Abstract

This community service program aimed to strengthen community participation in village policy formulation through the integration of traditional post-harvest sports activities (Malanca) and participatory discussions facilitated by Public Administration students participating in the Community Service Program (KKN) in Maccope Village. The program employed a participatory and collaborative approach involving local residents, village authorities, students, and other stakeholders in planning, implementation, and evaluation processes. Data were collected through observation, participatory discussions, interviews, and documentation. The findings revealed that the establishment of the Maccope Mandiri Group significantly enhanced citizens’ involvement in village planning and budgeting processes. Capacity-building activities improved residents’ understanding of APBDes mechanisms and strengthened their ability to formulate and advocate policy proposals. Traditional Malanca sports functioned not only as cultural and recreational activities but also as informal arenas for policy deliberation and civic education. Multi-stakeholder collaboration fostered communication between villagers and local authorities, resulting in increased transparency and accountability. Although infrastructural limitations and unequal access to information remained challenges, the program demonstrated that integrating local culture with participatory governance can promote community empowerment and democratic practices. The experience of Maccope Village provides an alternative model for strengthening policy literacy, preserving cultural heritage, and encouraging sustainable community participation in rural development

Abstract

University students' reading interest remains a significant challenge in higher education despite the widespread availability of libraries, digital resources, and internet access. Low intrinsic motivation, assignment-oriented reading habits, and increasing digital distractions have limited the development of a sustainable academic reading culture. Therefore, identifying strategic priorities that effectively improve students' reading interest has become increasingly important for universities. This study aims to formulate and prioritize strategies for improving university students' reading interest by integrating the Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis with the Analytical Hierarchy Process (AHP). A qualitative descriptive approach was employed. Data were collected through semi-structured interviews with seven purposively selected student informants to identify internal and external factors affecting reading interest. Subsequently, SWOT analysis was used to formulate strategic alternatives, while expert judgment from lecturers was utilized in the AHP pairwise comparison to determine strategy priorities. The findings indicate that students' reading interest is influenced by both internal and external factors. Internal strengths include the availability of university libraries, internet access, lecturer support, and digital academic resources, whereas the major weaknesses are low intrinsic motivation and reading practices that are primarily driven by academic assignments. Externally, digital technology provides opportunities to strengthen literacy programs but also presents challenges through social media and digital entertainment. The SWOT analysis generated eight strategic alternatives, and the AHP prioritization identified the Extensive Reading Program as the highest-priority strategy, followed by the Campus Reading Culture Program, Gamified Reading Challenge, Reading Strategy Instruction, Critical Reading Skills Training, Reading Mentorship Program, Digital Reading Platform Optimization, and the Collaborative Literacy Community. The novelty of this study lies in integrating SWOT and AHP to develop a systematic decision-making framework for prioritizing strategies to improve university students' reading interest. Unlike previous studies that primarily identify factors influencing reading behavior, this research provides evidence-based strategic priorities that can support literacy policy development and implementation in higher education institutions.

Abstract

This study examines the downstreaming strategies of capture fisheries products and their contribution to sustainable coastal economic development in Bone Regency, central Indonesia. Downstreaming is recognized as a critical approach to increasing value addition, diversifying income sources, and strengthening coastal communities’ welfare. A qualitative case study design was employed, involving 20 informants comprising fishermen, fish processing MSMEs, cooperatives, and local government officials. Data were collected through in-depth interviews, participatory observation, and policy documents review, and analyzed thematically using Miles and Huberman’s framework. The findings reveal six key aspects of downstreaming. First, post-harvest processing practices such as salted fish, fish flakes, crackers, and seaweed-based nuggets have significantly enhanced product value and reduced waste. Second, cooperatives and village-owned enterprises (BUMDes) act as aggregators and provide inclusive access to capital and markets. Third, infrastructure limitations, regulatory barriers, and low business literacy constrain market expansion. Fourth, downstreaming generates new opportunities for women and youth to engage in value chain and digital promotion. Fifth, multi-stakeholder synergy collaboration remains partial but has potential for formal institutionalization. Overall, the study underscores the need for integrated policies, institutional strengthening, and sustainable assistance to achieve inclusive, competitive, and environmentally friendly downstreaming of capture fisheries.

