Abstract

Makassar Tidak Rantasa (MTR) Program Evaluation Research in Makassar City aims to determine the consequences of a policy by describing its impact, and to assess the success or failure of a policy based on established standards. Critical and in-depth assessment because public policy is a policy process by the government that has an impact on the wider community. The design of policy evaluation study research uses a qualitative descriptive approach with data collection techniques using interviews and observations. Determination of informants used a purposive technique in a number of policy implementing informants and target communities at the sub-district level in the Makassar City area. Technical data analysis of interactive models from Miless, Hubermann and Saldana. The results showed the success of the program in the MTR Movement in the form of the Lisa movement and Sekolahku movement had gone well even though the Mabasa movement and the Mabelo movement had not gone well. The level of effectiveness of the MTR program seems to be inadequate in terms of program effectiveness, efficiency, and adequacy, compared to aspects of equity, accuracy and responsiveness have been implemented well. The implementation of the Makassar No Rantasa Program was generally carried out well with constraints on the factors of community understanding and infrastructure that were still unfavorable so that the response of a small part of the community was still not good. This study recommends assessments of suitability, testing and evaluating the ongoing MTR policy suitable to be maintained but requires a firm attitude from the city government to enforce the rules on cleanliness and waste management.

Abstract

Kemampuan melakukan sitasi adalah keterampilan yang sangat penting bagi mahasiswa dalam menyusun karya ilmiah. Sitasi tidak hanya mencerminkan penghargaan terhadap karya ilmiah orang lain, tetapi juga dapat meningkatkan kredibilitas akademik dan menghindari plagiarisme. Akan tetapi, masih banyak mahasiswa mengalami kesulitan dalam menggunakan berbagai gaya sitasi, seperti APA, MLA, atau Chicago, serta perangkat lunak manajemen referensi seperti Mendeley. Masalah ini sering kali menghambat penulisan tugas akhir dan berdampak negatif pada reputasi akademik. Untuk mengatasi kendala tersebut, Program Studi Ilmu Administrasi Negara Universitas Negeri Makassar mengadakan workshop sitasi penelitian berbasis aplikasi Mendeley. Workshop ini dirancang untuk meningkatkan pemahaman mahasiswa tentang konsep sitasi, serta melatih mereka menggunakan perangkat lunak referensi mendeley, dan mendorong mereka menghasilkan karya ilmiah berkualitas. Kegiatan ini menggunakan sesi ceramah untuk pengenalan teori dan sesi praktik untuk aplikasi langsung. Evaluasi melalui pretest dan posttest menunjukkan peningkatan pemahaman peserta, dari rata-rata 20,5% sebelum pelatihan menjadi 79,5% setelahnya. Tingkat kepuasan peserta terhadap pelatihan juga mencapai 96%. Hasil ini menunjukkan bahwa workshop berhasil meningkatkan keterampilan mahasiswa dalam penulisan akademik, mendukung integritas akademik, serta berkontribusi pada pengembangan kualitas penelitian dan daya saing.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas perencanaan strategis aparatur di lingkungan Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana (DP3AP2KB) Provinsi Sulawesi Barat. Kegiatan dilaksanakan dalam dua pertemuan melalui Bimbingan Teknis (Bimtek) yang dirancang untuk menjawab tantangan perubahan regulasi dari Permendagri No. 86 Tahun 2017 ke Inmendagri No. 2 Tahun 2025. Pertemuan pertama dilakukan di Kantor DP3AP2KB Provinsi Sulawesi Barat dengan fokus pada penguatan pemahaman konseptual dan pengisian kertas kerja awal penyusunan Renstra. Pertemuan kedua dilaksanakan di Kota Makassar dan diarahkan pada pengisian tabel permasalahan, isu strategis, dan indikator program serta kegiatan. Evaluasi dilakukan melalui follow-up terhadap kertas kerja yang telah diisi peserta dan dikonsultasikan ke bidang masing-masing. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman dan kemampuan teknis peserta, serta mendorong terwujudnya sinergi antara akademisi dan pemerintah daerah dalam menyusun dokumen perencanaan yang responsif dan berbasis kinerja.

