Abstract

Integration of APIS into the Immigration’s information and technology system is very important and urgent to be carried out in order to assist the implementation of the Indonesian Immigration function and functions carried out by the Directorate General of Immigration to mitigate the risks arising from legal migration carried out between countries, whether in regional and global migration. APIS itself is a data communication system developed by the Government of the United States of America which contains data on passengers from operators of a commercial or private transport cororation from the country of origin, sent via electronic transmission to operators in the destination country which aims to initial identification of passengers. Article 6 of 2011 concerning Immigration has mandated the responsible transportation corporation to carry out the Integration of the APIS system is very important in relation to the implementation of the immigration function, especially in supervision. Indonesia, which is a maritime state, should implement and integrate the APIS system in the Immigration Cleaance of Non Reguler Ships in immediate fashion, currently this is still conducted semi-electronical via e-mail, this condition could provide a gap that can cause vulnerability in the implementation of the Migration Clearance, especially in the aspect of Supervision in Imigration Clearance for Non Reguler Ships.

Abstract

Indonesia is an archipelago (Archipelago Country) that has territorial borders with other countries covering land, sea or air. As an archipelagic country, Indonesia has regulations regarding the entry and exit of a person, both Indonesian citizens and foreigners. The gate through which someone enters or exits the territory of Indonesia or what is called the Immigration Checkpoint is a crossing place for everyone. With the existence of the Immigration Checkpoint as a means to anticipate threats, obstacles and disruptions to the territorial sovereignty of the Republic of Indonesia. Institutionally the Immigration Checkpoint is the work scope of the Directorate General of Immigration. In terms of the sea area there are international conventions that regulate the law of the sea which have an impact on immigration regulations that have a role in the Sea the Immigration Checkpoint namely the Cofference of Facilitation of Maritime Traffic, the convention on the ease of international maritime traffic held by the International Maritime Organization (IMO) in London. This Convention aims to harmonize government regulations with international regulations. The IMO FAL Convention was not fully adopted by Indonesia due to regulatory differences. The adoption of the IMO FAL Convention standard into regulations in Indonesia has a good influence on immigration as a standard for immigration checks for sea transport crews.

Abstract

Indonesia adheres to the One China Policy in its view of the relationship between China and Taiwan so that Indonesia doesn’t have diplomatic relation with Taiwan. However, this did not stop the cooperation between Indonesia and Taiwan due to the interdependence of interests between the two countries. Starting in the fields of trade and economy, followed by other fields such as agriculture and education, the movement of people between the two parties is increasing. This makes them feel the important need to also work together in meeting the needs of their citizens and it is an obligation for the government to provide facilities and protection for them abroad. By using the concept of international cooperation, this paper tries to discuss the cooperation in the field of immigration in facilitating the interests of the two countries in the form of a strategic and sectoral non-governmental organization of IETO and TETO. The agreement of immigration cooperation results in the matters that must be provided by the state to protect their respective citizens by technical frameworks and the method about how to achieve these goals in the implementation level. The agreement itself remains valid and the subject of international law bond between the two parties.

Abstract

Text mining is the process of exploring knowledge based on specific patterns of textual data retrieval. There was an increase in the amount of text data from community questions on the Whatsapp information service at Surabaya Immigration Office which can be processed into detailed and complete information. Text data entered through Whatsapp question has also not been classified specifically, structured and also has not been published. This study aims to explain the characteristics of incoming messages provided by the public through the Whatsapp information service and to explain the process of classifying community questions according to the field of immigration public services namely WNI and WNA. The authors used the classification method with the Naïve Bayes Classifier (NBC). Obtained the value of classification accuracy with algorithms and methods using the Naïve Bayes Classifier on the training data equal to 93.5% and testing data equal to 95% that included in the excellent scale. Therefore, Naïve Bayes Classifier method is very well applied for classifying public questions and SIPESAN system.

Abstract

Information Technology is a technological invention that functions to process data including processing, obtaining, compiling, storing, manipulating data in various ways to produce quality information. Forgetfulness which sometimes appears as an obstacle in carrying out office activities from employees becomes an obstacle in realizing the vision and mission of the Immigration Office Class I TPI Cirebon effectively and efficiently. The Android-Based Reminder Application (E-Iron) is a form of utilizing information technology that is used for media reminders of the implementation of scheduled work activities to employees at the Immigration Office Class I TPI Cirebon in an effort to improve employee performance in terms of punctuality. As for in this study, a discussion was carried out on system analysis and in the implementation of employee performance at the Immigration Office Class I TPI Cirebon. The creation and application of the Reminder Application (E-IRON) functions to support employee performance through reminders related to the implementation of office activities, therefore the aspect of timeliness in the implementation of the intended office activities can be carried out optimally.

Abstract

The revolution of industry 4.0 encourage people to travel to another countries with different paths. Foreigners who entered to Indonesia must have a valid residence permit. The granting of a residence permit is given by the Directorate General of Immigration through the Immigration Office and sent via email so that many foreigners not careful about the validity period of their residence permit. To provide excellent immigration services and supervision, the Directorate General ofImmigration always makes innovations that can make every job easier. In addition, by designing an Android-based immigration residence permit e-alert application, it can prevent foreigners from committing immigration violations in the form of overstay. In this study the method used is the waterfall system development method where all activities are carried out sequentially to obtain optimal results. The system development application used is Android Studio and Firebase. The method is divided into 5 (five) parts, requirements analysis, design, implementation, testing, and maintenance. The results of this study are in the form of a prototype that can be run using an Android-based emulator and can be used as an innovation reference at First Class of Serang Immigration Office.

