Abstract

Strategi pembangunan infrastruktur publik menempatkan pemerintah sebagai pengelola aset publik sehingga pemerintah diharapkan dapat mendistribusikan resiko secara benar. Bentuk distribusi resiko salah satunya adalah hubungan partnership antara Pemerintah dan NGOs pada Program Saluran Rumah Masyarakat Berpenghasilan Rendah yang dilaksanakan oleh PDAM Tirta Satria atas bantuan Dana Hibah AUS AID. Tujuan penelitian ini adalah menganalisis biaya relatif, manfaat dan resiko sebagai instrumen parameter partnership. Hasil penelitian pada tiga level analisis menunjukan bahwa biaya relatif pada level strategi memiliki rasio diatas minimum nilai CBR (Cost Benefit Ratio); level taktikal memperoleh nilai PSC (Public Sector Comparator) lebih besar dibandingkan dengan PPPbid; level operasional mengacu pada model binsis conventional business partnerships, model kontrak interference, jenis perjanjian pembagian resiko cooperative renegotiation. Manfaat pada sektor publik dan partner sektor publik yang positif, dan resiko yang dapat diatasi sesuai dengan kesapakatan pada hubungan partnership. Abstract

People’s mobility and international migration are quite interesting phenomena to discuss. Until now, there are still differences in views between industrialized countries and developing countries regarding the contribution of migration to development for both sending and receiving countries. This paper aims to analyze based on existing secondary data the linkage between migration and sustainable development. For analysis, this study uses a descriptive approach, with secondary data as the primary source. The analysis found that both sending and receiving countries - benefited from population mobility and international migration. The least developed countries in the economy and overall infrastructure are supplying countries for this migration process, and increasing remittances and skilled workers to help other countries. Although it is realized that this condition is the impact of the weak economic system of developing countries on the one hand and the demographic that occur in advanced industrialized countries on the other. To maintain the stability of the supply chain for economic development, international migration is included as one of the sustainable development programs that apply more humane values. Therefore, migrants should be seen as potential contributors to the growth of sending and receiving countries, and some even claim that they are heroes of foreign exchange. Keywords: migration, remmitance, sustainable development Mobilitas masyarakat dan migrasi internasional merupakan fenomena yang cukup menarik untuk dibahas. sampai saat ini masih terdapat perbedaan pandangan antara negara industri dan negara berkembang, tentang kontribusi migrasi terhadap pembangunan, baik bagi negara yang asal migrant maupun bagi negara penerima. Makalah ini bertujuan untuk menganalisis berdasarkan data sekunder yang ada mengenai keterkaitan antara migrasi dan pembangunan berkelanjutan. Untuk analisis, penelitian ini menggunakan pendekatan deskriptif, dengan data sekunder sebagai sumber primer. Hasil analisis menemukan bahwa kedua negara-negara pengirim dan penerima - mendapat manfaat dari mobilitas penduduk dan migrasi internasional. Negara-negara kurang berkembang dalam ekonomi dan infrastruktur secara keseluruhan menjadi negara pemasok untuk proses migrasi ini, dan meningkatkan pengiriman uang dan pekerja terampil untuk membantu negara lain. Meskipun disadari bahwa kondisi ini merupakan dampak dari lemahnya sistem perekonomian negara berkembang di satu sisi dan faktor demografi dan kesuburan yang terjadi di negara industri maju di sisi lain. Untuk menjaga stabilitas rantai pasokan pembangunan ekonomi, migrasi internasional dimasukkan sebagai salah satu program pembangunan berkelanjutan yang menerapkan nilai-nilai yang lebih manusiawi. Oleh karena itu, para migran harus dilihat sebagai kontributor potensial bagi pertumbuhan negara pengirim dan penerima, bahkan ada yang mengklaim bahwa mereka adalah sebagai pahlawan devisa. Abstract

