Abstract

Previous research have shown that the performance of the implementation of the National Programof Rural Self Empowerment (PNPM-Mandiri Perdesan) in Banyumas is determined by variables: thecapacity of the target group, the capacity of the implementing agencies, the quality of communicationand socialization, as well as monitoring (monitoring) as an intermediate variable. Quantitative researchinvolving 400 respondents spread 5 districts and 20 villages were selected at random has been done.Data were processed and analyzed include correlation, regression testing, and test the model. Theresults of this study indicate that the implementation of PNPM-Mandiri Rural models tested can beused to examine the implementation of PNPM Mandiri Rural elsewhere and can be used to check forother poverty reduction programs based on empowerment.

Abstract

The local regulations in Indonesia develop fast in the reformation era. Many local regulations were produced by regency and city governments, so did in Brebes and Pemalang Regency. Local regulation structure is important to be examined in order to ger veluable information about tendency of the local government behavior which is reflected on the published local regulation (local public policy). Local government structure in Brebes and Pemalang show that the most dominant local regulation is the local regulation which is linked with organization and management as well as tax and retribution. This is show the enthusiasm of both regency to increase local government organization and management, also teh effort to increase regional pure income.

Abstract

The purpose of this study is to provide an overview of the success of the Banyumas Complaint Outlet (Lapak Aduan Banyumas/ LAB) in increasing public trust in the government. One of the goals of bureaucratic reform is to build citizens’ trust, but it is rarely discussed how the bureaucracy initiates bureaucratic reform by building trust in citizens. This research used qualitative research methods, data collection techniques used are interviews, observation, and documentation. The data analysis techniques used were interactive data analysis and content analysis. LAB offers a framework that gives trust to the public to complain, many complaints from the public will create external pressure from the bureaucracy to make improvements to bureaucratic performance. Performance improvements of the bureaucracy will increase public trust. The increase in public trust in the government is evidenced by the high interest of citizens to provide suggestions and input to the government regarding public services or facilities. A simple complaint system and quick response has proven to strengthen public trust. Bureaucratic reform can be started by earning citizens’ trust.

Abstract

This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

Abstract

Implementation is a process of policy administering that affects the execution, contents, and the impacts. In order to find out whether or not a program is able to reach its goal, there needs to be a study on the policy implementation. A revolving fund loan program is a program that helps small, micro, and medium enterprises in Banyumas Regency in which the loan can be pulled back. The goal of this program is to strengthen the interest aspect for these enterprises to increase the potential of a productive society, the growth of the local economy, to spread out working opportunities that will impact on poverty alleviation in that society. This research focuses on the implementation of the revolving fund loans for the small, micro, and medium enterprises. Method that is used in this research is a qualitative method. This research is done in Banyumas area. The data analysis is done by using an interactive analysis. The result of the implementation shows that this program has not been implemented well. The receivers of this program think that it is a helpful one, especially in helping them grow their business. However, bad credits in this program are still taking place, and there has not been a proper solution up until today. This situation happens because the receivers of the fund are often disobedient in paying their credit. Furthermore, there is no intense supervision after the revolving funds are distributed to those enterprises.

Abstract

Local government in long time has wished to build international airport in Tanah Awu –Lombok Tengah – Nusa Tenggara Barat Province. Pro and contra to this plan happened sincebuilding plan published by government. In a period of new order, some of local residents have gotcompensation and some of other not yet got it. Problems emerge when building plan will be started:Public disobedience for building plan in the reality was done by resident who have got compensa-tion and haven’t got compensation. Public disobedience by farmer of Tanah Awu for internationalairport in their land has left many important lessons for the public policy formulation. This article willgive conceptual answer for problems of public disobedience and public policy making in this case.The conceptual answers for public policy formulations are: First, public in the future have tomanage aspiration better and submit the aspiration to government more democratically. Second,government have to: create dialogue rooms for public who giving criticism and input to everypolicy; have commitment and try create pro poor policy maximally; create policy framework thatcapable to give win-win solution for all stakeholders.

Abstract

This research reveals the dynamics of relations between civil servants and political parties in Indonesia from the Old Order, the New Order to the Reform Era. This study is an important effort to observe the dynamics of civil servants and political parties in Indonesia and create social learning contributions for the betterment of the country. A qualitative research method with secondary data/literature study was selected. The literature study examined policy documents related to bureaucratic neutrality in the Old Order, New Order, and Reform Era. The study data were collected through documentation, including data from papers related to bureaucratic neutrality in the periods above. The study shows that the idea of bureaucratic neutrality had been initiated since the Old Order, disappeared during the New Order, and was reborn in the Reform Era. The challenge of bureaucratic neutrality was the pull of political parties in the parliamentary system during the Old Order, the power of bureaucracy to be the political supporters of the rulers during the New Order, and the contestation of presidential and regional head elections in the Reform Era, which often tests bureaucratic neutrality

Abstract

Tujuan penelitian ini adalah untuk menelusuri dan mengkaji lebih lanjut bagaimana menghadirkan agenda reformasi birokrasi yang sesungguhnya dan kembali ke jalan yang sebenarnya sebagaimana amanat peraturan perundang-undangan yang ada. Penelitian ini menjadi penting mengingat agenda reformasi birokrasi masih menjadi fokus utama dalam kajian administrasi publik khususnya bagi negara-negara berkembang seperti Indonesia yang pada posisinya perlu dituntaskan dan tidak bisa diabaikan. Kebijakan reformasi birokrasi menjadi fokus utama yang penting khususnya dalam membenahi kesehatan birokrasi dan menjamin berjalannya proses pelayanan publik. Dalam mewujudkan reformasi birokrasi sebagai agenda kebijakan publik yang penting, maka harus dipastikan bahwa apa yang dicanangkan dan ditetapkan dapat dilaksanakan dengan baik oleh para aktor yang ada. Dalam kerangka yang ada, meskipun telah mampu memiliki fokus area perubahan dan hasil yang diharapkan dalam Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi 2010 – 2025, Indonesia sendiri masih dapat dikatakan belum menghasilkan hasil dan dampak yang sempurna. Hasil kajian menunjukkan bahwa terdapat beberapa aspek – aspek yang perlu diurai secara mendalam dan menjadi perhatian bersama dalam agenda reformasi birokrasi di masa kini dan masa yang akan datang. Penelusuran ini menjadi penting dalam menghadirkan kerangka pembaharuan yang dipetakan melalui tahap-tahap tertentu sebagai upaya perbaikan administrasi publik dari masa ke masa, salah satunya dengan mempertimbangkan metode omnibus law. Dengan pembaharuan yang dilaksanakan maka diharapkan dapat menjadi sarana mendidik dan memperbaiki keadaan birokrasi dan sumber daya yang ada didalamnya untuk bergerak pada area dynamic governance dengan penekanan pada 2 (dua) komponen utama yaitu kapabilitas dinamis dan budaya organisasi, sehingga mampu membentuk birokrasi yang memiliki pola pikir thinking ahead, thinking again dan thinking cross. Dengan proses yang dilaksanakan secara sistematis “berulang dan terpola” maka diharapkan dapat menjadi sarana dimana struktur memperkuat individu, dan berlanjut pada tahapan individu memperkuat struktur yang disesuaikan dalam lintas ruang dan waktu.
