Abstract

Purpose of this study is to determine the Jambi City Government's Economic Recovery Strategy through the Padat Karya Kali Bersih Program (Pakar Kasih) using the Fred R. Dafid concept, namely strategy determination, namely, strategy formulation, strategy implementation, strategy evaluation. Research method used is qualitative with the aim of explaining the phenomenon deeply through data collection by interviewing, observing, and documenting. Results obtained by the Pakar Kasih program are the Jambi Mayor's innovation program in the midst of the Covid-19 pandemic in 2020, which aims to provide a stimulus for people's income to absorb a lot of workers as an additional income for people affected by the economy due to the Covid-19 outbreak. The formulation of the strategy refers to presidential decree number 9 of 2020, government regulations, ministerial regulations of the interior, and Jambi Mayor Regulation Number 37 of 2020. Implementation of the strategy as many as 1102 people of Jambi City participated in the Padat Karya Kali Bersih program at 23 drainage locations in Jambi city. with a length of 25.3 KM with a total APBD of approximately 3 billion. The evaluation of the Pakar Kasih program strategy is held once a year, preferably twice a year or every 6 months.

Abstract

This study is intended to analyze the role of government to improve people's welfare in the era of globalization. The discourse of globalization gave rise to radical groups who thought the government did not need to intervene in development because it was carried out by the private sector and skeptics who stated that precisely because of its many negative impacts globalization became an important entry point for the role of the state. Using the skeptical concept, public policy becomes a means of government, especially regional governments in the era of regional autonomy to play their role, as was done in Jambi Province. This study uses a qualitative approach by analyzing public policies of the Jambi Province Government and community welfare data. After the data is collected, it is analyzed using qualitative data analysis. The study results show that local governments play an important role in exploiting opportunities and preventing the negative impacts of globalization. Through a series of innovative and solutive policies, the Jambi Province Government seeks to improve the welfare of the community by utilizing the local potential it has. The development of vocational schools based on competition and local excellence, accelerated construction of rubber asphalt factories, accelerated development of the Merangin Geopark area, establishment of smallholder mining areas, Batanghari river Clean and land restoration is under threat are among the programs carried out by the Jambi Province Government.

Abstract

This study was conducted to analyze the causes of illegal gold mining and its solutions in Merangin Regency. Merangin Regency is an area that has the largest gold potential in Jambi Province and since the last ten years there has been a massive unlicensed gold mining activity. As a result, environmental damage, flash floods and landslides occurred in Merangin Regency. Therefore, effective solutions from local governments are needed through comprehensive public policies. This study was conducted using a qualitative approach, most of the data sources were obtained through interviews with eleven respondents. The analysis was carried out qualitatively through data reduction, data presentation and conclusions. The results of the study revealed that gold mining without a permit in Merangin Regency was carried out because of the low selling price of rubber which is the main source of income for the community. Therefore, the solution that can be done is through the application of the policy triangle, namely the policy of revitalizing the pit of prohibition which has taken root in the community, economic policy through the development of industrial estates that process community rubber into finished materials so that they have high selling value and legal policies through legal action for anyone who involved in illegal gold mining, especially the financiers as the main actors. This study concludes that the handling of gold mining activities without a permit in Merangin Regency can be done through the implementation of comprehensive policies and involving all components of the community.
