Abstract

Perkembangan teknologi pembangunan kapal sudah didukung oleh peningkatan kualitas dan juga fasilitas yang memadai untuk melakukan proses produksi. Namun sebagian besar galangan di Indonesia mengunakan cara yang sederhana untuk melakukan proses produksi. Cara ini dikenal dengan strategi non-zero margin (metode dengan memberikan marginal pada setiap proses produksi, dari gambar kerja hingga proses erection pada kapal). Hal ini sangat merugikan dan menimbulkan berbagai permasalahan yang terbagi dari segi management dan juga dalam segi produksi. Permasalahan dari segi management yaitu mengenai JO, biaya (over budget), Re-schedule. Sedangkan permasalahan pada produksi yaitu seperti misalignment (ketidaklurusan), deformasi kompleks, waste matrial. Oleh karena ini, PT. DRU Unit III Lampung berinovasi untuk meminimalisir permasalahan dan kerugian yang ada dengan menerapkan strategi baru yang dinamakan “zero margin”. Strategi ini menerapkan sistem non marginal (tanpa mengunakan margin pada setiap proses) dengan memaksimalkan kinerja dari sistem akurasi kontrol yang berlaku dan sistem management yang lebih terarah. Maka analisis perlu dilakukan pada setiap bagian termasuk fase krusial yang menyebabkan munculnya permasalahan dari proses awal hingga erection pada kapal. Metode analisis observatif dan diterapkan pada proses produksi dan juga menentukan sistem akurasi kontrol yang tepat untuk mendukung program zero margin ini. Pelaksanaan strategi zero margin dengan sistem akurasi kontrol dapat meghasilkan nilai efektifitas dan efisiensi dalam pelaksanaan proses produksi yaitu dapat menghemat biaya produksi, mempercepat target pengerjaan, dan meminimalisir berbagai kesalahan di lapangan.

Abstract

Penelitian ini bertujuan untuk menganalisa kekuatan sambungan dinding rumah geladak dengan menentukan jenis dan jumlah sambungan bolting (baut) yang terpasang pada konstruksi rumah geladak. Penggunaan diameter baut yang bervariasi yaitu baut berdiameter M12, M14 dan M16 dengan 2 titik baut serta baut berdiameter M12, M14 dan M16 dengan 1 titik baut yang akan dilakukan pengujian dengan software inventor 2015. Setelah itu akan dibandingkan dengan kekuatan sambungan las sebagai standar acuan kekuatan sambungan. Hasil yang diperoleh bahwa sambungan bolting dengan variasi diameter telah memenuhi syarat dalam aspek kekuatan seuai aturan BKI Vol 2, bab 18 tentang tegangan geser yang diijinkan sebesar 360 N/mm2 dan tegangan normal sebesar 171 N/mm2, sehingga sambungan bolting dinyatakan layak untuk diaplikasikan dalam konstruksi sambungan dinding rumah geladak

Abstract

PT Dok dan Perkapalan Surabaya (DPS) is one of several strategic BUMN in marine field. With BUMN restructurisation and efficiency program from Government, PT DPS is liable to improve its production system efficiency. Many problems that faced by PT DPS to improve its production system efficiency are : (1)There is waste work shop such as work in process, waiting time, and flow time at fabrication process in PT DPS, (2) Because waste work shop is still big, shop production process efficiency has not reached maximally yet, (3)Layout and facilities of PT DPS today is already suitable with concept of Product Oriented Work Breakdown Structure (PBWS), but it is limited at simple construction form. At this research, there is ship production process design with Process Lane Construction and Zone Outfitting method or it is known with Group Technology Layout (Manufacturing Cell System) term in order to solve inefficiency problem at ship production process in PT DPS. Design process is performed by integrating Simulation method, Taguchi, Response Surface Methodology, and Analytical Hierarchy Process (AHP). Simulation method is used to model designed manufacturing cell system, meanwhile Taguchi method and Response Surface Methodology are used for experiment and optimization at manufacturing system simulation model. In order to measure the performanceof designed manufacturing cell system, multivariate measurement method is used, that is by measuring work in process, waiting time, and flow time with smaller the better criteria. Multi response becomes single response by using Analytical Hierarchy Process (AHP) method. From research result with Taguchi Method and Response Surface Methodology know that in fabrication stage optimal layout is second tipe, optimal set up time is 40 minutes, optimal lot size is 16 tons, optimal loading interval is 400 minutes, optimal demand stability is 92.5 %, in subassembly stage optimal layout is first tipe, optimal set up time is 40 minutes, optimal lotsize is 10 tons, optimal loading interval is 400 minutes, optimal demand stability is 92.5 %, in assembly stage optimal layout is first tipe, optimal set up time is 40 minutes, optimal lotsize is 6tons, optimal loading interval is 400 minutes, optimal demand stability is 92.5 %, in erection stage optimal layout is second tipe, optimal set up time is 40 minutes, optimal lot size is 6 tons, optimal loading interval is 480 minutes, optimal demand stability is 92.5 %.

Abstract

Abstract

Optimation model of planning investment dockyard with approach multi objective goal programming. The purpose of this research is to determine decision variable, goal function, alternative priority and achievement function in investment planning. From this optimation component, the model of ship yard investment planning could be achieved. The model of developed model in this research was the optimation of ship yard investment planning using multi objective goal programming approach. The model consist of 5 decision variable, 11 goal function, 2 alternative priority and 11 achievement functions. The model implementation was done toward PT ASSI investment planning. The calculation using from Quantitative System 3.0 was that the quantity of decision variable parameters could be achieved. The first alternative was based on the difference goal priority, and the second alternative based on similiar goal priority.

