Abstract

This study examines the regional information system based on the implementation of Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE). The use of the SRIKANDI application is regulated in ANRI Regulation Number 4 of 2021 concerning Guidelines for the Implementation of Integrated Dynamic Archival Information Systems. The objectives of this study are to: (1) Analyze the quality of SRIKANDI use in Bappelitbangda Cimahi City; (2) Identify obstacles in its use; and (3) Analyze the optimization strategies carried out by Bappelitbangda Cimahi City. The approach used is quantitative with data collection techniques through questionnaires, interviews, observation, and documentation. The research informants are Bappelitbangda employees who have used the SRIKANDI application. The theory used is the System Usability Scale (SUS) from John Brooke to assess the quality of system use. The results show that the quality of SRIKANDI use in Bappelitbangda Cimahi City is in the "OK" category, indicating that the user experience is still considered unsatisfactory. Obstacles identified include users still having to adapt to using SRIKANDI, and SRIKANDI frequently experiencing system errors. The recommended suggestion is that the Cimahi City Government, specifically Bappelitbangda, should conduct intensive training and outreach, improve infrastructure and technical support, and conduct regular monitoring and evaluation regarding SRIKANDI use.

Abstract

Traffic congestion is one of the critical problems faced by Bandung City as the center of socio-economic activities in West Java. To address this issue, the Bandung City Government has implemented the Trans Metro Bandung (TMB) policy as a mass public transportation mode based on bus rapid transit (BRT). However, the effectiveness of this policy is still in question considering the low level of public transportation usage and the suboptimal services provided. This study aims to analyze the implementation of the Trans Metro Bandung policy based on George C. Edwards III's implementation model, which includes four main variables: communication, resources, implementers’ disposition, and bureaucratic structure. The approach used is descriptive qualitative with data collection techniques through interviews, observations, and document studies. The results show that policy communication to the public has not been effective, resources such as fleets and bus stop infrastructure are still limited, implementers have a positive disposition but lack continuous training support, and the bureaucratic structure is fragmented without strong cross-sectoral coordination. These four factors are interrelated and serve as the main obstacles to the success of TMB implementation. This study contributes theoretically to strengthening public policy implementation based on Edwards III's model and recommends improvements in public communication, resource enhancement, and bureaucratic governance reform in Bandung City's transportation sector.
