Abstract

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called “back to gampong”. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program “back to gampong” encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management.  The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

Abstract

Penelitian ini menggambarkan Strategi Implementasi Kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat, Masalah penelitian: 1) Implementasi Kebijakan Gerakan Membangun Desa. 2) Faktor determinan yang mempengaruhi Implementasi Kebijakan Gerakan Membangun Desa. 3) Upaya mengatasi faktor-faktor yang mempengaruhi implementasi kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat dan 4) Alternatif strategi implementasi kebijakan yang harus dilakukan agar Kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat efektif.  Metode penelitian yang digunakan peneliti adalah deskriptif dengan pendekatan kualitatif. Hasil pembahasan penelitian adalah Kebijakan gerakan membangun desa telah diimplementasikan di seluruh Kabupaten di Jawa Barat, diindikasikan dengan adanya penurunan jumlah desa tertinggal dan desa berkembang di Provinsi Jawa Barat, dan meningkat menjadi desa maju dan desa mandiri. Implementasi kebijakan gerakan membangun desa di Provinsi Jawa barat dipengaruhi oleh faktor produktivitas, linearitas, dan efisiensi, Sedangkan faktor determinan yang mempengaruhi implementasi kebijakan gerakan membangun desa mencakup subtansi kebijakan, prilaku tugas pelaksana, interaksi jejaring kerja, partisipasi kelompok sasaran dan sumber daya. Sementara upaya untuk mengatasi kendala yang mempengaruhi implementasi kebijakan gerakan membangun desa yaitu dengan kesiapan kelembagaan, kesiapan program, dan kesiapan SDM serta kolabrasi penta helix. Terdapat tiga faktor dominan yang menjadi kendala dalam implementasi gerakan membangun desa yaitu waktu, regulasi, dan kehati-hatian. Analisis Strategi SOAR terkait dengan implementasi kebijakan gerakan membangun desa menghasilkan strategi koleborasi penta helix, strategi transparansi dan strategi peningkatan inovasi desa melalui didigalisasi desa, gerbang desa dan one vilage one prodauct. Hasil temuan penelitian ini adalah model implementasi kebijakan Muchlis Hamdi (2014) masih relevan untuk digunakan, namun demikian dalam implementasi kebijakan gerakan membangun desa di Provinsi Jawa Barat, model implementasi kebijakan perlu dilengkapi dengan pendekatan kolaborasi (melalui skema penta helix), transparansi program (melalui edukasi masyarakat, komunitas mitra, dan pemantauan kebijakan), dan peningkatan inovasi untuk mewujudkan desa juara di Provinsi Jawa Barat.

Abstract

Abstract Public Service Mall (MPP) is a place where activities or public service delivery activities take place for goods, services and/or administrative services to provide services that are fast, easy, affordable, safe and comfortable. Public Service Mall (MPP) is a bridge that connects and brings the government closer to its people. The purpose of this study is to determine the effectiveness of public service malls in the implementation of population administration services in Sumedang district. The theory used in this study is the theory according to Gibson (1996) about organizational effectiveness with 5 indicators namely Production, Quality, Efficiency, Flexibility, Satisfaction and Development. This research method is descriptive with a qualitative approach. The informants were determined in three ways, namely purposive sampling, snowball sampling and accidental sampling. The data collection techniques used were interviews, observation, documentation and data triangulation. Data analysis techniques were carried out by Data Reduction, Data Presentation and Data Verification. The results of the study show that the presence of Public Service Malls in the administration of population administration services is generally effective, although there are several elements that influence the achievement of effectiveness. This can be seen from the dimensions used in this study. The development aspect has not been carried out in a sustainable manner in terms of budget support and program activities. Abstract

Penelitian ini difokuskan pada kepemimpinan camat dalam pemberdayaan masyarakat perbatasan antarnegara di Kecamatan Tasifeto Barat Kabupaten Belu Provinsi Nusa Tenggara Timur. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis kepemimpinan camat dalam pemberdayaan masyarakat perbatasan antarnegara di Kecamatan Tasifeto Barat Kabupaten Belu, faktor-faktor yang menjadi penghambat dan pendukung dan starategi yang harus dilaksanakan kepemimpinan camat dalam pemberdayaan masyarakat perbatasan antarnegara di Kecamatan Tasifeto Barat.Teori yang digunakan adalah teori kepemimpinan pemerintahan yang dikemukakan oleh Sadu Wasistiono dengan indikator sebagai berikut Pemimpin, Pengikut, Situasi dan Kondisi dan Visi dan Misi. Teori pemberdayaan masyarakat yang dikemukakan oleh Suharto dengan indikator sebagai berikut Pemungkinan, Penguatan, Perlindungan, Penyokongan dan Pemeliharaan. Pendekatan yang digunakan dalam analisis data adalah analisis SWOT dan Lintus Test yang untuk menganalisis strategi-startegi. Desain penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deduktif.Hasil penelitian menunjukkan bahwa kepemimpinan camat dalam pemberdayaan masyarakat perbatasan antarnegara di Kecamatan Tasifeto Barat perlu menjalankan fungsi kepemimpinan camat sebagai pemimpin, situasi dan kondisi, pengikut, dan visi dan misi organisasi. Kemudian fungsi pemberdayaan masyarakat, yaitu Pemungkinan, penguatan, perlindungan, penyokongan dan pemeliharaan. sehingga masyarakat miskin dapat memiliki kekuatan, motivasi, kemampuan dan keterampilan serta usaha-usaha untuk mengatasi kemiskinan dan ketidakberdayaan yang mereka hadapi. kepemimpinan camat dalam pemberdayaan masyarakat perbatasan antarnegara di Kecamatan Tasifeto barat Kabupaten Belu belum berjalan efektif sehingga perlu diperhatikan dan diminimaliisasi faktor-faktor yang menjadi penghambat dan menggunakan faktor-faktor yang menjadi pendukung dalam pelaksanaan pada masa yang akan dating sehingga berjalan efektif dan menjadikan masyarakat perbatasan mandiri dan produktif. Strategi yang dapat digunakan untuk kepemimpinan camat dalam pemberdayaan masyarakat perbatasan antarnegara di Kecamatan Tasifeto barat Kabupaten Belu, yaitu Pertama, Perlu adanya kewenangan khusus kepada camat guna mengkoordinasikan dengan semua sektor-sektor di lapangan untuk melaksanakan semua program pemberdayaan masyarakat miskin dengan satu prinsip, satu tujuan demi kesejahteraan masyarakat. Kedua, Mengatasi masalah kelangkaan air yang menjadi kendala besar pada masyarakat, seperti pembangunan waduk dan sumursumur bor. Ketiga, Meningkatkan kualitas Sumber Daya Manusia masyarakat Desa Lookeu, dengan mewujudkan pendidikan masyarakat minimal SLTA dan membekali masyarakat miskin dengan keterampilan/skill yang dapat digunakan untuk bekerja dan mencari nilai tambah.

