Abstract

Motor vehicle tax is an important source of Regional Original Revenue (PAD), but the increase in the number of vehicles in Sumbawa Regency has not been matched by taxpayer compliance. The government has introduced digital innovations such as SIGNAL and E-Samsat Delivery to facilitate tax payments and improve services. Previous research results show that the effectiveness of these innovations is still varied. Therefore, this study aims to analyze the impact of implementing a digital tax payment application on the increase in motor vehicle tax payments and PAD in Sumbawa Regency. This study uses a qualitative method with a descriptive approach and case study strategy to gain an in-depth understanding of the implementation of the E-Samsat Delivery application in increasing motor vehicle tax payments in Sumbawa Regency. This approach was chosen because it can delve into the experiences, perceptions, and views of the Head of Samsat, managing staff, and taxpayers thru observation, interviews, and documentation. Additionally, this research uses the Technology Acceptance Model (TAM) framework to analyze perceptions of ease, usefulness, attitude, and intention to use the application. The research results show that Mobile E-Samsat Delivery facilitates vehicle tax payments and has the potential to increase taxpayer compliance. However, its contribution to increasing PAD is not yet optimal because the number of users and service uptake has decreased. Based on the analysis of the Technology Acceptance Model (TAM), perceived usefulness is the most influential factor in the acceptance of the application, followed by perceived ease of use, positive attitude, and the community's intention to use the service. The success of the implementation still requires improvements in socialization, digital literacy, and service quality.

Abstract

Research on Public Order Control (PHH) shields has generally focused on material strength, impact resistance, and ergonomic design as passive protective equipment. However, studies integrating shatter-resistant materials, high impact resistance, and low-voltage technology into a single protective system to enhance both personnel safety and crowd-control effectiveness remain limited. This research gap indicates the absence of comprehensive investigations evaluating the feasibility of low-voltage shields from the perspectives of user safety, operational effectiveness, and compliance with the Indonesian National Police's (POLRI) use-of-force principles. Therefore, this study examines the feasibility of implementing low-voltage shields for Company 1, Battalion B Pelopor, Mobile Brigade Corps (Brimob), in Sumbawa Besar Regency, with particular emphasis on the shields' ability to provide optimal protection through shatter-resistant materials, superior impact resistance, and a non-lethal low-voltage electric shock mechanism to support safer and more effective social conflict management. This research employs a qualitative-descriptive approach using a case study strategy, with data collected through in-depth interviews, field observations, and documentation. The Technology Acceptance Model (TAM) developed by Davis (1989) is used as the analytical framework with three main constructs: Perceived Usefulness, Perceived Ease of Use, and Actual System Use. The results reveal high levels of perceived usefulness and ease of use among all seven informants, though actual implementation has not yet been carried out due to the absence of specific regulations and standardized testing. The study concludes that low-voltage shields are technically and operationally feasible as an innovative PHH equipment for Brimob personnel in handling social conflicts in Sumbawa Regency, provided that technical standards, SOP formulation, special training, and institutional legalization are fulfilled.

Abstract

Legal metrology has traditionally been viewed as a regulatory instrument for ensuring measurement accuracy and consumer protection. However, its strategic role as a mechanism for building consumer trust and fostering service innovation has received limited scholarly attention, particularly in the gold retail sector. This study examines the relationships among Legal Metrology, Consumer Trust, and Service Innovation, while investigating the mediating role of Consumer Trust in the relationship between Legal Metrology and Service Innovation on gold stores in Sumbawa Regency. A quantitative explanatory research design was employed involving 146 respondents selected through purposive sampling, whereas data collection was operationally conducted using accidental sampling among eligible consumers. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The findings indicate that Legal Metrology has positive and statistically significant relationships with Consumer Trust (β = 0.828; p < 0.001) and Service Innovation (β = 0.351; p = 0.017). Consumer Trust also demonstrates a positive and statistically significant relationship with Service Innovation (β = 0.442; p = 0.005) and partially mediates the relationship between Legal Metrology and Service Innovation (β = 0.366; p = 0.009). These findings suggest that Legal Metrology should not only be viewed as a regulatory compliance mechanism but also as a managerial strategy for strengthening consumer trust and encouraging service innovation. This study contributes empirically by extending the application of Signaling Theory and Commitment–Trust Theory within the context of measurement-based gold retailing.

Abstract

Abstract

This research is motivated by the increasing price and scarcity of 3 kg LPG in Indonesia, particularly in Dompu Regency, West Nusa Tenggara, which burdens the low-income community. In addition, the abundant waste lubricating oil from motor vehicles poses an environmental hazard if not utilized properly. The objective of this study is to modify a prototype of a used oil stove to enhance its thermal performance evaluated through the Water Boiling Test (WBT) method. The methodology involves computer-aided mechanical design followed by adding a 6 mm fiberglass insulation layer around the combustion chamber and integrating an internal air flow control valve in the inlet pipe. The experiments were conducted using four operational variables combining air pressure levels and insulation states for boiling 3 liters of water. The results demonstrated that the maximum flame temperature reached 270°C under high air pressure combined with fiberglass insulation. The highest thermal efficiency achieved was 37% with a fuel consumption rate of 19.63 g/min, yielding an input power of 196.25 W and an output power of 71.74 W. The modification successfully elevated the stove's thermal performance, providing a cost-effective and eco-friendly energy alternative.

Abstract

The Indonesian National Police Mobile Brigade Corps (Korps Brimob Polri), particularly Sub-Detachment 3 Gegana in Sumbawa Besar, faces operational challenges due to delays in procuring the Jibom Mirror Set, a critical device used in bomb threat sterilization. The shortage of this equipment has reduced operational effectiveness, productivity, and personnel safety by requiring manual inspection procedures that increase the risk of accidents, work-related stress, and human error. To address this issue, personnel developed an independent Jibom Mirror Set as a practical, cost-effective, and efficient innovation without compromising operational functionality. This study employed a descriptive qualitative method with a case study approach conducted at Sub-Detachment 3 Gegana, Satbrimob of the West Nusa Tenggara Regional Police, Sumbawa Besar, from January to June 2026. Data were collected through observation, in-depth interviews with three Gegana personnel and two commanding officers selected using purposive sampling, and documentation. Data were analyzed using Sugiyono's qualitative analysis model, including data reduction, data display, and conclusion drawing, with validity ensured through triangulation. The analysis used the Technology Acceptance Model (TAM) dimensions of Perceived Usefulness and Perceived Ease of Use. Findings indicate the independently developed Jibom Mirror Set significantly improves sterilization effectiveness by accelerating inspection processes, expanding visual coverage, and increasing accuracy. The device also enhanced productivity by enabling faster, more efficient, and more accurate inspections in confined areas.
