Abstract

Penelitian ini bertujuan untuk melihat bagaimana tata kelola dana desa serta faktor yang menghambat tata kelola dana desa di desa Bongo Kecamatan Bokat Kabupaten Buol. Untuk merealisasikan tujuan tersebut, maka penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan bahwa secara secara prosedural maupun teknis pengelolaannya sudah sesuai dengan ketentuan yang berlaku dalam Permendagri Nomor 20 Tahun 2018. Namun terdapat beberapa kendala diantaranya kurangnya swadaya masyarakat, belum terpenuhinya kebutuhan berdasarkan pada alokasi serta pengetahuan masyarakat terhadap realisasi anggaran membuat tata Kelola keuangan desa di desa Bongo kurang efektif. Terdapat dua faktor sebagai penghambat tata kelola anggaran desa di desa Bongo, faktor tersebut antara lain faktor internal yang meliputi keterbatasan sumber daya aparatur pemerintah desa serta minimnya sarana dan fasilitas serta faktor eksternal ditandai dengan kurangnya swadaya masyarakat desa Bongo membuat beberapa skala prioritas perencanaan alokasi dana desa belum dijalankan secara maksimal oleh pemerintah desa Bongo.

Abstract

Air bersih adalah air yang dapat digunakan untuk kebutuhan sehari-hari dengan kualitas yang sesuai standar kesehatan, sehingga pemerintah harus menyediakan air bersih sebagai hak dasar warga negara. Penelitian ini bertujuan untuk mengetahui peran pemerintah dalam penyediaan air bersih dengan menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Pengumpulan data dilakukan melalui metode wawancara, observasi, dan dokumentasi. Penelitian menunjukkan bahwa tiga indikator peran tersebut adalah merencanakan, melaksanakan, dan mengendalikan kegiatan di bidang air bersih. Dari penunjuk-penunjuk tersebut, disimpulkan bahwa kinerja Dinas Pekerjaan Umum masih belum mencapai tingkat optimal. Penyediaan air bersih di Kelurahan Untia sulit karena lokasinya di wilayah pantai, sehingga sistem pengeboran tidak efektif untuk mendapatkan air bersih. Mencapai kesuksesan dalam penyediaan air bersih bisa dilakukan dengan memasang peralatan yang dapat mengurangi kadar garam dalam tanah di wilayah pesisir, bekerjasama dengan lembaga penyedia air bersih, dan merancang rencana induk yang lebih terstruktur untuk penyediaan air bersih

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Wali Kota Makassar Nomor 71 Tahun 2019 tentang Penataan dan Pengelolaan Ruang Terbuka Hijau, khususnya terkait larangan pemasangan alat peraga kampanye (APK) pada pohon. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi lapangan, wawancara, dan analisis dokumen resmi dari instansi terkait.Hasil penelitian menunjukkan bahwa meskipun regulasi ini telah disosialisasikan secara aktif oleh Dinas Lingkungan Hidup (DLH) kepada pemangku kepentingan, implementasinya di lapangan masih menghadapi tantangan signifikan. Pelanggaran pemasangan APK pada pohon terjadi secara masif dan berulang, bahkan setelah dilakukan penertiban. Dalam periode Oktober-November 2024, lebih dari 9.150 APK yang melanggar Perwali ini telah ditertibkan. Kerusakan pohon akibat pelanggaran tersebut mencapai lebih dari 10.000 pohon sejak Pileg 2023 hingga Pilwali 2024.Kerusakan ini diproyeksikan dapat menyebabkan kematian pohon dalam lima tahun mendatang jika tidak ada tindakan tegas. Diperlukan penguatan koordinasi antarinstansi, pemberlakuan sanksi yang lebih berat, serta rehabilitasi pohon yang terdampak untuk melindungi ruang terbuka hijau di Kota Makassar.

