Abstract

General Background: Waste management remains a critical environmental and public health issue in Indonesia, affecting both urban and rural communities. Specific Background: In Kelinjau Ulu Village, East Kutai Regency, rising household waste generation is exacerbated by insufficient infrastructure, limited processing facilities, and suboptimal local policy enforcement. Knowledge Gap: While regional waste strategies are mandated, little empirical evidence exists on how these are operationalized at the village level and the local factors influencing success or failure. Aims: This study analyzes the direction and implementation of household waste management policy in Kelinjau Ulu Village, focusing on waste separation, collection, transportation, and disposal, as well as identifying enabling and constraining factors. Results: Employing a qualitative descriptive approach through observation, interviews, documentation, and literature review, findings reveal that although policy frameworks are comprehensive, implementation is hindered by inadequate facilities and infrastructure, while community awareness and government support serve as enabling factors. Novelty: This research offers a detailed, village-scale assessment of household waste policy implementation challenges, bridging the gap between regional strategies and local realities. Implications: Strengthening infrastructure, enhancing community engagement, and enforcing regulations are crucial for improving rural waste management policy effectiveness in Indonesia. Highlights: Infrastructure limitations significantly hinder effective household waste management in rural areas. Community awareness and local government support are key enabling factors for policy success. Village-level analysis reveals practical gaps between regional strategies and on-the-ground implementation. Abstract

General Background: Traditional institutions hold a strategic role in maintaining social harmony, preserving cultural values, and resolving disputes in Indonesia, yet their performance is often challenged by modernization and limited institutional resources. Specific Background: In Tanjung Lapang Village, West Malinau District, the Traditional Institution serves as the main actor in the Dayak Lundayeh engagement cancellation custom, covering ceremonial procedures, settlement of legal and social impacts, and dispute mediation, despite facing issues in ensuring process effectiveness and fairness. Knowledge Gap: In-depth empirical studies on the mechanisms, supporting factors, and obstacles of Traditional Institutions in handling engagement cancellations at the village level, particularly in North Kalimantan, remain scarce. Aims: To analyze the performance of the Traditional Institution in implementing the engagement cancellation custom and to identify its supporting and inhibiting factors. Results: This qualitative study found that the Traditional Institution is effective as a facilitator, mediator, and arbitrator, strongly supported by the community, but hindered by limited communication, modernization influences, and resource constraints. Novelty: This study provides a comprehensive empirical account of the dynamics of engagement cancellation in traditional villages and emphasizes the need for institutional adaptation to social change. Implications: Strengthening institutional capacity, enhancing customary law literacy, and fostering cross-sector collaboration are crucial to sustaining the role of the Traditional Institution in preserving cultural values and resolving disputes in Tanjung Lapang Village. Highlights: Highlights the central role of traditional institutions in engagement cancellation customs. Identifies key challenges including modernization and limited resources. Abstract

Pengabdian kepada masyarakat difokuskan terhadap remaja berusia antara 16-17 Tahun pada siswa-siswi SMA Negeri 1 Sanga-Sanga Kelas XII terdiri dari 2 kelas berjumlah 73 siswa dan siswi berjenis kelamin laki-laki dan perempuan di Kabupaten Kutai Kartanegara.metode menggunakan pendekatan psikoedukasi untuk mengenal 4 klasifikasi tindakan pelecehan dan kekerasan seksual : (1) Verbal; (2) Nonverbal; (3) Visual; (4) Physical dan kategori tindakan pelecehan dan kekerasan seksual meliputi: 5 kategori yaitu: (1)Gender Harassment Pelecehan Gender (2)Seductive Behavior Perilaku Menggoda atau Merayu; (3) Sexual Bribery Penyuapan Seksual; (4)Sexual Coercion Pemaksaan Seksual (5)Sexual Assault Penyerangan Seksual. Hasil penyampaian melalui metode psikoedukasi para siswa dan siswi terlibat aktif memahami secara keseluruhan dimana pada prosesi tanya jawab terhadap pengabdi cukup antusias mempelajari serta mengenali perilaku pelecehan seksual secara seksama.

