Abstract

This article aims to analyze efforts to solve the problem of persecution that often occurs in Indonesia. Persecution is a type of crime against humanity due to the deliberate deprivation of basic rights that is against the law. This article uses a qualitative approach with an Analytical Hierarchy Process from William Dunn (2003) as the unit of analysis. The results of the study indicate that the Possible Causes or causes that cause a problem are due to law (legal culture) and democracy. While the Plausible Causes or reasonable causes that can have a significant influence on the two causes are disobedience to law, universal truth claims, and majority domination. So that Actionable Causes or what needs to be followed up by the government in overcoming the problem of persecution is optimizing legal education and the state is obliged to provide protection for citizens.

Abstract

An area's wealth of natural resources can bring prosperity to its people. However, this is not the case with the fishermen in the Maluku Tengah Regency, Maluku, Indonesia, who live in the Golden Fishing area. For nearly 20 years, fishermen in this district have lived below the poverty line. In this study, RIA will be used to evaluate policies from the central government level to the district government level. The goal is to add to the repertoire of knowledge in the study of public policy and see the causes of this issue and alternative solutions. This field research uses a qualitative approach with a Regulatory Impact Assessment (RIA) analytical instrument. This study found that the government needed adequate strategies and designs to get fishermen out of the poverty trap. As a result, the government needs help to make quality policies. So that the strategic plan of the Fisheries Service of the Maluku Tengah Regency, which should be the spearhead of fisherman poverty reduction policies, becomes the most dominant inhibiting factor in creating fishermen's welfare. The proof is that many programs in the strategic plan do not favor fishermen. So the Fisheries Service of the Maluku Tengah Regency needs to evaluate the strategic plan as a whole so that it can have a positive impact on fishermen.

Abstract

Salafi community in Ambon have developed since the arrival of Laskar Jihad during the 1999 Ambon Conflict. Social dan religious competition has divided them, which is not only triggered by their interpretation of Islam but also by their efforts to gain religious influence and socio-religious dominance within the Islamic society. The research method used in this research is qualitative phenomenology. The research results found that for the Salafis, love for their homeland was proven during the COVID-19 pandemic; Salafi groups in Ambon also implement all policies issued by the Indonesian government without exception. Religious moderation is a fair and balanced attitude that does not exaggerate or belittle religion. Another characteristic of the moderation attitude shown is constantly repairing and avoiding damage. Salafi community in Ambon continue try to protect their faith, soul, reason, honor, lineage, and property. They respect fellow religious people, regardless their religious background and beliefs.

Abstract

Changing times require women to do outdoor activities, so women must look for alternatives to carry out their worship comfortably. However, what happens is that there are still many mosques as public spaces that are not friendly to the presence of women, both in terms of infrastructure and service facilities. This research uses a qualitative approach with a case study method, taking the research location in Ambon City. Ambon was chosen as the research location because it is the centre of the Maluku community's government, education, and economy, with a population of 1,031,587 Muslims. The research results found that many mosques in Ambon City were unfriendly and exclusive for women. This mosque's lack of friendliness is caused by several factors, namely the mosque planning process that does not involve women, men dominating the mosque too much, and there is still a negative stigma towards women who do activities outside the home. To be able to realize a mosque as a public space that is friendly and accessible to all groups requires efforts from all parties.

Abstract

Keunggulan di wilayah tertinggal. Fokus utama penelitian meliputi peningkatan sumber daya manusia (SDM), kemitraan strategis, dan pengembangan program berbasis kebutuhan lokal. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi manajemen dilakukan melalui peningkatan kompetensi pendidik melalui pelatihan, kolaborasi industri seperti magang dan kehadiran praktisi sebagai pendidik tamu, serta pengembangan program seperti proyek miniatur rumah dan pembangkit listrik tenaga sampah (PLTSA). Analisis SWOT menunjukkan bahwa SMK Muhammadiyah Ambon memiliki keunggulan dalam fasilitas praktik, peluang kerjasama internasional, namun juga menghadapi tantangan seperti keterbatasan sarana teknologi dan kesiapan siswa dalam penguasaan keterampilan. Strategi antisipatif yang melibatkan seluruh jenjang organisasi dan pemantauan berkala menjadi kunci dalam menjaga keberlanjutan program. Penelitian ini merekomendasikan penguatan infrastruktur dan pengadaan pelatihan bahasa asing guna meningkatkan kualitas manajemen strategi ke depan.

Abstract

Objective: This study aims to analyze how Islamic values-based management shapes the planning and implementation of a mass circumcision program in Werinama, Maluku, while also identifying the socio-cultural determinants that influence community participation. The research employed a qualitative approach with a phenomenological design. Data were collected through participant observation throughout the entire program cycle, semi-structured interviews with committee members, religious leaders, customary leaders, and parents, as well as a review of supporting documents. Data were analyzed using reflexive thematic analysis, while trustworthiness was ensured through source and technique triangulation, audit trails, and member checking. The findings reveal that community participation was influenced by three major determinants: political trust and perceptions of program politicization (42%), social prestige that frames circumcision as a symbol of status (28%), and expectations surrounding customary rituals (22%). From a managerial perspective, the program’s strengths were reflected in stakeholder mapping, clear task distribution, multi-channel communication, and post-procedure monitoring. However, a mismatch between program design and the ceremonial expectations of some families reduced social acceptance.

