Abstract

Digital transformation is a strategic agenda for organizations, but its implementation often fails because it focuses too much on technology and neglects the role of leadership and organizational culture. This study aims to analyze the role of leadership and organizational culture in shaping the success of digital transformation. The study uses a qualitative approach with a case study design, where data is collected through in-depth interviews, observations, and document analysis of informants selected purposively based on their direct involvement in the digital transformation process. Data analysis is conducted thematically through the stages of reduction, presentation, and conclusion drawing. The results of the study indicate that leadership plays a role as a visionary, strategic decision maker, and role model in the application of digital work values, while also serving to strengthen an adaptive, collaborative, and innovative organizational culture. The success of digital transformation is marked by changes in work methods and business processes, increased collaboration and efficiency, and changes in mindset and digital-based work behavior. The findings also reveal that a lack of synergy between leadership and organizational culture causes digital transformation to be partial and unsustainable. This study confirms that the success of digital transformation is multidimensional and is the result of synergy between leadership and organizational culture, thereby contributing theoretically to the strengthening of non-technological approaches in the study of digital transformation and providing practical implications for organizations in designing sustainable digital transformation strategies.

Abstract

Balbar Village is the only independent village in Tidore City, North Maluku Province because it is supported by human resource development, organizational development, and institutional reform. The purpose of this research is to get an overview of institutional capacity development in building an independent village and the implementation of programs every year to get a complete picture of human resource development, organizational development and institutional reform in Balbar Village. This research uses a qualitative method approach that delves deeper into the phenomenon and examines the substance of the meaning behind the phenomenon of village institutional capacity development. Deepening qualitative research on the process and interpretation of the results. In qualitative research, human beings are the main focal point, as well as interaction between institutions in an effort to understand an event. The results of the study found that human resource development has been optimal, and Improvement of Technical and Managerial Competencies has been implemented well. Meanwhile, in terms of organizational development, it is not optimal for other institutions to be improved, and institutional reforms have not been fully implemented in Balbar Village, especially accountability has not yet used digital information systems. Meanwhile, institutional reform has not been optimally implemented because village autonomy has not been fully given to the widest extent. It is recommended that in building village independence, optimize organizational development and institutional reform. His next follow-up research is related to governance innovation in building independent villages.

Abstract

The Village Fund Policy is a step taken by the government to accelerate development and improve the quality of life of rural communities, through strengthening the economy and creating sustainable job opportunities. The purpose of this study is to get an overview of the evaluation of opportunities and challenges for economic empowerment policies of the Tului Village community. The method used in this study is qualitative with a case study approach, the research was conducted in Tului Village using observation techniques, in-depth interviews, and documentation in data collection. The results of the study show that in terms of opportunities through basic infrastructure, village funds are used for agricultural roads and business capital. Meanwhile, the challenge is that the management of village funds in Tului Village has not implemented the principles of transparency and accountability.

Abstract

This study examines public administration beyond the conventional lens of neutral governance by introducing the concept of poweranance, which emphasizes the role of power relations in shaping administrative practice. While governance frameworks highlight accountability, coordination, and institutional order, empirical evidence shows that administrative decisions are deeply influenced by political control, bargaining, and resource asymmetries among actors. A qualitative interpretive method was employed through document analysis of policy and regulatory texts and semi structured interviews with public administration practitioners across different governance contexts. The findings reveal that hierarchical accountability, performance management, collaborative networks, expert advice, and regulatory compliance are consistently mediated by power dynamics rather than purely procedural considerations. Administrative discretion, negotiation, and dominance emerge as key mechanisms through which governance principles are enacted. The discussion demonstrates that governance operates within political environments where actors strategically influence administrative outcomes. The study concludes that public administration is better understood as poweranance, where governance structures function within dynamic configurations of power. Recognizing this perspective provides a more realistic understanding of how policies and public services are produced in practice.

Abstract

This study examines digital governance in archipelagic villages as a strategic approach to improving governance effectiveness amid challenges of limited access, infrastructure, and institutional capacity. Digital governance is expected to accelerate administrative services, enhance transparency, and strengthen citizen participation, yet its implementation often faces constraints related to digital infrastructure, literacy, and organizational readiness. This research employs a qualitative approach with a descriptive-analytical design, utilizing secondary data obtained through a systematic literature review of reputable academic journals and policy documents. Data were collected through documentation techniques and analyzed using qualitative content analysis and comparative methods to identify patterns of digital innovation and their impacts on governance effectiveness. The results indicate that digital governance innovations such as village administrative applications, integrated service systems, digital financial management platforms, and SPBE-based village websites significantly improve service efficiency, transparency, accountability, and citizen participation. However, these benefits are not evenly realized due to persistent challenges, including limited ICT infrastructure, low digital literacy, and weak institutional capacity. The study concludes that the effectiveness of digital governance in archipelagic villages depends on an integrated and adaptive approach that combines technological innovation with infrastructure development, capacity building, and multi-stakeholder collaboration to ensure sustainable and inclusive governance transformation