Abstract

The 2024 general election will be held on Wednesday, February 14, 2024, where youth participation in the 2024 election is indeed very significant and dominant. The role of youth is not only limited to being voters, but they are also actively involved in various aspects of election administration. The participation of youth votes in Indonesia's political system is a crucial aspect that reflects the dynamics of democracy and the regeneration of national leadership. This study aims to analyze the level of youth participation in the 2024 election, identify factors influencing their involvement, and evaluate the role of social media as a driver of political participation among the younger generation. The research method used is secondary data analysis from the official reports of the General Election Commission (KPU), case studies, and surveys related to young voters' behavior. The main findings show that youth participation, especially among Generation Z and millennials, has seen a significant increase compared to previous elections, driven by intensive digital campaigns and the use of social media as the primary source of political information. However, challenges such as misinformation and low digital literacy remain obstacles that need to be addressed. The conclusion of this study emphasizes the importance of strengthening political and digital literacy to ensure quality and sustainable youth participation in Indonesia's political system. This research provides an important contribution to understanding the dynamics of youth political participation and its implications for the future of Indonesian democracy.

Abstract

The management of archives is a critical function within governmental and private organizations, ensuring the preservation and accessibility of vital information. General Background: In response to the rapid advancements in information technology, the Government of Samarinda implemented a technology-based archival management system to improve efficiency and effectiveness. Specific Background: The study focuses on the implementation of this system within the Library and Archives Service of Samarinda, where traditional archival challenges such as the fragility of paper documents and the need for quick information retrieval necessitated a shift towards digital archives. Knowledge Gap: Despite the implementation of technology-based systems, there is limited research on their effectiveness within Indonesian governmental institutions. Aims: This study aims to evaluate the effectiveness of technology-based archival management in the Samarinda Library and Archives Service, focusing on document transfer, storage, indexing, and access control. Results: The findings indicate that the digital archival management system is effective in enhancing the security and accessibility of documents, with processes such as document scanning, digital storage, and indexing significantly improving archival practices. However, challenges such as inadequate storage capacity and network issues persist. Novelty: This study provides new insights into the specific challenges and successes of implementing a technology-based archival system in a governmental context in Indonesia. Implications: The research underscores the importance of continuous improvement in infrastructure and training to fully realize the benefits of digital archival systems, highlighting the need for enhanced server capacity and network reliability to support the increasing volume of digital archives. This study contributes to the broader understanding of digital archival management within the public sector, offering practical recommendations for similar initiatives in other regions. Abstract

Perkembangan filantropi di Indonesia belum bisa dibilang telah sukses, karena hanya sebagian kelompok orang yang telah sadar mengenai pentingnya filantropi dalam perkembangan suatu Negara. Gerakan Filantropi dapat menyediakan dana atau advokasi untuk reformasi yang mendukung perubahan sosial. Lembaga nirlaba sering kali merupakan yang terbaik, dan garis pertahanan pertama terhadap banyak masalah sosial yang muncul. Hal ini tentu memicu persepsi sosial masyarakat bahwa organisasi nirlaba yang memiliki tujuan khusus secara penyediaan dana tidak berpatok pada keuntungan. Organisasi nirlaba yang bersifat non-profit lebih memiliki kekuatan dan mobilisasi sosial yang lebih efektif dibandingkan organisasi profit yang tentunya memiliki kepentingan sosial lebih dominan. Gerakan filantropi berbasis media sosial tentunya menjadi wujud realitas social movement yang perlu di pahami sebagai bagian dari pergerakan massa, dalam konteks media sosial sebagai sebuah media daring yang dapat dipergunakan satu sama lain untuk memudahkan interaksi, partisipasi dan wujud dalam menciptakan isi / konten jejaring sosial. Bahkan saat ini di era disrupsi digital peran media sosial dapat dikatakan sebagai centre of media. Media sosial sangat berperan dalam penyebaran informasi bagi masyarakat luas. Berangkat daripada fenomena dan permasalahan yang muncul dari dampak gerakan filantropi sosial berbasis media sosial inilah maka penulis sangat tertarik untuk mengkaji lebih dalam terkait bagaimana perspektif social movement melalui pola gerakan filantropi organisasi nirlaba iCare sebagai non-profit organization (NPO) berbasis media sosial. Penelitian ini merupakan jenis penelitian kualitatif deskriptif. Harapannya penulis dapat memberikan kontribusi keilmuan dan temuan berbasis pengetahuan konstruktif sehingga tulisan ini mampu memberikan gambaran konkrit terkait program unggulan iCare Rumah Singgah yang kelak mampu bersinergi terhadap rekomendasi kebijakan pada tata kelola pengentasan kemiskinan yang harapan kedepan dapat menjadi temuan berkelanjutan dalam melibatkan organisasi nirlaba khususnya di Samarinda dan provinsi Kalimantan Timur pada umumnya.