The problems that arise in this research is how the measurement of poverty used in Banyumas. This study aims to determine the accuracy of the measurement of poverty used in Banyumas Regency. Dutta and Kumar (2013: 496) consider that a poverty measure needs to be associated with the ownership of physical assets and human assets. Physical assets may include ownership of household facilities, types of houses, sources of drinking water, toilet facilities, cooking fuel, productive assets and natural assets. Human assets consist of educational history, existence, and health of pregnant/ breastfeeding and the health status of household members against chronic diseases. The study was conducted with a qualitative approach. Informant selection techniques used in the study was purposive. Location of the study conducted at BPS (Central Statistics Agency), Dinsosnakertrans (Social, Employment and Transmigration Services) and Bapermas-PKB (Agencies of Community Development, Women and Family Planning) of Banyumas Regency. The results showed that the measurement of poverty versions of the Central Statistics Agency (BPS) is considered the most appropriate and closer to the reality in Banyumas based aspects of the ownership of physical assets and human assets. The results of poverty measurement BPS micro covers almost entirely of six sub-aspects of physical assets including ownership of household facilities, types of houses that are owned, use drinking water source of household, type of toilet that is owned, cooking fuel used and the ownership of natural assets, except ownership productive assets, while three sub-aspects of human assets entirely covers education history owned by a household, the existence, and health of pregnant and lactating women, the health status of household members to complete the chronic disease have on the measurement of micro BPS poverty.

Abstract

Abstract: Implementation is one of public policy process, that is crucial because it must be well prepared for the effective purpose. In Indonesia, BOS is one of public policy. Based on the data, shows an indication of implementation BOS hasn’t been optimal in Tambak sub-district. The conception of the authors apply some theories and concepts related to the study variables from several experts including George C Edward III, Merilee S. Grindle, Daniel A. Mazmanian and Paul A. Sabatier, Van Meter and Van Horn, to explain the relationship between independent variables with dependent variable. The located research in Tambak sub-district with sample are26 elementary schools. The research method used is quantitative analysis, the data obtained by questionnaire answers were analyzed with Kendall’s Tau, Konkordansi Kendall’s W and ordinal regression. Based on the findings of this study, the variable of bureaucratic structure need to be increased. Therefore, research is needed to assess the effect of bureaucratic structure variables to effectiveness of implementation. Keywords : Effectiveness, Implementation, and BOS.  Abstrak: Implementasi merupakan proses dari kebijakan publik yang bersifat krusial karena harus dipersiapkan denganbbaik agar tjuan berjalan efektif. Salah satu program kebijakan pemerintah yaitu program BOS. Berdasarkan data di lapangan, menunjukkan indikasi belum optimalnya implementasi BOS di Kecamatan Tambak. Secara konsepsi, teori yang berkaitan dengan variabelvariabel penelitian diantaranya George C. Edward III, Merilee S. Grindle, Daniel A. Mazmanian dan Paul A. Sabatier, serta Van Meter dan Van Horn guna menjelaskan hubungan a n t a r variabel. Lokasi penelitian ini dilaksanakan di Kecamatan Tambak dengan 26 sampel SD Negeri. Metode penelitian yang digunakan bersifat analisis kuantitatif, data yang diperoleh berdasarkan jawaban kuesioner dianalisis dengan kendall’s Tau, konkordansi kendall’s W serta regresi ordinal untuk mengetahui pengaruh antara variabel independen dengan variabel dependen. Berdasarkan hasil temuan penelitian ini, efektivitas implementasi BOS di Kecamatan Tambak perlu ditingkatkan. Pada variabel struktur birokrasi menunjukkan hasil yang masih berpengaruh sedang terhadap efektivitas implementasi BOS di kecamatan Tambak. Oleh karena itu, perlu penelitian lebih lanjut guna mengkaji variabel struktur birokrasi terhadap efektivitas implementasi. Kata kunci : Efektivitas, Implementasi, Dan BOS.

