Abstract

This study explains the dynamics of the policy of transferring former PNPM into Village-Owned Enterprises (Bumdes). This transfer is based on Government Regulation No. 11 of 2021 concerning the Bumdes. This research was conducted in the former PNPM Sungai Tarab District. The purpose of this study is to examine how this transformation takes shape and what obstacles are faced by UPK DAPM Lenggogeni which is a former PNPM in transforming into a Joint Village Owned Enterprise (Bumdes). The research method used is descriptive qualitative research method. Interviews were conducted with the Chair of the DAPM Lenggogeni, Sungai Tarab Sub-district, the Secretary of Nagari, the Sub-district of Sungai Tarab and the Head of Community Empowerment of the Tanah Datar DPMD. The results obtained are that a number of former PNPM Financial Management Units (UPKs) are still skeptical of this change, this is because there are doubts about the transparency and accountability of PP No. 11 of 2021 which does not get clarity on the legal risks that are obtained if a UPK does not transform. The UPK also felt anxious and worried about the entry of intervention from outside parties so that it would cause conflict within the UPK.

Abstract

This study was conducted to determine the level of community satisfaction with services at the Wali Nagari Simpang Kapuak Office, Mungka District, Lima Puluh Kota Regency, measured using the Community Satisfaction Index. This study uses descriptive quantitative-analysis using the Community Satisfaction Index (IKM) analysis in accordance with KEPMENPAN Number 14 of 2017. Data collection techniques are in the form of questionnaires, documentation and observations going into the field with the community with a research sample of 95 people using the simple random sampling method. ). Public services in Nagari Simpang Kapuak include 9 elements of the Community Satisfaction Index including: Requirements; Systems, Mechanisms and Procedures; Service Time; Fees or Tariffs; Product Specification Type of Service; Implementing Competence; Implementing Behavior; Handling of Complaints, Suggestions, and Feedbacks; Facilities and infrastructure. The results showed that the value of the Community Satisfaction Index (IKM) in accordance with KEPMENPAN Number 14 of 2017 for the services of the Simpang Kapuak Wali Nagari Office was running well with an interval value of 3.095 and after being converted to 77.37. Abstract

Problem in this reseach is good governance and public services in the Kumango government Sungai Tarab District in 2021. This study aims to determine the effect of implementing good governance on improving the quality of public services in the Kumango government, Sungai Tarab district The type of research used in quqntitative research with correlation tecniques to find the effect between variables X and Y. The population in this syudy is 1192 people with a sampe 92 people. The sampling technique was using simple random sampling. The collection technique used is a likert scale using research instruments on a good governance scale and public service. The processing is done statistically non parametric with the help of SPSS version 20.00 for windows The results show that there is an influence in the application of good governance principles on the quality of publik services in the Kumango government Sungai Tarab District in 2021. This can be seen from the analyst using the sperman rank test with the help of SPSS for windows, the results obtained ar rs=0,649 with a significance value (p<0,01) is smaller than (p<0,05). Based on the result of the hypothesis shows that Ha is accepted and Ho is rejected

Abstract

This research is motivated by the importance of political education among students (santri) of the Jabal Rahmah Anau Kadok Talang Islamic Boarding School. The aim of political education at this boarding school is to shape the character of the students, enabling them to become citizens with ethical and polite political behavior, as well as a deep understanding of political issues. Although there is no specific curriculum for teaching political education, it is integrated through subjects such as Civic Education (PPKN), the activities of the Student Executive Board (BES), discussions, democratic culture practices, and the study of the Prophet's biography (Siroh Nabawiyah). This research employs a qualitative approach, collecting data through in-depth interviews. The objective is to analyze how political education at the Jabal Rahmah Islamic Boarding School shapes the political perspectives and thought patterns of the students, as well as the role of the school leaders in forming the students' political understanding. The research findings indicate that political education at this boarding school focuses on knowledge transfer, consciousness-raising, political identity, and organizational skills development. Through democratic spaces within the Student Council (OSIS) and lectures, the students acquire an understanding of positive political values. The students are also engaged in organizational activities that allow them to develop leadership skills. The political education at this boarding school successfully shapes good behavior, teaches ethical and wise political conduct, and equips the students to respond to political issues. The conclusion drawn from this research is that political education at the Jabal Rahmah Islamic Boarding School effectively molds the character and political understanding of the students. By employing an approach that involves various aspects of knowledge, orientation, behavior, and political action, the political education at this boarding school is capable of producing students who are aware of their rights and responsibilities as citizens, possess political ethics, and can approach political issues wisely. This research provides fresh insights into how political education can shape the character and political perspectives of students, and have an impact on their involvement in political and social life in Indonesia..

Abstract

The rapid development of information and communication technology has expanded opportunities for governments to promote participatory, transparent, and accountable governance through e-democracy. This study analyzes the implementation of the PADUKO (Online Population Administration Services) application as a form of digital governance and e-democracy in Padang Panjang City. Using an evaluative case study with a qualitative approach, data were collected through in-depth interviews, observation, and document analysis, and were validated using source triangulation and focus group discussions. The findings show that PADUKO improves service transparency, access to digital information, citizen participation, and inter-agency collaboration in population administration services. However, citizen participation remains largely procedural and consultative, corresponding to the levels of consultation and placation in Arnstein’s ladder of participation. Challenges such as unequal digital literacy, limited infrastructure, and uneven public awareness continue to constrain meaningful engagement. This study concludes that the effectiveness of e-democracy initiatives depends not only on technological readiness but also on supportive institutional frameworks and active community involvement to achieve substantive citizen empowerment in local governance.

Abstract

Natural disasters not only cause physical and economic destruction but also disrupt civic engagement and political participation at the local level. However, limited scholarly attention has been given to how post-disaster political participation can be reconstructed through community-based and culturally grounded interventions. Drawing on political participation theory and the concept of political literacy, this study examines a Participatory Action Research (PAR) program conducted by lecturers and students of the Islamic Political Thought Study Program at UIN Mahmud Yunus Batusangkar in Nagari Pasie Laweh, Tanah Datar Regency, following the 2024 galodo disaster. The program implemented Focus Group Discussions (FGDs) with local stakeholders, political literacy training for women, and community-based anti–money politics campaigns ahead of the 2024 local elections. The findings reveal that participatory political education enhanced civic awareness, particularly among women and youth, revitalized local political discourse, and strengthened normative resistance to vote-buying practices. These outcomes indicate that community-based political literacy functions as a mechanism for post-disaster democratic recovery. The study proposes a contextual model of post-disaster political education that integrates participation, local cultural values, and democratic resilience, offering an adaptable framework for disaster-affected regions in strengthening local democracy.
