Abstract

The Government as a provider of public service needed by the community must be responsible and continue to strive to provide the best service for the sake of improving public service. On the other hand, community satisfaction is measure of the success of public services provided by public service provided. This research is a descriptive study using a qualitative approach to determine the quality of public service in making passport at the Immigration Office Class I Special TPI Batam. The increasing number of passport application must of course be in line with improving the quality of service. The indicator used are tangible, reliability, responsiveness, assurance, emphaty, as well as factor that affect service quality namely organization, public service apparatus, service system. The result show that there are still indicators that have not been met, namely the tangible there is still a lack of parking space, the responsiveness of officer is still not responsive enough to provide direction, the emphaty is that there are officers who are not friendly in providing service, the assurance dimension is that there are still applicants who receive services exceeding the promised time, and the factor thataffects the service is the lack of human resources.

Abstract

The efforts of the Regional Revenue Management Agency (BAPPENDA) in increasing motor vehicle tax revenues by providing Mobile Samsat services to make it easier for the community to make tax payments, especially people who live far from the Main Samsat. This is done with the aim of making people obedient in paying motor vehicle taxes. This study uses descriptive qualitative research to explain and provide an understanding of the effectiveness of motor vehicle tax collection services through the Mobile Samsat in the city of Batam. Sources of data used in this study are primary data and secondary data. The results of this study can be concluded that the effectiveness of motor vehicle tax collection services through the mobile samsat has been effective. However, there are still obstacles in the process of paying vehicle taxes, there are still complaints from taxpayers regarding the facilities and infrastructure, namely that there is no shelter that hinders the effectiveness of the Mobile Samsat service if the weather is rainy or hot. Then, the unstable internet network on the system used by Samsat Mobile, especially on rainy day. Keywords: Effectiveness; Taxes; Mobile Samsat.

Abstract

The implementation of SPT reporting through e-filing carried out by KPP Pratama Batam Selatan is a program created by the Directorate General of Taxes to improve the quality of e-government. The implementation of the e-filing program is considered not yet fully effective, seen from the taxpayers who choose to come directly to the tax office instead of contacting the tax office via WhatsApp and also email. This shows that the principles of e-government have not been fully implemented. This study aims to analyze the implementation of the E-Filing Program in an Effort to Improve the Quality of EGovernment at the South Batam Pratama Tax Service Office and to analyze the supporting and inhibiting factors. This study uses a qualitative method with a descriptive approach. The results of this study, namely the implementation of the E-Filing Program in an Effort to Improve the Quality of E-Government at the South Batam Pratama Tax Service Office is quite good but there are still some obstacles such as lack of resources, lack of communication and lack of attitude (disposition). It is hoped that the obstacles in implementing the e-filing program can be immediately addressed so that the e-filing program can run effectively and efficiently. Abstract

Public service reflects the state's role in fulfilling the needs of society in a fair and transparent manner. In the rapidly evolving digital era, public services in Indonesia have undergone significant transformation through the utilization of information technology. This study aims to examine strategies for improving the quality of public services in Indonesia in response to digitalization, emphasizing the importance of adapting to digital technologies to deliver more efficient, transparent, and accountable services. A qualitative descriptive approach was employed, analyzing various literature and regulations related to public services and digital transformation. The results indicate that digitalization has had a positive impact on the enhancement of public service quality, particularly in terms of accessibility, efficiency, and public participation. E-government and online service systems have proven effective in reducing bureaucracy, increasing public satisfaction, and strengthening the principles of good governance. However, challenges such as the digital divide and infrastructure readiness remain critical obstacles. Therefore, public service strategies in the digital era must involve active collaboration between the government and society, along with strengthening technological capacity and human resources. With this approach, digital transformation in public services can be more inclusive and sustainable.

Abstract

Both the process of democratization and the societal change that has taken place in Indonesia have been significantly influenced by globalization. The purpose of this study is to conduct a literature review that focuses on the relationship between globalization, social transformation, and the growth of democracy in Indonesia. With the help of a qualitative methodology that is founded on literature studies, this research investigates the ways in which the flow of information, technology, and global values influences the mentalities of individuals, as well as the social structures and political dynamics in Indonesia. The findings of the study indicate that globalization fosters the development of a society that is more receptive to democratic principles, such as the protection of human rights, the freedom of expression, and the provision of opportunities for political engagement. There are, however, challenges that come along with globalization. These challenges include socio-economic inequality, the erosion of local values, and threats to ethnic and cultural sovereignty. With globalization serving as a catalyst in improving political freedom and expanding civil society involvement, the process of democratization in Indonesia developed fast after the reforms that took place in 1998. The findings of this study highlight the significance of policies that are capable of striking a balance between the impact of globalization and the maintenance of local identity. This is necessary in order to bring about social change that is inclusive and to enhance democracy in Indonesia in a way that is sustainable.