Abstract

Abstract: Implementation of minimum  service standards of basic education (SPM Dikdas) policy of junior high school level in Purbalingga has ups and downs in its development, sometimes up sometimes down, so it is interesting to examine how the implementation process is run. For that, the case study technique was taken in two junior high schools, they are SMP N 6 Satu Atap Rembang Purbalingga and SMP N 3 Purbalingga.The purpose of this research is to analyze the extent of the process of implementation SPM Dikdas policy in SMP N 6 Satu Atap Rembang Purbalingga and SMP N 3 Purbalingga. This research use is Qualitative Descriptive method with purposive sampling technique. The results of this study indicate that the implementation process of SPM Dikdas in SMP N 6 Satu Atap Rembang has not run well because it is still lack of manpower in the Administration Section in SMP N 6 one Roof Rembang while while in SMP N 3 Purbalingga has been run quite well run by the actors. The purpose of the SPM Dikdas Implementation Program is Sufficiently clear, but sometimes the objectives are not achieved maximally because the planned activities that are made still seem less bold because hampered by the tight rules and availability of funding sources. The development of MSS program in SMP level is quite good, but still less quickly because it is hindered by human resources that still do not meet the criteria of SPM Dikdas indicator. The other parties have participated well enough but there needs to be better coordination between the parties so that there is a better communication relationship to accelerate the process of program implementation and the uncontrollable factors experienced by the implementors are funding factors and natural factors which also includes the factors that greatly affect the process of implementation of SPM Dikdas.Keywords:  Policy of SPM Dikdas, Implementation Process  Abstrak: Implementasi Kebijakan Standar Pelayanan Minimal Pendidikan Dasar (SPM Dikdas) Tingkat Sekolah Menengah Pertama di Kabupaten Purbalingga mengalami pasang surut dalam perkembangannya, kadang naik kadang turun, sehingga menarik untuk diteliti seperti apa proses implementasi dijalankan. Untuk itu diambil teknik studi kasus pada dua sekolah menengah pertama, yaitu SMP N 6 Satu Atap Rembang Purbalingga dan SMP N 3 Purbalingga. Tujuan penelitian ini adalah untuk menganalisis sejauh mana proses iplementasi SPM Dikdas Tingkat SMP N 6 Satu Atap Rembang Purbalingga dan SMP N 3 Purbalingga.Metode penelitian yang penulis gunakan adalah metode Deskriptif Kualitatif dengan teknik pemilihan informan purposive sampling. Hasil penelitian ini menunjukan bahwa proses implementasi SPM Dikdas di SMP N 6 Satu Atap Rembang  belum berjalan baik karena masih kekurangan tenaga pada Bagian Tata Usaha di SMP N 6 satu Atap Rembang sedangkan sedangkan pada SMP N 3 Purbalingga sudah berjalan cukup baik dijalankan oleh para aktor. Tujuan Program Implementasi SPM Dikdas Sudah Cukup Jelas, namun adakalanya tujuan tidak tercapai secara maksimal karena rencana kegiatan yang dibuat masih terkesan kurang berani karena terhambat oleh ketatnya aturan dan ketersediaan sumber dana.  Perkembangan program SPM Dikdas Tingkat SMP sudah cukup baik, namun masih kurang cepat karena terhalang oleh sumber daya manusia yang masih belum memenuhi kriteria indikator SPM Dikdas. Pihak-pihak lain sudah berpartisipasi cukup baik namun demikian perlu koordinasi yang lebih baik antar pihak-pihak tersebut sehingga terjadi hubungan komunikasi yang lebih baik untuk memprcepat proses implementasi program dan Faktor-faktor yang tak terkendali yang dialami oleh para implementor adalah faktor dana dan faktor alam yang juga termasuk faktor-faktor yang sangat mempengaruhi proses implentasi SPM Dikdas. Kata Kunci:  Kebijakan SPM Dikdas, Proses Implementasi

