Abstract

This study aims to examine the influence of social prejudice, local wisdom, social piety, religious identity, and communication behaviour on religious tolerance in Sidoarjo Regency. It focuses on the mediating role of communication behaviour in strengthening or weakening the impact of these variables on religious tolerance. A quantitative research approach was adopted, using a structured questionnaire to collect data from respondents in the Sidoarjo Regency. The data was analysed using Structural Equation Modelling (SEM) to test the relationships between the variables and the mediating role of communication behaviour. The results show that communication behaviour plays a crucial role in mediating the influence of social prejudice, local wisdom, social piety, and religious identity on religious tolerance. While social prejudice, local wisdom, and religious identity do not have direct significant effects on tolerance, their impact is enhanced through effective communication. Communication behaviour, characterised by openness, empathy, and support, positively influences religious tolerance, whereas ineffective communication diminishes the positive effects of other variables. The findings suggest that strategies to improve religious tolerance should prioritise communication behaviour. Policymakers, educators, and community leaders are encouraged to implement programmes that foster open dialogue, empathy, and respect among diverse religious groups to strengthen social harmony. This study provides new insights into the role of communication behaviour as a mediating variable in the relationship between social factors and religious tolerance, offering practical implications for enhancing tolerance in multicultural societies.

Abstract

In the era of globalization and rapid technological development, organizations are faced with the demands of rapid adaptation to maintain competitiveness, with organizational culture and employee commitment as key success factors. In Indonesia, Generation Z, which now dominates the workforce, has unique characteristics and high challenges in job satisfaction, which impact turnover intentions and organizational turnover. This study aims to examine the relationship between organizational culture, organizational commitment, and job satisfaction of Generation Z employees using a bibliometric analysis approach on related publications (2011-2023) collected through Publish or Perish software and analyzed with VOSViewer. The results show a significant upward trend in publications, a strong link between the topics of Generation Z, job satisfaction, and employee performance, and the important role of an adaptive and inclusive organizational culture in increasing the motivation and loyalty of Generation Z. This study provides a strong foundation for human resource management practices that are responsive to demographic dynamics and the challenges of the modern workplace. Highlights: Adaptive Culture: Inclusive organizational culture improves motivation and loyalty of Gen Z employees. Job Satisfaction: Directly linked to turnover intentions and overall organizational performance. Abstract

Objective: This study aims to find out the development strategy of Duck and Salted Egg Village Tourism in Kebonsari Village, Candi District, Sidoarjo Regency, as well as how the development can improve the economy of the local community. Kebonsari Village has great potential through duck farming and salted egg production which has become a local identity and educational tourist attraction. Method: qualitative descriptive method with data collection techniques in the form of interviews, observations, and documentation. The analysis was carried out with a theoretical approach to tourism development strategy which includes five indicators, namely accessibility, attractions, amenities, promotion, and institutions, Results: The results of the study show that although this village has quite good access and unique tourist attractions, there are still various obstacles such as lack of supporting facilities, digital promotion that is not optimal, and the absence of official institutions and regulations governing management tour. Novelty : The novelty of this study lies in the focus of development strategies based on local potential and the role of village institutions in building sustainable tourism. This finding can be an input for other villages with similar potential.

Abstract

Objective: The goal of this study is to evaluate how well the Next Generation Social Welfare Information System (SIKS-NG) is working in managing poverty data in Sumput Village, Sidoarjo District. The research used a qualitative descriptive approach, involving observations, interviews, and document analysis at the study location. This method was based on the theory of program effectiveness as outlined by Budiani (2007). Results: The results of the study indicate that the implementation of SIKS-NG in Sumput Village has not been fully optimized, based on indicators of target accuracy, socialization, monitoring, and program goal achievement. The main challenges include insufficient field verification, low community understanding, and inadequate infrastructure. The uniqueness of this study lies in its focus on analyzing the effectiveness of the social data management information system at the village level in a specific and comprehensive manner, as well as comparing the findings in Sumput Village with previous studies in other areas.  Novelty: This research provides an important contribution to the development of strategies to improve the implementation of digital-based social information systems at the village level to support improved data accuracy and the effectiveness of social assistance distribution.

