Abstract

The ASKIA CERIA (Smart and Friendly Child Population System Application) program is an innovative population administration service designed to accelerate the process of issuing Child Identity Cards (KIA) in Langkat Regency. This research aims to analyze the implementation of the ASKIA CERIA program, identify the challenges faced, and evaluate optimization strategies that can be carried out. A qualitative descriptive approach is used in this study with data collection techniques through interviews, observations, and documentation. The results show that the implementation of ASKIA CERIA in the issuance of KIA in the Disdukcapil of Langkat Regency still faces challenges in aspects of communication, resources, disposition, and bureaucratic structure. Improvement efforts are needed to improve communication strategies, the quality of human resources, budget allocation, motivation for implementers, as well as cross-level coordination and flexibility of procedures so that the program can run more optimally and the benefits are felt by the community. To overcome these challenges, optimization strategies include digital literacy training, improving technological infrastructure, and adding human resources. This study concludes that the digitization of public services through programs such as ASKIA CERIA can be a solution to improve service efficiency, as long as it is accompanied by an inclusive approach and adequate infrastructure support. This finding is expected to be a reference for the development of similar innovations in other regions.

Abstract

This study aims to analyze the effectiveness of the village apparatus empowerment program in village financial management in Mandailing Natal Regency. This empowerment program is designed to increase the capacity of village officials in managing and supervising the allocation of village funds to be more transparent and accountable. The method used in this study is a qualitative approach with case studies. Data collection was carried out through in-depth interviews, participatory observations, and documentation involving village officials, program assistants, and village communities. Data analysis was carried out using thematic analysis techniques. The results show that the effectiveness of the empowerment program is influenced by four main indicators, namely communication, resources, disposition, and organizational structure. Effective communication between the district government, assistants, and village officials supports the understanding of village financial management. However, there are obstacles in delivering information to the public. Limited human resources and technology are obstacles in the implementation of the program, especially in remote areas. The positive disposition of most village officials in applying the principles of transparency and accountability has had a positive impact, although there is resistance to change among more senior village officials. A clear organizational structure and good coordination between village officials have been proven to increase the effectiveness of village financial management. The conclusion of this study is that the success of the village apparatus empowerment program in village financial management is highly dependent on the synergy between communication factors, resources, disposition, and organizational structure.

Abstract

This research is motivated by the need for adequate supervision to improve the efficiency and effectiveness of local government implementation, especially in government and development tasks. This study aims to analyze the effectiveness of the performance of the Government Internal Supervisory Apparatus (APIP) in the field of performance and financial supervision at the Regional Inspectorate of Mandailing Natal Regency, and identify factors that hinder the effectiveness of this performance. This study uses Sarwoto's (2010) theory as the basis for analysis. The results showed that accuracy is an essential guideline in carrying out APIP duties. Mandailing Natal Regency Inspectorate auditors comply with established implementation standards to prevent fatal errors. Timeliness is a key element in collecting and evaluating activities to accelerate improvements. A centralized supervision system is implemented by laws and regulations to overcome problems in vulnerable areas. In addition, performance effectiveness is also assessed from the conformity between economic and organizational aspects, where detected standard deviations can help determine the necessary corrective actions. This study concludes that the effectiveness of APIP performance is influenced by adherence to standards, timeliness, and the application of a centralized system, which contribute to achieving regional supervision objectives.
