Abstract

The area of Ibu Kota Negara (IKN) in East Borneo is a strategic area that is projected as the new capital city of Indonesia therefore it requires water resources infrastructure to support development of IKN.  IDF curve analysis of the IKN watershed is expected to be able to estimate the amount of rainfall intensity with various return times to design various types of water structures such as drainage, culverts, and flood canals. Rainfall data in the form of daily data is a consideration for conducting IDF curve analysis using the Mononobe equation and the Sherman equation. The distribution of rainfall of the IKN watershed follows the Log-Normal distribution and produces design rainfall values with various return times such as 2, 5, and 10 years. The trend of rainfall intensity of the IKN watershed shows that rainfall intensity decreases as the duration of rainfall increases. The Sherman equation is known to give higher rainfall intensity values than the Mononobe equation at short durations of less than two hours while for durations of more than two hours, the opposite occurs. The maximum rainfall intensity is 419.67 mm/hour at a return period of 100 years at a duration of 5 minutes or 0.083 hours. The minimum intensity is found at a duration of 5 hours with a return period of 1.1 years amounting to 7.74 mm/hour. While the results of the analysis with the Sherman approach, with the same return period and duration, obtained a maximum value of 231.42 mm/hour and a minimum value of 10.88 mm/hour.

Abstract

Rumah desa sehat dapat dikatakan sebagai salah satu struktur penunjang yang penting dalam suatu desa maupun wilayah. Kegiatan – kegiatan yang berhubungan dengan bidang kesehatan seperti posyandu, pemeriksaan kehamilan, seminar kesehatan dan sebagainya dapat dilakukan pada rumah desa sehat tersebut. Manfaat adanya bangunan tersebut adalah dapat membantu masyarakat mendapatkan akses kesehatan dengan biaya yang lebih efisien dalam waktu yang efektif. Demikian juga yang dibutuhkan oleh masyarakat Wilayah Nunsui, Kota Kupang. Meskipun termasuk dalam kategori wilayah kota, namun akses kesehatan oleh masyarakat terbilang cukup sulit. Jarak dan waktu operasional sarana kesehatan, serta kondisi ekonomi menjadikan sebanyak 50% masyarakat lebih memilih membeli obat – obatan langsung di apotik terdekat bahkan kios – kios tanpa melakukan pemeriksaan jelas di Puskesmas maupun Rumah Sakit. Berdasarkan hal tersebut, tim Teknik Sipil, Fakultas Teknik melakukan kegiatan pengabdian kepada masyarakat di Wilayah Nunsui berupa sosialisasi mengenai pentingnya rumah desa sehat. Selain itu, tim pelaksana kegiatan tersebut juga memberikan bantuan desain bangunan rumah desa sehat berdasarkan peraturan dan standar nasional Indonesia yang kemudian hasil desaninnya diberikan kepada aparat wilayah. Kegiatan ini mendapatkan apresiasi yang baik dari pemerintah maupun masyarakat Wilayah Nunsui dan akan ditindaklannjuti berupa pembangunan di waktu mendatang.

Abstract

The risk of damage due to flooding can be prevented by mapping the area or scope of flood inundation. Flood characteristics in the form of inundation area, inundation depth and flow velocity need to be mapped so that they can become the basis for flood control planning. This research aims to analyze the level of flood vulnerability in Fahiluka village based on the characteristics of the floods that occur. Hydrological analysis shows a trend of increasing rainfall over the last 12 years due to the impact of global climate change. The results of flood simulations for return periods of 25, 50 and 100 years using Hec-Ras 2D version 5.0.7 software show that the area of the village that has the potential to be inundated is 500 ha, 750.29 ha; 1020 ha with flood depths varying between 0.5 m 4.25 m with medium-high hazard categories.

Abstract

Raknamo Dam is a dam that has a storage capacity of 14.091 million/m3 of water with the aim of providing raw water, providing irrigation, developing tourism, freshwater fisheries and freshwater conservation, flood control and hydroelectric power generation (PLTA). This study aims to analyze how much elevation of water level drop and the amount of discharge that comes out (outflow) when flooding occurs if the early release model is applied as a flood controller with a scheme of utilizing the use of water pumps. From the results of the analysis with the early release scheme as a flood controller, the scenario used is the utilization of the use of water pumps for 5 days, 3 hours with a total of 4 submersible pumps calculated, each with a capacity of 6 m3/sec, so that it can reduce flooding in the 1000-year return period with a scheme of 1 pump unit with a discharge of 378.60 m3/sec from an elevation of +107.2 m to 106.9 m; scheme of 2 pump units with a discharge of 288.60 m3/s from elevation +107.2 m to +106.4 m; scheme of 3 pump units with a discharge of 198.60 m3/s from elevation +107.2 m to +105.9 m and scheme of 4 pump units with a discharge of 108.60 m3/s from elevation +107.2 m to +105.3 m.