Abstract

Critical reading is a core academic competence for International Relations students who regularly engage with global news texts. Such texts frequently embed ideological framing, selective evidence, and political agendas that require analytical interpretation. This study examines students’ self-perceived critical reading competence after instruction using the Global News Analysis Model (GNAM). It also explores students’ perceptions of GNAM’s effectiveness and identifies instructional components perceived as most influential. A quantitative descriptive survey was conducted with 72 International Relations students who completed GNAM-based learning activities. Data were collected using a validated questionnaire with a five-point Likert scale. Reliability analysis showed strong internal consistency (Cronbach’s Alpha = 0.88). Results indicate moderate to high perceived critical reading competence, with the strongest confidence in identifying main claims (M = 4.12, SD = 0.54) and the weakest in detecting media bias and framing (M = 3.31, SD = 0.73). GNAM was perceived as effective overall (M = 4.07, SD = 0.45), particularly in comparative media analysis (M = 4.26, SD = 0.49). The findings suggest that GNAM supports students’ analytical awareness of global news, although deeper ideological evaluation remains challenging.

Abstract

New paradigm in management of regional governance have experienced of completion and change along with attending of Undang-Undang Number 32 2004 about Governance of Regional, from which orienting power of up at democratization, enableness and society service. This changes also happened in system of regional governance in the form of settlement repeat the areal institute which relate at Peraturan Pemerintah number 8, 2003 about organizational execution guidance of areal peripheral in the place of peraturan pemerintah number 84, 2000. To execute the governance duties is existence of element at regional governance that is subdistrict and of kelurahan as back part of harpoon from regional governance in otonomy execution of direct service and area to society.The purpose this research is knowing and analysing the factors becoming yardstick to be able to conducted by develop Of Kelurahan Loa Janan Ilir, and also know the and analysing the strategy of what has been conducted by Government of Kelurahan Loa Janan Ilir to be Kelurahan  Loa Janan Ilir competent to be develop.This research used the descriptive research method with the inductive approachment and also the technique of data collecting were interview with the respondens and documentation. As for data sources came from governmental officer of Kota Samarinda the resource person is mayor, head of governance section, head of village governance section, head of organization section. At officer of village as resource person that is Lurah, of kelurahan secretary, head of governmental section and staff therewith society circle and supported by the administration data, statistical data, etc.With the existence of otonomy authority of this regional, officer with citizen of society of Kelurahan Loa Janan Ilir to exploit to bloom the  Kelurahan Loa Janan Ilir becomes two new kelurahan with a goal to give the maximum service to the society and also efficiency during and travelled distance to center government because of the distance loa janan ilir. Based on the policy, regional potency, areal to the loa janan ilir requirement, finance ability and availibility of offier resource very suitable if  Kelurahan Loa Janan Ilir was developed in two new of kelurahan and one of main kelurahan.

