Existence of qiy?s (analogy) as an effort to dig an Islamic law, it still remains a problem and the debate in a long period of time. Whereas qiy?s is the mainstay of scholars when a problem is not found in the legal status of the Koran, Sunna and ijm?. In this paper, before authors explore the views and ideas of Ibn Hazm and Ibn Qayyim about qiy?s, authors will describe a little about the views of scholars of Fiqh jumhur against qiy?s position as one of the methods of determination of law in Islam. At the end of the paper, the authors found that the concepts of Ibn Hazm would be very difficult to be followed by the public, because it assumes that the Koran was the final, and the use of reason to interpret something that is absolutely forbidden. While Ibn Qayyim adapted more impressed with the changing times. But liberalism of Ibn Qayyim in using Intellect needs to be addressed and responded wisely. Because, in the absence of control, the use of reason in the sphere arbitrarily Islamic law will also be able to fade the purity of the teachings of Islam itself.

The phenomenon of Tablighi Jamaat (JT) has long characterized the religious movements in the archipelago with some of the formal characteristics such as clothing abaya, pants hanging above the ankles, khuruj and others. Judging from the teachings and practices of worship or aqidah is not seen as a group of deviant groups. The study used three instruments, namely concepts, propositions and theories. The concept as an abstraction that is used by researchers to build a building block (limit) in building propositions and theory. The proposition is a statement about the nature of a social reality that can be observed symptoms. While the theory is a series of interrelated propositions that can be used to explain and predict social phenomena. From the results of the study can be described that their exclusivity over imaged khuruj khuruj ala Muhammad Ilyas, their leaders and not khuruj ala Allah. Then in a special ritual in this pilgrim center there are things that portray acts of heresy seen widespread activities of prayer, prayer and bermunajat in front of the tomb or tombs. This phenomenon is exacerbated by the claims of those who just replenish themselves with "book Fadhail" by Sheikh Zakaria. Surely this is a bad precedent for the development of science.

This department has been regulated in constitution through the third mandement of UUD 1945 has result chapter 22C, 22D and 22E. The existence of this department in Indonesia’s government structural is the way to manifast societies’s opinion and expectation becauce of societies’s disatisfaction to perliement which represent political party. Consequently, it needs reformation’s fuction, occupation and election process of DPD, thus it is able to manifest challenges of otonomi daerah in the future.

The diversity of ethnicities, races, and religions is a reality in the life of the nation and state, although it is undeniable that there is a potential for conflict. This study aimed to explain the pattern of religious harmony in West Sumatra within the framework of regional autonomy which is adopted from the cultural system and local wisdom. This study used a phenomenological approach to provide accurate conditions of multi-ethnic, cultural, and religious communities. The results showed that the pattern of religious harmony through the resolution of religious conflicts in several regions in West Sumatra was carried out through the alignment of regional autonomy with local customs and culture. Forms of alignment include alignment of school uniforms, equal distribution of sacrificial meat, the presence of baralek, the tradition of manyiriah, interfaith graves between Muslims and Christians, and the application of customary philosophies. This study contributes to the theory of a cultural approach based on local wisdom in resolving religious conflicts and strengthening social integration of the community.