Abstract

This study aims to evaluate the implementation of the Village Development and Empowerment Program (P3MD) in Kampar Regency, Riau, with a particular focus on its effectiveness in realizing the ideal goals of the Independent Village policy. The research is important because, although the number of formally classified independent villages has increased significantly between 2015 and 2024, the substantive achievements of village self-reliance remain questionable. Employing a qualitative multi-case study design, six villages were purposively selected based on the Village Development Index (IDM). Data were collected through interviews, observations, and document analysis, and validated using source triangulation. The findings reveal that P3MD implementation has not been efficient or effective, hindered by overlapping ministerial regulations, central government dominance, sectoral ego between institutions, and policies that lack contextual sensitivity. Additional obstacles include weak community participation, fragile village institutions, and limited administrative as well as human resource capacity. These results imply that a centralized regulatory framework and fragmented institutional arrangements undermine genuine empowerment and delay substantive village transformation. The originality of this study lies in its critical evaluation of the gap between the formal classification of independent villages and their actual capacity for autonomy, offering new insights for policy reform and village governance studies.

Abstract

Perkembangan otonomi desa di Indonesia selama ini telah mengalami pasang surut yang fluktuatif mengikuti pasang surutnya otonomi daerah. Perubahannya bergerak seperti penduluan, yakni diantara isinnya sangat luas pada satu sisi serta isinya sangat terbatas pada sisi lain. UU Nomor 19 Tahun1965 misalnya memberikan pengakuan formal kepada Desa untuk menjadi daerah otonom paling bawah (Desapraja). Pada bentukyang lain, UU Nomor 5 Tahun 1979 tentang Pemerintahan desa justru sangat membatsi otonomi desa. Desa di Indonesia diseragamkan bentuknya dan diposisikan sekedar sebagai administratif pemerintah. Melalui UU Nomor 5 Tahun1979. Desa atau dengan nama lainnya yang sejenis telah dicabut dari akarnya yaitu hukum adat. Padahal, kedua UU tersebut merujuk pada konstitusi yang sama yakni UUD 1945.

Abstract

This study examines the urgency of reconstructing the performance measurement model of the Regional People's Representative Council (DPRD) in the context of government administration in South Tangerang City. Through a qualitative descriptive approach with a case study design, this study analyzes multidimensional problems that reflect systemic dysfunction in local governance. Based on the theory of power distribution and the concept of Penta Helix, this study develops the Penta-Helix Performance Measurement Model as a holistic and contextual performance evaluation instrument for the DPRD. The model integrates five key dimensions: Responsive Legislation, Effective Oversight, Substantive Representation, Policy Innovation, and Public Accountability. The findings of the study reveal a significant gap between the constitutional mandate of the DPRD and its implementation in the field, which is manifested in the phenomenon of increasing poverty rates, and performance suboptimality in the functions of legislation, supervision, and representation. This study concludes that the reconstruction of the DPRD performance measurement model is a strategic step in efforts to revitalize local democracy and optimize local governance in the era of autonomy.

Abstract

The total assets managed by the UPK in Tangerang Regency are IDR 47,424,689,719, if the UPK does not transform into a Joint BUMD there is a chance that the government will lose these funds, because the management of the UPK is managed privately. The aim of this research is to implement policies, determinant factors that determine policy implementation, and strategies for optimizing the policy transition of establishing managers of ex-PNPM-MP community revolving fund activities into joint village-owned enterprises in Tangerang Regency, Banten Province. This research uses the policy implementation theory proposed by Hamdi. The research method used is a qualitative approach with descriptive research type. The data analysis technique used is data reduction and drawing conclusions. The research results show that the implementation of the transition policy for the formation of Ex-PNPM-MP Community Revolving Fund Activity Managers to become BUMDesma has not been optimal. This is proven by the research results that there is no former PNPM-MP DBM Activity Management Unit that has implemented the transformation process. Policy Transition: 1) Unfreezing Stage, namely socialization and communication steps as well as organizational/institutional strengthening. 2) The Movement Stage, namely the step of sharing understanding about the transformation process. 3) Refreezing stage, namely the leadership role and connections between programs. Policy implementation strategies during the transition period: communication and socialization and institutions.