Abstract

Abstract: The development of the tourism sector is very important, especially for the District of Banjarnegara in the area of ​​Tourism Dieng which is a natural tourist area that attracted many visitors. Tourism sector is the main sector of the economy of Banjarnegara Regency, but tourism development of Banjarnegara Regency also raises obstacles, so that tourism development effort needs to be done with and appropriate strategy. The research method used is qualitative method, with technique of selecting informant purposive sampling. From the result of the research, it is known that Implementation of development strategy of Dieng tourism area in Banjarnegara regency generally has been running well enough seen from 3 (three) aspects ie program, resources, and procedure. Researchers found that the development program of tourism destinations and technological resources capable of supporting the development of tourism Dieng. But there are still shortcomings in the aspect of resources, namely financial resources are still limited from the budget and there are still inadequate physical resources. Keywords: Strategy Implementation, Tourism Development, Nature Tourism  Abstrak: Pembangunan sektor pariwisata sangat penting, khususnya untuk Kabupaten Banjarnegara pada kawasan Wisata Dieng yang merupakan kawasan wisata alam yang cukup diminati banyak pengunjung. Sektor pariwisata menjadi sektor unggulan perkonomian Kabupaten Banjarnegara, namun pembangunan pariwisata Kabupaten Banjarnegara juga memunculkan kendala, sehingga upaya pengembangan pariwisata perlu dilakukan dengan dan strategi yang tepat. Metode penelitian yang digunakan adalah metode kualitatif, dengan teknik pemilihan informan purposive sampling. Dari hasil penelitian diketahui bahwa Implementasi strategi pengembangan kawasan wisata Dieng di Kabupaten Banjarnegara secara umum sudah berjalan dengan cukup baik dilihat dari 3 (tiga) aspek yaitu program, sumber daya, dan prosedur. Peneliti menemukan bahwa program pengembangan destinasi pariwisata dan sumber daya tekhnologi mampu mendukung pengembangan wisata Dieng. Namun masih ada kekurangan dalam aspek sumber daya yaitu sumber daya keuangan masih terbatas dari APBD dan masih ada sumber daya fisik yang belum memadai. Abstract

Abstract: Generally, the productivity of scientific publication of civil servant teachers in Purbalingga District and especially in Kecamatan Rembang and Pengadegan is still low. Based on the results of previous research and expert opinion, the low productivity of teachers' scientific publications is caused by teacher motivation factors, teacher competence, teacher work load and social support. The purpose of this study to determine the magnitude of the influence of teacher motivation, teacher competence, teacher workload, and social support to the productivity of scientific publications of civil servant teachers in SMP Negeri 1 Rembang and SMP Negeri 3 Pengadegan Purbalingga District. This research method used quantitative research method of descriptive case study format. Research location in SMP Negeri 1 Rembang and SMP Negeri 3 Pengadegan Purbalingga District. The sampling technique used is saturated or census sampling where the research population is at once a sample. The results of this study indicate that there is a significant effect of teacher motivation factors, teacher competence, teacher workload and social support to the productivity of scientific publications of civil servant teachers in SMP Negeri 1 Rembang and SMP Negeri 3 Pengadegan Purbalingga District, either independently or simultaneously. The influence of teacher motivation is 48,6% with positive direction, teacher competence 33,9% with positive direction, teacher work load 28,4% with negative direction, and social support equal to 34,3% with positive direction. On the other hand, the influence of teacher motivation, teacher competence, teacher work load, and social support simultaneously to the productivity of scientific publication of civil servant teachers in SMP Negeri 1 Rembang and SMP Negeri 3 Pengadegan Purbalingga District is 53.1%. That is, as much as 46.9% productivity scientific publications teachers influenced by other factors outside this study.Keywords: Productivity of teachers' scientific publications, teacher motivation, teacher competence, teacher workload, social support. Abstrak: Secara umum, produktivitas publikasi ilmiah guru PNS di Kabupaten Purbalingga dan khususnya di Kecamatan Rembang dan Pengadegan masih rendah.  Berdasarkan hasil penelitian terdahulu dan pendapat para ahli, rendahnya produktivitas publikasi ilmiah guru PNS antara lain disebabkan oleh faktor motivasi guru, kompetensi guru, beban kerja guru dan dukungan sosial.  Tujuan penelitian ini untuk mengetahui besarnya pengaruh motivasi guru, kompetensi guru, beban kerja guru, dan dukungan sosial terhadap produktivitas publikasi ilmiah guru PNS di SMP Negeri 1 Rembang dan SMP Negeri 3 Pengadegan Kabupaten Purbalingga.  Metode penelitian ini menggunakan metode penelitian kuantitatif format deskriptif studi kasus. Lokasi penelitian di SMP Negeri 1 Rembang dan SMP Negeri 3 Pengadegan Kabupaten Purbalingga. Teknik sampling yang digunakan adalah sampling jenuh atau sensus dimana populasi penelitian sekaligus menjadi sampel.  Hasil penelitian ini menunjukkan bahwa terdapat pengaruh yang signifikan faktor motivasi guru, kompetensi guru, beban kerja guru dan dukungan sosial terhadap produktivitas publikasi ilmiah guru PNS di SMP Negeri 1 Rembang dan SMP Negeri 3 Pengadegan Kabupaten Purbalingga, baik secara mandiri maupun secara simultan/bersama-sama. Besarnya pengaruh motivasi guru secara mandiri sebesar 48,6% dengan arah positif, kompetensi guru sebesar 33,9% dengan arah positif, beban kerja guru sebesar 28,4% dengan arah negatif, dan dukungan sosial sebesar 34,3% dengan arah positif. Di sisi lain, besarnya pengaruh motivasi guru, kompetensi guru, beban kerja guru, dan dukungan sosial secara bersama-sama/simultan terhadap produktivitas publikasi ilmiah guru PNS di SMP Negeri 1 Rembang dan SMP Negeri 3 Pengadegan Kabupaten Purbalingga adalah 53,1%. Artinya, sebesar 46,9%  produktivitas publikasi ilmiah guru dipengaruhi oleh faktor lain di luar penelitian ini.Kata Kunci: Produktivitas publikasi ilmiah guru, motivasi guru, kompetensi guru, beban kerja guru, dukungan sosial.