Abstract

The escalation of global terrorism has posed substantial obstacles to the safeguarding of human rights globally. This study analyzes the intricate relationship between counter-terrorism strategies and human rights, highlighting how security policies may curtail individual liberties. This study conducts a comprehensive examination of several case studies to examine the effects of anti-terrorism laws and procedures in different nations. It further examines the intricate equilibrium that governments must sustain between safeguarding national security and preserving human rights norms. The study utilizes qualitative methodologies, encompassing document analysis and expert interviews in the domain. The findings indicate that although counter-terrorism initiatives are essential for public safety, they frequently lead to infringements of civil liberties, especially impacting underprivileged communities. The paper emphasizes the necessity of tackling these difficulties to guarantee that security measures do not excessively violate basic rights.The report concludes by recommending measures for policymakers to enhance human rights protections within counter-terrorism frameworks. Essential recommendations encompass promoting accountability and transparency in security operations while implementing equitable, non-discriminatory rules. Through the implementation of these measures, governments can proficiently counter terrorism while upholding fundamental human rights principles.

Abstract

The practice of labor exploitation is not new. Labor exploitation has been widespread since the colonial era. Some people use print media, social media, and even word-of-mouth to market. Although this is nothing new, labor exploitation is still happening and is growing more concerning. Due to the fact that it involves both domestic and international offenders, this is the case. between nations. The methods used in human trafficking crimes have become more complex as communication, information technology, and transformation have advanced. The criminals are looking for victims from the lower social classes. It is not unusual for offenders to help victims by giving them debt or company cash. Some even go so far as to give scholarships to those who want to pursue further education overseas. According to the Witness and Victim Protection Agency (LPSK), which has verified this, human trafficking, particularly labor exploitation, does not discriminate. Because human trafficking, particularly labor exploitation, disregards age and gender. age and gender. Labor exploitation affects both men and women, as well as children and adults. Abstract

This study evaluates the efficacy of Smart Governance implementation in enhancing public services in Batam City. Smart governance, a principal facet of the smart city paradigm, seeks to enhance efficiency, transparency, responsiveness, and accountability by the utilisation of information technology. Batam City, strategically positioned as an economic and trade hub, is dedicated to implementing smart governance concepts to enhance the quality of its public services. This research employs a descriptive methodology with qualitative analysis to assess the strategic measures implemented, including the digitalisation of public services, transparency and budget management, integrated data management, and enhanced community participation.The findings indicate that the adoption of smart governance in Batam has effectively enhanced administrative efficiency and transparency in public services. Nonetheless, difficulties such as the digital infrastructure deficit in remote regions and insufficient digital literacy within the population remain significant impediments. This research recommends enhancing digital infrastructure, creating more user-friendly applications, and implementing digital literacy training programs for the community. With an appropriate strategy, Batam City may persist in advancing Smart Governance as a sustainable smart city paradigm.

Abstract

This research examines the strategies implemented by the Batam City Government in improving illegal urban settlements, with a focus on informal housing areas. The rapid urbanization and migration to Batam have led to the development of informal settlements, which often lack proper infrastructure, housing quality, and access to basic services. This study aims to assess the effectiveness of government programs aimed at improving these areas, particularly through initiatives focused on housing quality enhancement and urban planning. Through a case study approach, the research explores policy frameworks, stakeholder involvement, and community participation in the improvement process. The findings highlight key challenges and opportunities in addressing informal settlements, providing recommendations for better integration of these areas into the formal urban fabric. Ultimately, the research seeks to contribute to the understanding of sustainable urban development strategies for cities facing similar issues of informal settlement growth.

Abstract

The implementation of digital technology in the judiciary system has become a cornerstone of public service improvement. This study examines the effectiveness of the E-Court application in optimizing public service quality at the Class 1A District Court of Batam City. The research employs a qualitative approach, utilizing data gathered through interviews, observations, and document analysis. Findings indicate that the E-Court application significantly enhances the accessibility, efficiency, and transparency of court services by reducing processing times, minimizing manual paperwork, and fostering accountability. However, challenges such as technical limitations, digital literacy gaps, and resource constraints impede its full potential. Recommendations include infrastructure enhancement, comprehensive user training, and policy support to maximize the benefits of digital integration in public service delivery. This study contributes to understanding the transformative role of technology in judicial administration and its impact on public satisfaction.