Abstract

Digital libraries play a very important role in facilitating access to information in the digital era, but libraries, especially in public services, still face various major challenges, especially in developing countries such as Indonesia. This study aims to analyze the effectiveness of the Online Mobile Fairy Tale Program from Home (DONGKELOR), which was launched by the Makassar City Library Office in 2020, in improving children's literacy through online fairy tales during the Covid-19 pandemic. This study uses a qualitative descriptive approach with data collection techniques in the form of observation, interviews, and documentation. The effectiveness of this program is evaluated based on three indicators put forward by Duncan, namely goal achievement, integration, and adaptation. The results of the study show that despite facing operational constraints such as budget and facility limitations, DONGKELOR managed to achieve the main goal of increasing children's interest in reading and introducing digital libraries. This program has also proven to be successful in integrating various parties and social media platforms to expand the reach of the audience, as well as being able to adapt quickly to changes and limitations that arise during the pandemic. However, the year-on-year decline in viewership shows the need for further evaluation and improvement. Therefore, it is recommended that the Makassar City Library Office conduct periodic evaluations, strengthen cooperation with various parties, and develop interactive features to attract more participation from the audience. This research is expected to contribute to the development of more effective digital library services in the future.

Abstract

Providing services to the community is a form of government function in realizing. This research aims to determine the mechanism for implementing the role of office administration in optimizing public services at the Ujung Pandang Subdistrict Office and the factors inhibiting office administration in optimizing the Ujung Pandang Subdistrict Office. This type of research uses a qualitative approach where the research carried out is descriptive, namely, to describe the reality of events that occurred in the field during the research, which makes it easier for this research to obtain objective data in order to determine the role of office administration in optimizing public services at the Ujung Pandang Subdistrict office. Research data was collected using interviews and observations and then analyzed using descriptive statistics by collecting, compiling, reducing and verifying data. This research shows that the implementation of office administration services at the Ujung Pandang sub-district office is quite optimal, as can be seen from the fast and simple administrative procedures as a requirement for providing services as well as comprehensive information related to the administration mechanism for every form of management by the community. The forms of service available at the Ujung Pandang sub-district office include administrative services, goods services, services and regulatory services. Factors inhibiting the role of administration in public services at the Ujung Pandang District Head's office are the lack of facilities to support the continuity of administration, human resources that need to be strengthened again by providing understanding or training related to secretariat to each related staff.

Abstract

This study aims to analyze the strategies implemented by the Gowa Regency BKPSDM in the implementation of the Personnel Management Information System (SIMPEG). The approach used is qualitative with a case study design, referring to Fred R. David's strategic management theory which includes annual goals, policies, resource allocation, and conflict management. Data was collected through interviews with key informants, direct observation, and supporting documentation. The results of the study show that the implementation of SIMPEG in Gowa Regency is effective with the achievement of annual goals through the E-Performance system. Internal policies are the guidelines for administrative control, while resource allocation is supported by competent human resources, adequate infrastructure, and a sustainable budget. Conflict management is carried out through open communication and cross-OPD coordination. However, there are still challenges to the digital literacy of senior employees and network stability. The recommendations of this research include increasing digital literacy and integrating data between agencies to strengthen the sustainability of technology-based personnel systems.

Abstract

4P Marketing Mix Strategy in Increasing Sales of PT Intan Pariwara Palopo. Thesis of the Faculty of Social Sciences and Law, Business Administration Study Program, Makassar State University. Supervised by Herlina Sakawati and Andi Muhammad Rivai. This study aims to identify and analyze the 4P marketing mix strategy in increasing PT Intan Pariwara Palopo's sales. To achieve this goal, this study used a qualitative approach, this study took 10 (ten) respondents, consisting of Branch Managers, Sales Representatives, postal sales, warehouses and consumers. Data collection procedures used were in-depth interviews and documentation. The interview technique was carried out in a structured manner using interview guidelines. The results of this study indicate that PT Intan Pariwara Palopo has implemented a good and effective marketing mix strategy in accordance with the theory of Kotler & Keller. In implementing the marketing mix, PT Intan Pariwara Palopo conducted product, price, place and promotion research to determine a marketing strategy.

Abstract

This study aims to find out the role of the Tourism Office in Developing Ompo Nature Tourism in Soppeng Regency. This study uses a descriptive qualitative approach. Data collection was carried out using observation techniques, interviews, and documentation. The data obtained from the results of this study were processed using interactive model analysis, namely data reduction, data presentation, and drawing conclusions. The results of the study show that the role of the Paratourism Office in Developing Ompo Nature Tourism in Soppeng Regency has not been maximized. This is based on the existence of 3 role indicators, namely Motivator, Facilitator, and Dynamizer. These three indicators cannot be said to have not gone well. The Tourism Office has not carried out its role well as a motivator because of the lack of employee activity in carrying out its duties and functions as well as the lack of encouragement or even pressure that can move employees for how tourism in Soppeng district can progress and develop with the characteristics and uniqueness of different natural tourism. The role of the Tourism Office, which has not carried out its role properly as a facilitator, is seen from the facilities provided is inadequate. The dynamator has not done its role well, judging from the lack of significant development carried out by the Tourism Office to attract tourists to visit the ompo natural tourism.