Abstract

Erosion is the loss or erosion of land or parts of land from a place by water or wind. Erosion causes the loss of fertile soil layers that are good for plant growth and reduces the soil's ability to absorb and retain water. The Liliba watershed area in Kupang City includes Maulafa District, Oebobo District, Kelapa Lima District. The Liliba River Watershed (DAS) is part of the development of the Noelmina River area which flows into Oesapa Beach. The Liliba watershed has an area of 4,534 hectares with a main river length of 20,176.22 m. Using the USLE Method and SDR Transport Analysis, it was found that the erosion that occurred was 3.72 tonnes per year and the amount of sediment transport that occurred was 2.73 tonnes per year.

Abstract

Abstrak   Pembangunan Bendungan Manikin merupakan langkah strategis nasional untuk meningkatkan ketahanan air di Pulau Timor yang rawan kekeringan berkepanjangan. Penilitian ini bertujuan menilai tingkat keberlanjutan proyek bendungan Manikin di Kabupaten Kupang menggunakan pendekatan Multidimensional Scaling (MDS). Evaluasi dilakukan terhadap lima dimensi keberlanjutan yaitu ekologi, ekonomi, sosial, teknologi dan kelembagaan. Data diperoleh melalui survei lapangan, wawancara stakeholder terkait, serta penilaian atribut keberlanjutan yang relevan dengan kondisi regional. Hasil analisis menunjukkan bahwa proyek pembangunan Bendungan Manikin berada pada kategori cukup berkelanjutan dengan indeks multidimensi sebesar 54,76. Dimensi ekologi, ekonomi dan sosial menunjukkan kinerja relatif lebih baik, sedangkan dimensi teknologi dan kelembagaan menjadi aspek paling sensitif dan memerlukan perhatian khusus. Temuan ini menegaskan bahwa metode MDS efektif sebagai alat evaluasi keberlanjutan proyek infrastruktur yang masih dalam tahapan konstruksi untuk mendukung pengambilan keputusan adaptif.   Kata Kunci: Pulau Timor, Bendungan Manikin, Keberlanjutan, Multidimensional Scaling, Ketahanan Air     Abstract   The construction of the Manikin Dam is a national strategic project aimed at enhancing water resilience on Timor Island, a region highly vulnerable to prolonged droughts. This study evaluates the sustainability level of the Manikin Dam project in Kupang Regency using a Multidimensional Scaling (MDS) approach. The assessment covers five sustainability dimensions: ecological, economic, social, technological, and institutional. Data were collected through field surveys, stakeholder interviews, and the evaluation of sustainability attributes relevant to regional drought conditions. The results indicate that the Manikin Dam project falls into the moderately sustainable category, with a multidimensional sustainability index of 54.76. The ecological, economic, and social dimensions show relatively better performance, while the technological and institutional dimensions are the most sensitive and require priority improvement. These findings confirm that MDS is an effective tool for evaluating the sustainability of infrastructure projects during the construction phase to support adaptive and informed decision-making.   Keywords: Timor Island, Manikin Dam, Sustainability, Multidimensional Scaling, Water Resilience

Abstract

Background: River flow characteristics play a crucial role in controlling erosion processes, especially in river segments adjacent to infrastructure. The Noelmina River at Km 62.3 Timor Raya Road experiences repeated bank erosion that threatens road stability and nearby public facilities. Objective: This study aims to analyze flow velocity, determine flow characteristics using the Froude and Reynolds numbers, and recommend appropriate riverbank protection structures to reduce erosion risk. Methods: A quantitative field survey was conducted at three observation points (upstream, bend, and downstream). Flow velocity was measured using a current meter at different depth intervals. Hydraulic characteristics were analyzed using average velocity calculations, the Froude number for flow regime classification, and the Reynolds number for flow-type determination. Results: The average flow velocities were 2.298 m/s (Point 1), 1.686 m/s (Point 2), and 1.062 m/s (Point 3), showing a decreasing trend along the river segment. All Froude numbers were below 1, indicating subcritical flow conditions. Reynolds number analysis showed transitional flow at Points 1 and 2, and laminar flow at Point 3. Higher velocities at the river bend indicate greater erosion potential. Conclusion: The river exhibits subcritical flow with varying transitional and laminar characteristics. Recommended mitigation measures include gabions, interlocking concrete blocks, retaining walls, and weirs to reduce flow energy and prevent further bank erosion.