Abstract

Until now, there is no shipyard company for ship maintenance and repair in Wakatobi. This study aims to determine the location of the shipyard and a technical feasibility study of the shipyard. Based on the results of the field surfey, there are two (2) locations, namely Matahora Village, Wangi-Wangi Selatan District, Wakatobi Regency (location 1) and Dete Village, East Tomia District, Wakatobi Regency (location 2) which can be used as service providers. This study uses the Analytical Hierarchy Process (AHP) method to compare the two locations by considering the criteria of geography, infrastructure, materials and logistics, modes and transactions and markets. so that the results obtained location 1 is superior with an assessment weight obtained of 0.75 (75%). Referring to the government regulations regarding industrial estates, the location determined is said to be feasible, where this location has land right on the beach with a sea depth ranging from 2-5 meters and the planned location area is 3 hectares.

Abstract

Shipbuilding company is a company engaged in the field of new ship construction services and ship repair, and has facilities for work on water. Before doing repairs. Factors that affect the general cost of docking ships are the main size of the ship and other data. As in the case study of the XYZ Shipyard, there is still a cancellation of the negotiation of general docking costs, due to the different calculation of docking costs. The purpose of this study was to determine the value of the public docking cost offer using the multiple linear regression method according to the main size of the ship (L, B, D) and the estimated duration of repair work and then an analysis of the effect of each variable used for the estimation of docking costs will be carried out. It is hoped that this research can be useful for shipyards and ship owners in estimating the optimal general cost of docking so that project cancellations do not occur and negotiations run smoothly.

Abstract

PT X is a docking and shipyard company with experience in repairing various types of ships. Dangers and risks are always exist in every job including ship repair. Therefore, it is necessary to identify hazards and risk assessments. Welding in a confined space includes work that is a source of danger that has the potential to threaten the lives of workers in the ship repair process because access to and exit is limited and is not made to be a continuous work place. The purpose of this study is to identify hazards and assess risks in PT X ship repair confined space welding. The method used in hazard identification and risk control is Job Safety Analysis (JSA) with direct field observations and calculation of likelihood, concequences, and risk values. score on risk assessment according to AS/NZS 4360:2004 and with expert judgment. The results of this study identified that there were 49 potential hazards, then a risk assessment was carried out and there were 36 risks at low risk levels and 13 risks at moderate risk levels. The recommendations given include: using PPE and suction blowers when working, not entering the tank before it is declared safe, taking safety briefings seriously and worker absenteeism, tidying up cables and placing them in a safe position, ensuring workers' hands are dry when in contact with electricity, paying attention to attitude working conditions and conditions around the work area to always be alert

Abstract

Corruption in Indonesia is no longer a new legal issue because the problem of corruption has existed for thousands of years, both in developed countries and developing countries, including Indonesia. Today's corruption problem in Indonesia is so severe that it has become an extraordinary problem because it has infected and spread to all levels of society. Corruption crimes in ancient times were regulated in the Criminal Code due to the dynamics that developed in society. The regulation underwent changes where it was special, or lex was then regulated for the first time in Law Number 31 of 1999 jo. Amendment to Law Number 20 of 2001 concerning the Eradication of Corruption Crimes. During its activities, corruption is carried out by the holders of the highest power, who have positions that are mostly the result of election winners in a party. The PTPK Law states that people who commit corruption must compensate the state due to the economic and social impact of a region that it causes on the state's finances. On the way, the addition of prison sentences for heavy corruptors provides a deterrent effect for corruption perpetrators, with which it is hoped that corruption crimes can be reduced

Abstract

Pemilihan Kepala Daerah (Pilkada) Serentak merupakan bagian penting dari proses demokrasi di Indonesia yang memberikan hak kepada masyarakat untuk memilih pemimpin daerah secara langsung. Salah satu aspek yang menjadi perhatian dalam Pilkada adalah penggunaan alat peraga kampanye, yang sering kali melibatkan pelanggaran terhadap ketentuan yang berlaku, baik dari sisi penempatan, ukuran, maupun isi materi kampanye. Penelitian ini bertujuan untuk menganalisis peran Badan Pengawas Pemilu (Bawaslu) dalam penegakan hukum dan pemberian sanksi terhadap pelanggaran penggunaan alat peraga kampanye di Kabupaten Indragiri Hilir. Dengan menggunakan pendekatan kualitatif, penelitian ini menggali pengawasan Bawaslu terhadap pemasangan alat peraga kampanye, serta efektivitas sanksi yang diterapkan terhadap pelanggaran yang terjadi. Hasil penelitian menunjukkan bahwa meskipun Bawaslu telah berperan aktif dalam mengawasi pemasangan alat peraga kampanye, keterbatasan sumber daya manusia dan koordinasi antar lembaga menjadi tantangan utama dalam penegakan hukum. Selain itu, pemberian sanksi yang sering kali hanya berupa peringatan atau penghapusan alat peraga dinilai kurang efektif dalam memberikan efek jera kepada pelanggar. Penelitian ini menyarankan agar Bawaslu memperkuat koordinasi dengan instansi terkait dan mengevaluasi kebijakan sanksi untuk meningkatkan efektivitas pengawasan dan penegakan hukum dalam Pilkada mendatang.