Abstract

Objective: This study aims to analyze the effectiveness of the implementation of the Population Administration Information System (SIAK) in population administration services in Krembung District, Sidoarjo Regency. Method: The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. Effectiveness is measured using five indicators according to Campbell J. P., namely program success, target success, satisfaction with the program, input and output levels, and overall goal achievement. Result: The results of the study show that the implementation of SIAK has facilitated data management and accelerated services, but still faces several obstacles, such as disruptions to the main server, the lack of skills of some officers who are elderly, and the limited availability of blank documents. Although the infrastructure is sufficiently supportive, human resource readiness still needs to be improved through ongoing technical training. Novelty: Therefore, it can be concluded that SIAK is quite effective, but to achieve optimal effectiveness, strengthening is needed in terms of technical aspects and human resource management so that population administration services can run optimally and sustainably.

Abstract

Objective: This study aims to analyze the effectiveness of the E-Peken application in empowering Micro, Small, and Medium Enterprises (MSMEs) in Jambangan District, Surabaya City. E-Peken is a digital innovation from the Surabaya City Government designed to expand MSME market access through a local e-commerce platform. Method: This study uses a qualitative descriptive approach with data collection techniques in the form of observation, interviews, and documentation. Campbell J.P.'s program effectiveness theory is used as the basis for analysis, which includes five main indicators: program success, target success, user satisfaction, input and output effectiveness, and overall goal achievement. Results: The results of the study indicate that the E-Peken application has the potential to increase the visibility and competitiveness of MSME actors, but still faces a number of obstacles such as low digital literacy, lack of training and mentoring, and limited application features. MSME participation is dominated by the culinary sector, while business actors in other sectors feel that they are not yet optimally facilitated. Novelty: The novelty of this research lies in the holistic application of Campbell's effectiveness theory framework to evaluate digital programs based on local economic empowerment, as well as the specific focus on SMEs in Jambangan Subdistrict, which has not been extensively studied. These findings provide concrete recommendations for the government to refine its digital empowerment strategies based on society.

Abstract

Objective: This study aims to analyse the implementation of the SIPRAJA application in Damarsi Village. Method: The analysis was conducted using George C. Edward III's policy implementation theory, which includes four indicators: communication, resources, disposition, and bureaucratic structure. Results: The results of the study show that the implementation of SIPRAJA still faces various obstacles. From the communication aspect, the lack of socialisation and public understanding has caused many applications to be rejected because they do not comply with procedures. From the resource perspective, limitations in the capacity of officials and technological infrastructure, such as internet connectivity, are the main challenges. In terms of disposition, although there is willingness from officials, the lack of technical guidelines makes service delivery inconsistent. Finally, in terms of bureaucratic structure, the absence of clear SOPs means that policy implementation lacks uniform standards. Novelty: This study shows that the success of digital service implementation is highly dependent on technical readiness, human resources, and effective coordination and communication among relevant parties.

Abstract

Objective: Study This aim For analyze role Gagangpanjang Village Government in develop Object Tour Punden Mbah Reco in the District Tanggulangin, Regency Sidoarjo. The study focused on four role indicators according to Siagian's theory: stabilizer, innovator, modernizer, and pioneer, to determine the extent to which village governments encourage community participation, optimize local potential, and ensure sustainable tourism development. Method: The research method used was descriptive qualitative with a case study approach. Data were collected through field observations, in-depth interviews with village officials, tourism managers, and MSMEs, as well as documentation related to the management of the Punden Mbah Reco tourist attraction. Informants were selected using a purposive sampling technique. Data analysis was carried out using the Miles and Huberman interactive model to identify patterns of village government roles according to Siagian's theory indicators. Results: The results of the study reveal concrete strategies of village governments in initiating capacity building programs, reactivating digital promotion, and exploring partnerships with external parties. Novelty: The novelty of this study lies in a comprehensive evaluation of the implementation of four indicators of village government roles in the context of community-based rural tourism development. This study shows how village leadership faces real obstacles such as limited supporting infrastructure, suboptimal digital promotion capacity, and the lack of intensive cooperation with the private sector. These findings make an important contribution to the understanding of village governance for sustainable tourism and offer a local tourism empowerment model that integrates community participation, digital transformation, and proactive leadership of village government.

Abstract

The study was conducted with the aim of determining and analyzing the effect of local government policy implementation on the effectiveness of Ketapanrame Trawas tourism village development in Mojokerto Regency. The study was conducted using a quantitative approach with a causal associative research design. Data collection techniques were carried out using questionnaires involving employees of the Tourism Office, village officials, business actors, and tourists. The data were obtained and analyzed using simple linear regression. The results showed that the implementation had a significant effect on the effectiveness of the development of the Ketapanrame Trawas tourist village in Mojokerto Regency. The r-square value was below 50%, indicating that the policy implementation was not yet optimal in supporting the development of the Ketapaname Trawas tourist village in Mojokerto Regency