Abstract

Village Sustainable Development Goals (SDGs) is a sustainable development effort that contains eighteen goals that touch all aspects of life, including village economic growth. Village-owned enterprises (BUMDes) are instruments used to improve economic development and village welfare. This study discusses how the role of BUMDes in achieving the 8th village SDGs goal, namely equitable village economic growth. This study aims to find out how the implementation and management of BUMDes in achieving Village SDGs and factors that influence the role of BUMDes in achieving the 8th Village SDGs goal in Gilireng District. The research type was descriptive qualitative, which collected data from observations, interviews, literature studies, and documentation studies. The study reveals that the contribution of BUMDes in increasing Village Original Income (PAD) has not been optimal, and BUMDes have not been able to provide job opportunities for rural communities. BUMDes in Gilireng District have not been able to encourage the achievement of Village SDGs because they were influenced by several factors: the human resources competency that remains limited and external conditions such as economic and political factors. However, BUMDes in Gilireng District has the potential and opportunity to become pillars of village economic development. Therefore, it is crucial for the relevant government to step in and improve the qualifications of BUMDes managers in the Gilireng District.

Abstract

Government innovation in health services is one of the autonomy affairs that has a lot of room for innovation because the challenges of health services are very complex, that complexity produces various ideas in addition to producing novelty in a government innovation update, among others, in improving services to the community both in the central government and local governments. At the local level, for example, there are currently several city districts that have succeeded in holding administrative innovations, to improve government administration, and can serve the community well. But the performance of local governments in implementing public services in improving the achievement of local government development. This research uses qualitative methods. Data collected through observation and documentation and developed through interviews. The results of this study indicate that the quality of Soppeng Regency local government innovation in health services for 24 hours can be categorized as good and maximum service, because it is based on the rules of the government itself and perceived service to community leaders and service users (Patients).

Abstract

The utilization of information technology is increasingly being applied in various sectors, including the tourism industry. One form of its application is through e-ticketing at tourist destinations, which is expected to assist in managing the flow of tourists and reducing queues. This study aims to identify the implementation of electronic government through the Bira Area Electronic Ticket (KAREBA) program by the Bulukumba Regency Tourism Office, and the factors that influence it. This study uses a qualitative method, with the research location at the Bulukumba Regency Tourism Office. The data used consists of primary and secondary data, collected through observation, interviews, literature studies, and documentation. Data analysis was carried out using a qualitative approach. The results of the study indicate that the implementation of electronic government through the KAREBA program at the Bulukumba Regency Tourism Office, with the Indrajat (2006) theoretical approach which includes Government to Citizen (G2C), Government to Business (G2B), Government to Government (G2G), and Government to Employees (G2E), has been running quite well. However, there is room for improvement, especially in the use of existing technology and regulations. The factors that influence this implementation consist of hindering factors and supporting factors. Hindering factors include human resources, low technological capabilities of the community, and existing regulations. External factors such as community violations and electricity problems are also hindering factors. Supporting factors include a regular organizational structure, electronic mass media, and revenue transparency through electronic ticket programs.

Abstract

Poverty remains a multifaceted issue with economic, social, political, and cultural dimensions that significantly hinder development, particularly in Baubau City, Southeast Sulawesi, Indonesia. Despite slight fluctuations in poverty rates, persistent structural challenges limit progress in poverty alleviation efforts. This study investigates the local government's role in mitigating poverty through empowerment programs and targeted policies. Utilizing a descriptive qualitative approach, data were collected via interviews, observations, and literature reviews, analyzed thematically, and triangulated to ensure validity. The findings highlight the government's regulatory, dynamizing, and facilitative roles, supported by policies like Mayor Regulation (Perwali) of Bau-Bau City Number 13 of 2023. Strategies include reducing the economic burdens of the poor, empowering communities, and developing micro-enterprises. However, challenges such as inconsistent poverty data and infrastructural limitations persist. This study emphasizes the need for sustainable, inclusive approaches to poverty reduction and provides actionable recommendations for refining existing programs.