Abstract

Pembangunan ekonomi yang diringi dengan pertumbuhan ekonomi yang berkesinambungan dapat menyebabkan terjadinya perubahan pola struktur ekonomi di suatu wailayah. Perubahan pola ini terjadi karena kontribusi dari masing-masing sektor ekonomi mengalami pergesaran. Penelitian ini dilkakukan untuk menganalisis perubahan pola struktur ekonomi Kabupaten Berau sebelum dan setelah otonomi daerah dengan Provinsi Kalimantan Timur sebagai wilayah acuan serta menganalisis pergeseran yang terjadi antara pertumbuhan ekonomi secara keseluruhan dan pertumbuhan ekonomi sektoral di tingkat wilayah acuan serta pertumbuhan ekonomi di tingkat lokal.Data yang digunakan dalam penelitian ini adalah PDRB Kabupaten Berau atas dasar harga konstan (ADHK) dan PDRB Kalimantan Timur atas dasar harga konstan (ADHK) sebelum otonomi daerah dari tahun 1993-2000 dan setelah otonomi daerah dari tahun 2000-2011.Metode penelitian yang digunakan adalah analisis shift share. Penulis menggunakan perhitungan sebelum dan setelah otonomi daerah dengan mengelompokkan tiga kelompok sektor yaitu sektor primer, sekunder dan tersier membandingkan dari tahun ketahun yang mana lebih dominan.Berdasarkan hasil kajian disimpulkan bahwa pola struktur ekonomi dalam penelitian ini yaitu sebelum otonomi daerah tahun  1993-2000 dan setelah otonomi daerah tahun 2000-2011 dapat dibagi menjadi 2 (dua) pola yaitu pola struktur ekonomi yang cendrung konstan dan pola struktur ekonomi yang berfluktuatif. Sektor ekonomi yang memiliki kecendrungan berpola fluktuatif terjadi sebelum otonomi daerah tahun 1993-2000 dimana pada tahun 1993-1995 sektor primer yang mendominasi dan pada tahun 1996-1997 sektor sekunder yang mendominasi pada tahun 1997-1998 sektor primer yang mendominasi pada tahun 1998-1999 kembali sektor tersier kembali yang mendominasi dan pada tahun 1999-2000 sektor primer yang mendominasi, sedangkan sektor ekonomi yang memiliki kecendrungan berpola konstan terjadi setelah otonomi daerah yaitu dari tahun 2000-2011 dimana sektor primer dominan disusul  tersier dan terakhir sektor sekunder.Hasil penelitian ini diharapkan dapat menjadi masukan bagi para pengambil kebijakan di Kabupaten Berau untuk dapat mencari solusi yang terbaik dalm pengembangan perekonomian Kabupaten Berau di masa yang kan datang.

Abstract

Pelayanan merupakan tugas utama yang hakiki dari sosok aparatur, sebagai abdi negara dan abdi masyarakat. Salah satu bentuk pelayanan pubik yang dilakukan oleh pemerintah daerah khususnya di Kantor Kecamatan adalah pelayanan administrasi kependudukan khususnya pelayanan Kartu Tanda Penduduk (KTP). Namun selama ini masyarakat banyak merasakan ketidakpuasan dengan pelayanan yang diberikan oleh pemerintah.Tujuan penelitian ini adalah untuk mengetahui dan mengindentikasi faktor  yang mempengaruhi kualitas pelayanan publik di Kantor Kecamatan Samarinda Seberang khususnya berkaitan dengan pelayanan KTP. Menggunakan pendekatan kualitatif. Pengumpulan data dilakukan dengan cara observasi dan wawancara langsung dengan informan di lokasi penelitian. Dari tahapan ini, dilakukan analisis data kualitiatif menggunakan metode data model interaktif.Hasil penelitian ini adalah: 1) Kualitas pelayanan publik di Kantor Kecamatan Samarinda Seberang dapat dikatakan masih rendah 2) Kemampuan aparat, iklim organisasi dan sistem pelayanan tidak mendukung kualitas pelayanan KTP. Untuk itu disarankan agar 1) peningkatan kemampuan aparatur dari segi kualitas dan kuantitas 2) perlu ditingkatkan koordinasi antar instansi 3) peningkatan ruang akses informasi bagi masyarakat.