Abstract

Abstrak: Kepemimpinan perempuan semakin mendapat perhatian di berbagai bidang, termasuk pendidikan, seiring dengan meningkatnya kesadaran akan pentingnya kesetaraan gender dan pengaruhnya terhadap kinerja organisasi. Penelitian ini bertujuan untuk mengkaji peran kepemimpinan perempuan dalam meningkatkan mutu pendidikan di SMP IT As-Salam Ambon. Penelitian ini berfokus pada gaya kepemimpinan kepala sekolah perempuan, strategi yang digunakan dalam mengelola sekolah, tantangan yang dihadapi, serta dampaknya terhadap mutu pendidikan, seperti kurikulum, proses pembelajaran, kualitas pendidik, dan prestasi peserta didik. Penelitian ini dilaksanakan pada tanggal 5 sampai 25 Mei 2025 dengan menggunakan metode kualitatif deskriptif. Data dikumpulkan melalui observasi, wawancara mendalam, dan dokumentasi yang melibatkan kepala sekolah perempuan, wakil kepala sekolah bidang kurikulum, tenaga pendidik, dan peserta didik. Selain itu, dilakukan observasi partisipatif di lingkungan sekolah. Analisis data dilakukan melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data dijamin melalui teknik triangulasi. Hasil penelitian menunjukkan bahwa kepemimpinan perempuan di SMP IT As-Salam Ambon menerapkan gaya kepemimpinan transformasional, religius, partisipatif, dan komunikatif. Kepala sekolah perempuan mampu menjadi teladan bagi seluruh warga sekolah melalui sikap disiplin, tanggung jawab, dan komitmen terhadap nilai-nilai Islam. Selain itu, ia berhasil mendorong peningkatan kinerja pendidik dan pengambilan kebijakan secara positif melalui komunikasi yang terbuka, pemberdayaan pendidik, serta evaluasi yang membangun. Secara keseluruhan, penelitian ini menegaskan bahwa kepemimpinan perempuan memiliki potensi besar dalam meningkatkan mutu pendidikan dan dapat menjadi dasar bagi pengembangan kebijakan pendidikan yang lebih inklusif di masa mendatang. Abstract

This study examines the patterns of Al-Qur’an text use in Islamic Religious Education (IRE) learning in five public primary schools in South Buton Regency, the obstacles to its implementation; and its contribution to students' understanding of Islamic teachings, the formation of religious character, and religious literacy. The study employs a qualitative approach with a collective multi-site case study design in Grade V classes. Data were collected through non-participant classroom observations, semi-structured interviews with IRE teachers and students in each school, and a review of learning documents. Data were analyses thematically through data condensation, data display, and conclusion drawing–verification (with explicit comparisons of patterns across sites. The findings reveal three main themes: (1) relatively consistent patterns of Al-Qur’an text use across the five schools—including devotional opening routines, selection of verses aligned with the lesson topic, and guided reading/tajwid practice—with variations in intensity and in the schools' religious programmes; (2) similar pedagogical and structural constraints, such as limited time allocation, diverse levels of Al-Qur’an reading ability, limited media and contextual resources, and difficulties in facilitating the applied understanding of verses, which are further shaped by differences in facilities and local religious ecosystems; and (3) contributions to the strengthening of conceptual understanding of IRE, the internalisation of values and religious habits, and the development of students' religious literacy, with comparatively more substantial outcomes in schools that have additional religious programmes and strong parental support. These findings underscore the importance of differentiated instruction in Al-Qur’an reading ability, the strengthening of learning media, and school–parent collaboration tailored to each school's context so that Al-Qur’an text use does not stop at recitation but leads to meaningful understanding and more measurable behavioural change.

Abstract

Islamic education is increasingly recognized worldwide not merely as a method of transmitting religious knowledge but also as a vital space where ideology, moral authority, and religious subjectivities are actively shaped. In light of modernization and institutional reforms, exploring how pedagogical approaches influence religious identity has emerged as a pivotal concern in contemporary Islamic education scholarship. This study analyzes how Persatuan Islam (Persis) pesantren functions as an ideological–pedagogical system that reproduces a reformist Islamic orientation through the integration of ta’līm, tarbiyah, and ta’dīb. Employing a qualitative case study design, data were collected through semi-structured interviews with teachers, administrators, and students, participant observation of classroom and dormitory life, and analysis of institutional documents. The findings reveal that pedagogy in Persis pesantren operates as a holistic and continuous process embedded in daily routines, disciplinary structures, and scriptural instruction. Through structured knowledge transmission, embodied moral training, and ethical regulation, students internalize doctrinal authority and develop a durable religious habitus that extends beyond institutional boundaries. The study concludes that pedagogy functions as a central mechanism of ideological reproduction and religious subject formation. These findings imply the need to conceptualize Islamic education as a practice-oriented and value-embedded process, offering a theoretical framework for understanding pesantren pedagogy within contemporary Indonesian and global Islamic educational contexts.
