc service collaboration is presented in Cimahi is through the presence of the Cimahi Publikc Service Mall with a one-stop public service system. The services provided by the Immigration department in this context are passport services at the Cimahi Publik Service Mall, implementing the Integrated Passport Service System (SPPT). This is done to facilitate the community, especially in Cimahi, in obtaining passport services. This research is conducted to gain more information regarding to the process of the spesifc collaboration.

Abstract

Penelitian ini merupakan tinjauan literatur yang bertujuan untuk mengevaluasi hubungan antara kinerja administrasi perkantoran dan efisiensi pengelolaan anggaran pada sektor keimigrasian. Dengan mengkaji berbagai literatur akademik dan laporan kebijakan dari tahun 2017 hingga 2025, studi ini menyoroti bagaimana fungsi administratif seperti pengelolaan arsip, dokumentasi, dan tata kelola layanan berkontribusi terhadap efektivitas anggaran berbasis kinerja (Performance-Based Budgeting/PBB). Hasil analisis menunjukkan bahwa efisiensi administratif memiliki korelasi positif dengan kualitas layanan publik, terutama dalam konteks reformasi birokrasi di kantor imigrasi. Hambatan utama yang diidentifikasi meliputi beban administratif yang tinggi, sistem IT yang belum terintegrasi, dan budaya kerja birokratis yang resisten terhadap inovasi. Studi ini merekomendasikan penerapan praktik terbaik seperti Business Process Reengineering (BPR), penguatan indikator kinerja utama (KPI), serta integrasi sistem teknologi informasi untuk meningkatkan efisiensi dan akuntabilitas anggaran. Temuan ini diharapkan memberikan kontribusi teoritis dan praktis dalam penguatan tata kelola anggaran publik khususnya di lingkungan Direktorat Jenderal Imigrasi.

Abstract

This study aims to analyze the application of the Zero Based Budgeting (ZBB) method in budget management in 2025 as a strategic step to improve efficiency, transparency, and accountability in public financial governance. ZBB is a budgeting approach that requires each organizational unit to prepare a budget from zero without referring to previous allocations, so that each expenditure must be logically justified based on actual needs and strategic priorities. In the context of increasing fiscal pressures and demands for bureaucratic reform, the relevance of ZBB is increasingly strengthening. Using a qualitative approach through literature studies and policy analysis, this study evaluates the effectiveness, constraints, and prospects of ZBB implementation in various government sectors that are undergoing digital transformation, such as immigration services and public services. The results of the study show that although ZBB is able to improve budget efficiency and build a more responsible work culture, its success is highly dependent on the readiness of human resources, reliable information systems, and strong political support. Therefore, the implementation of ZBB in 2025 needs to be accompanied by systematic training, supporting regulations, and an integrated performance evaluation system to produce a significant impact on better budgeting practices.
