Abstract

This study aims to analyze the strategies implemented by the Gowa Regency BKPSDM in the implementation of the Personnel Management Information System (SIMPEG). The approach used is qualitative with a case study design, referring to Fred R. David's strategic management theory which includes annual goals, policies, resource allocation, and conflict management. Data was collected through interviews with key informants, direct observation, and supporting documentation. The results of the study show that the implementation of SIMPEG in Gowa Regency is effective with the achievement of annual goals through the E-Performance system. Internal policies are the guidelines for administrative control, while resource allocation is supported by competent human resources, adequate infrastructure, and a sustainable budget. Conflict management is carried out through open communication and cross-OPD coordination. However, there are still challenges to the digital literacy of senior employees and network stability. The recommendations of this research include increasing digital literacy and integrating data between agencies to strengthen the sustainability of technology-based personnel systems.

Abstract

Perkembangan ekonomi digital menuntut mahasiswa memiliki kemampuan kewirausahaan berbasis teknologi agar mampu bersaing dalam dunia kerja modern. Namun, rendahnya pemahaman mahasiswa terhadap pemanfaatan aplikasi digital masih menjadi kendala dalam pengembangan usaha mandiri. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan literasi dan keterampilan digital mahasiswa Program Studi Administrasi Publik Fakultas Ilmu Sosial dan Hukum Universitas Negeri Makassar melalui pelatihan penggunaan aplikasi digital dalam kewirausahaan. Metode yang digunakan adalah ceramah interaktif yang diikuti dengan sesi evaluasi pretest dan posttest untuk mengukur peningkatan pemahaman peserta. Materi pelatihan mencakup pengenalan berbagai aplikasi digital untuk e-commerce, pemasaran, dan manajemen keuangan. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada pemahaman mahasiswa terkait konsep, kategori, serta implementasi aplikasi digital dalam kegiatan kewirausahaan. Mahasiswa menjadi lebih siap beradaptasi dengan perkembangan ekonomi digital dan memiliki kemampuan yang lebih baik dalam mengelola usaha berbasis teknologi. Kegiatan ini terbukti efektif dalam memperkuat literasi digital serta menumbuhkan semangat kewirausahaan di kalangan mahasiswa. Dengan demikian, pelatihan serupa disarankan untuk dikembangkan secara berkelanjutan dengan pendekatan praktik langsung guna memperkuat penerapan nyata dalam dunia usaha.

Abstract

The development of Makassar City as an economic activity center in Eastern Indonesia demands the availability of efficient, safe, and comfortable public transportation for the community. Through the Buy The Service (BTS) policy, the government introduced the Trans Mamminasata Bus as an effort to improve sustainable urban mobility. However, over time, the usage rate of this service has experienced a significant decline, indicating a persistent gap between public expectations and the actual service delivered. This study aims to analyze the service quality of the Trans Mamminasata Bus based on the five dimensions of Servqual: tangibles, reliability, responsiveness, assurance, and empathy. The approach used is descriptive qualitative, with data analysis conducted through the stages of reduction, presentation, and conclusion drawing using the Miles and Huberman model. The results show that the Trans Mamminasata Bus has contributed to improving the quality of public transportation in Makassar through adequate facilities and the implementation of a digital service system. However, issues remain regarding punctuality, inadequate bus stop conditions, and limited service information. Overall, the service quality is considered good but requires improvement in facility maintenance and public outreach. These findings are expected to provide input for local governments and operators in strengthening a public transportation system that prioritizes community satisfaction and ensures service sustainability in the future.
