Abstract

Penelitian ini bertujuan untuk mengidentifikasi upaya aktor penggerak pada komuitas petani transmigran UPT. Arongo dalam memberdayakan komunitasnya. Pelaksanaan penelitian dilakukan dengan menggunakan metode kualitatif dengan pendekatan studi kasus. Data dan informasi yang dibutuhkan dikumpulkan melalui tiga teknik pengumpulan data yaitu observasi, wawancara mendalam serta rekaman arsip. Observasi dilalukan untuk Mengidentifikasi siapa saja para tokoh lokal (local hero) yang terlibat berperan dalam pemberdayaan masyarakat setempat, wawancara mendalam dilakukan untuk mengidentifikasi upaya-upaya yang dilakukan para tokoh lokal/aktor penggerak untuk memberdayakan anggota komunitanya. Dan Rekaman arsip, dilakukan untuk menelusuri data-data yang telah tersedia seputar pelaksanaan program transmigrasi serta informasi dan berita yang memuat kehidupan masyarakat UPT. Arongo, misalnya peta lokasi pelaksanaan program, peserta/anggota program, gerakan dan kegiatan yang dilakukan warga setempat, dan seluruh telaah arsip tersebut bertujuan untuk memahami setiap proses yang berjalan pada lokasi penelitian. Hasil penelitian menunjukkan dapat diidentifikasi beberapa tokoh masyarakat setempat yang tampil sebagai figur-figur pemberi inisiatif dan pembawa perubahan di tengah masyarakat. dari berbagai aspek seperti aspek agama, pendidikan keluarga dan anak, pengetahuan seputar pertanian, kebudayaan dan kesenian serta pemberdayaan pada aspek kelembagaan, kelompok petani dan gerakan petani. Upaya aktor penggerak pada komunitas petani transmigran UPT. Arongo dalam memberdayakan komunitasnya telah menyasar dalam berbagai dimensi pemberdayaan yaitu dimensi proses pembangunan yang bermula dari pertumbuhan individual yang kemudian berkembang menjadi sebuah perubahan sosial yang lebih besar, telah membangun psikologis masyarakat petani yaitu rasa percaya diri, dan mampu mengendalikan diri dan orang lain, serta  melibatkan upaya-upaya kolektif dari petani tersebut untuk memperoleh hak-hak yang seharusnya mereka dapatkan.

Abstract

This study aims to analyse the implementation of administrative order in improving public service quality at the Nambo Village Office, Nambo District, Kendari City. This research uses a descriptive qualitative approach, with data collection techniques through observation, interviews, and documentation. The study's results show that, although the Nambo Village Office has made efforts to implement administrative orders through a structured system, staff training, and the use of technology in data management, several challenges still affect public service quality. These challenges include complex procedures, long processing times, limited human resources, and a lack of transparency in budget management. On the other hand, the quality of public service at the Nambo Village Office is generally good, with adequate facilities, reliable service, and a commitment from the office to provide fast, efficient, and transparent services. However, there are issues with inconsistent staff responsiveness, limited facilities, and technical challenges that affect the public's comfort. Therefore, this study recommends improvements in efficiency, transparency, and the enhancement of professionalism and responsiveness of staff to improve the quality of public service at the Nambo Village Office.

Abstract

This study aims to determine the dynamics of organisational communication in public policy formulation in the era of digitalisation. The method used is literature analysis with a literature review. Data collection was conducted through a systematic search of scientific literature in related articles, books, documents, and journals that significantly discuss the research theme, namely the dynamics of organisational communication in public policy formulation in the era of digitalisation. The technique used in this study was the literature method. The literature review method plays an important role in formulating the theoretical basis and conceptual framework. A comprehensive analysis of literature relevant to the dynamics of organisational communication, public policy formulation, and the era of digitalisation was conducted to understand the changes that have occurred. A qualitative approach was used to analyse data obtained from various scientific papers, books, research reports, and other reliable sources. The results obtained are that the development of digital technology has brought about major changes in policy communication patterns. Whereas in the past communication emphasised one-way delivery, there has now been a transformation towards interactive dialogue between the government and the public. This shift has made policy communication not only a means of information, but also an arena for public participation that determines the legitimacy and quality of decisions. mooth communication will minimise misunderstandings and unify the vision among the parties involved. This integration has a direct implication on the organisation's ability to convey policies to the public. When internal communication runs well, external strategies will also be more accepted by the public. The process of formulating public policy further emphasises the role of communication as a central element. The initial stage of formulation determines the direction of implementation, making accurate information and public participation essential. Decisions based solely on normative considerations without regard to social realities tend to lose their appeal. Openness in communication can help bridge the gap between ideals and the real needs of society. It is at this point that communication becomes the benchmark for policy success. Digitalisation brings great opportunities as well as complex challenges. Rapid access to information makes the public more critical of government decisions, but the rapid flow of messages can lead to confusion, polarisation and even misinformation. The government needs to manage information carefully so that messages are not distorted and policy objectives remain clear. Readiness to face digital dynamics is a prerequisite for success in maintaining policy legitimacy. The layered flow of information in the digital space also gives rise to a diversity of interpretations. A policy can be understood in different ways, leading to lengthy debates. This phenomenon shows that the substance of a policy cannot be separated from the way it is communicated. The government is required to formulate messages that are clear, simple, and easy to understand in order to reduce the potential for misinterpretation. The more transparent the communication, the greater the chance that the policy will be widely accepted. Digital communication is the key to the success of public policy. Digitalisation is not merely technological progress but also a transformation in building dialogue, trust, and transparency between the government and the public. Governments that are able to manage digital communication appropriately will find it easier to gain legitimacy. Ignoring public opinion has the potential to weaken policy authority. This conclusion emphasises that open, participatory, and responsive communication is the foundation for successful policy in the digital age.

Abstract

This study aims to determine Organisational Communication in the Digital era in Improving the Quality of Transformational Leadership.The method used is literature analysis with the purpose of literature. Data collection is done through systematic searches of scientific literature on related articles, books, documents, and journals that discuss significantly related to the research theme, namely Organisational Communication in the Digital era in Improving the Quality of Transformational Leadership.The results obtained that Organisational communication in the digital era has undergone a significant transformation, from face-to-face interactions to dynamic and fast virtual communication patterns. In this context, transformational leaders are required to not only understand technology, but also master digital communication strategies that are able to create emotional connections with organisational members. Leadership success is no longer determined by physical presence alone, but by the ability to present a strong vision, deliver inspiring messages, and build collaboration through various digital media. The use of platforms such as video conferencing, collaborative applications, and social media has become an important instrument in strengthening interactions and accelerating the decision-making process. The quality of transformational leadership depends on the leader's ability to combine technological aspects and human values in communication. Leaders who are able to maintain message authenticity, show empathy, and adapt their communication style to the digital context will be more effective in driving change and motivating organisational members. The digital age is not a barrier to transformational leadership, but a great opportunity to expand influence, accelerate innovation, and strengthen working relationships across distance and time. Adaptive, strategic and human relations-oriented organisational communication is a key foundation in shaping transformative and relevant leadership today.