Abstract

Abstract This research aims to find out the quality of the website of TPI Yogyakarta's Class I Immigration Office whether it has been following the standardization of web pages that have been determined by the Ministry of Law and Human Rights through descriptive analysis and further to find out the quality of the website with the PIECES method consisting of performance, information, economy, control, efficiency, and service to website user satisfaction. This research was conducted with a mixed-method approach that convergent parallel design. The first stage of research is carried out with a qualitative approach that is descriptive analysis and the second stage uses a quantitative approach. Qualitative data collection is carried out by observing the appearance of work and the actual state of the website. Quantitative data collection was carried out by distributing questionnaires to 100 respondents. The results of research on website standardization show that four things have not been following the standardization that has been determined. Based on research on the influence of PIECES variables on website user satisfaction, it was found that there were simultaneous influences of PIECES variables and there were three variables that partially affect user satisfaction, namely performance, information, and efficiency, and dominated by efficiency variables.

Abstract

At this time the earth is being hit by the Corona Virus pandemic which has resulted in a lack of direct interaction in services and in the field of immigration, especially in reporting services for immigration permits for transportation equipment / ships. This situation has the potential to be exploited by unscrupulous individuals to carry out unscrupulous acts such as extortion and other things. Then the immigration office made an innovation, namely the application of the Port Transport Equipment Immigration Permit Reporting Information System, which was abbreviated as Sili Laba. The aim of the researcher was to determine the profile of the Sili Laba application, and the effect of the Sili Laba Innovation Strategy on the performance of the Class II TPI Belawan immigration office. In this study using quantitative methods. And the results of the research based on the regression test show that Y = 37.549 + 0.331X which states that for every additional 1 value of the innovation strategy, the performance value will increase by 0.331. Based on the results obtained from the above equation, the calculated t value is greater than the t table value, which is 6.064 > 2.021. So, from the results of the above equation it can be concluded that there is an influence given by the innovation strategy variable (X) on the performance variable (Y).

Abstract

The development of information and communication technology is happening so very fast and is driven by the human need to help get the job done.Directorate General of Immigration is one of the government agencies that implement the use of information and communication technology, the use of such technology is expected to be able to help the duties and functions of Immigration. One of the functions of Immigration is as a state security, in that it is realized by supervision.In this case, the supervision in question is for foreign nationals not only the process of entry and exit, but concerns the existence and activity while in the territory of Indonesia.In 2015 the Directorate General of Immigration released a Foreign Reporting Application (APOA) with the aim of facilitating the reporting of foreigners to the Immigration office. The use of the application has been running in all Immigration offices, but at the Imigrasi Office Class I Non TPI The use of APOA encounters obstacles in use.Therefore, the authors analyzed APOA using the DeLone and McLean models to measure the success of APOA and findout the obstacles that exist through the variables that have been determined.The results of this study concluded that the application can run well and proven to help surveillance and variables in modeling have relationships with each other.

Abstract

Penerapan e-Government pada Kantor Imigrasi kelas I TPI Surakarta salah satunya adalah inovasi Elektronik Perdim yang bertujuan untuk memberikan kemudahan bagi pemohon paspor dikarenakan tidak perlu lagi mengisi perdim secara manual pada kertas yang disediakan. Namun, digantinya perdim menjadi E-Perdim mengakibatkan pegawai bekerja lebih berat dibanding dengan sebelumnya, dikarenakan pengisian EPerdim dilakukan melalui komputer secara manual oleh pegawai setelah itu juga E-Perdim dicetak secara print out yang dimana tidak berbeda jauh dengan perdim sebelumnya. Sehingga dengan permasalahan tersebut, penelitian ini dilakukan untuk mengetahui pengaruh dari inovasi E-Perdim terhadap beban kerja pegawai pada Kantor Imigrasi kelas I TPI Surakarta. Penelitian ini menggunakan metode kuantitatif yaitu dengan melakukan pengumpulan data menggunakan kuesioner yang disebarkan kepada pegawai. Teknik pengambilan sampel menggunakan teknik sampel jenuh dengan total 60 pegawai yang pernah menggunakan inovasi E-Perdim. Data didapatkan dengan menggnakan uji validitas, uji reliabilitas, transformasi data, uji linearitas, uji normalitas, uji regresi linier sederhana, uji statistik t, dan uji koefisien determinasi dengan bantuan aplikasi SPSS 25.0. hasil yang didapatkan pada penelitian ini menunjukkan bahwa ditemukan adanya pengaruh antara inovasi E-Perdim terhadap beban kerja pegawai Kantor Imigrasi Kelas I TPI Surakarta dengan signifikansi pengaruh sebesar 61,6% sehingga sisanya 38,4% dipengaruhi oleh variabel lain yang tidak dibahas pada penelitian ini.