Abstract

Development in coastal areas is an essential priority for overcoming social and economic gaps and conflicts through empowerment programs. The purpose of this research is to create a model of ecotourism-based coastal community empowerment. This study uses the Participatory Rural Appraisal (PRA) qualitative research method by collecting data through in-depth interviews, observation, documentation analysis, Focus Group Discussion (DKT) and Participatory Decision Making (PDM). Research locations in the border area of West Kalimantan are Sebubus Village and Temajuk Village, Paloh District, Sambas Regency. The informants of this study were 35 people consisting of empowerment activists, community leaders, village government, business groups, academics, and tourists. Research data were analysed using a SWOT analysis. The results showed 1) To develop the potential of mangrove forest ecotourism and processing of food from mangrove fruit, sea turtle breeding, and coastal inheritance, participatory empowerment programs are needed; 2) Youth activists become activists of empowering ecotourism with community leaders needing support and cooperation with village and regional governments, as well as the private sector; and 3) The need to improve road infrastructure, electricity and telecommunications signals, especially in Temajuk Village so as not to cause social and economic dependence and jealousy with the Malaysian border area.

Abstract

The problems that arise in this research is how the measurement of poverty used in Banyumas. This study aims to determine the accuracy of the measurement of poverty used in Banyumas Regency. Dutta and Kumar (2013: 496) consider that a poverty measure needs to be associated with the ownership of physical assets and human assets. Physical assets may include ownership of household facilities, types of houses, sources of drinking water, toilet facilities, cooking fuel, productive assets and natural assets. Human assets consist of educational history, existence, and health of pregnant/ breastfeeding and the health status of household members against chronic diseases. The study was conducted with a qualitative approach. Informant selection techniques used in the study was purposive. Location of the study conducted at BPS (Central Statistics Agency), Dinsosnakertrans (Social, Employment and Transmigration Services) and Bapermas-PKB (Agencies of Community Development, Women and Family Planning) of Banyumas Regency. The results showed that the measurement of poverty versions of the Central Statistics Agency (BPS) is considered the most appropriate and closer to the reality in Banyumas based aspects of the ownership of physical assets and human assets. The results of poverty measurement BPS micro covers almost entirely of six sub-aspects of physical assets including ownership of household facilities, types of houses that are owned, use drinking water source of household, type of toilet that is owned, cooking fuel used and the ownership of natural assets, except ownership productive assets, while three sub-aspects of human assets entirely covers education history owned by a household, the existence, and health of pregnant and lactating women, the health status of household members to complete the chronic disease have on the measurement of micro BPS poverty.