Abstract

This study examines local identity-based branding strategies in the creative industry and their role in strengthening the competitiveness of regional flagship products in Bone Regency, South Sulawesi. Using a qualitative case study design, the research involved 18 informants, including creative MSME actors, cultural community leaders, cooperative managers, and local policymakers. Data were collected through in-depth interviews, participatory observation, and document analysis, and analyzed thematically with the Miles and Huberman framework. The findings reveal that branding based on local identity is expressed through the use of natural materials, integration of the Bugis language in product names, traditional motifs in visual design, and cultural narratives embedded in digital promotion and local exhibitions]. This approach has increased product value by up to 30% and positioned Bone as a hub for culture-based creative economy. Key challenges include limited capital, weak digital infrastructure, low branding literacy, and complex trademark procedures. Conversely, opportunities arise from growing youth engagement, supportive local government policies, and integration with the tourism sector. Overall, the study underscores the importance of combining cultural preservation with modern marketing strategies to develop a sustainable creative industry that enhances regional competitiveness

Abstract

The acceleration of public service digitalization through Internet of Things (IoT) technology requires future public administrators to possess adequate professional readiness to adapt to emerging technological transformations. This study aims to explore the readiness of Public Administration students at Cahaya Prima University in responding to IoT-based public service digitalization in Bone Regency. A descriptive qualitative approach with a case study design was employed. Data were collected through semi-structured interviews, participant observation, and document analysis involving 12 students who had participated in internships and field practices related to digital public services. The findings reveal that students demonstrate initial readiness, particularly in technical competencies and positive attitudes toward technological innovation. However, significant limitations remain regarding data analysis, ethical awareness, and the ability to translate IoT-generated information into policy recommendations. The interaction among cognitive, affective, and psychomotor dimensions indicates that professional readiness is multidimensional and requires balanced development. The study highlights the importance of integrating IoT literacy, digital ethics, and experiential learning into public administration education. Such integration is essential for preparing adaptive, critical, and responsible future bureaucrats capable of supporting digital governance and smart public service transformation

Abstract

The development of a Government Hub in Bone Regency represents a strategic effort to accelerate digital transformation and strengthen innovation in public service delivery. This study aims to examine the implementation of the Government Hub, identify key indicators of success, and formulate sustainable development strategies to support modern governance. A qualitative approach employing the Simple Research Design (SRD) framework was adopted through literature review, in-depth interviews, and document analysis. Data were analyzed using the Context, Input, Process, Product (CIPP) evaluation model to assess program effectiveness comprehensively, while a system dynamics approach was utilized to understand causal relationships among variables affecting implementation. The findings indicate that the Government Hub contributes significantly to improving administrative efficiency, expanding access to digital public services, strengthening transparency and accountability, and supporting local economic development through the empowerment of micro, small, and medium enterprises and tourism sectors. The study also reveals that the sustainability of the initiative depends on adequate digital infrastructure, adaptive human resources, effective inter-institutional collaboration, and strong data governance. Despite challenges related to technological disparities and organizational resistance, the Government Hub has demonstrated its potential as a catalyst for socio-technical transformation. The study concludes that the Government Hub is not merely a technological innovation but a strategic framework for promoting inclusive, transparent, and sustainable governance in Bone Regency.

Abstract

Community participation is a fundamental element of good governance and sustainable rural development. This community engagement program aimed to strengthen citizens’ participation in village planning and budgeting processes in Desa Dua Boccoe through participatory approaches, capacity-building activities, and continuous facilitation. The program involved community members, village officials, lecturers, and university students in collaborative learning and advocacy processes. Data were collected through field observations, focus group discussions, interviews, and participatory evaluations. The results indicate that the establishment of the Dua Boccoe Mandiri Group significantly enhanced citizens’ understanding of village planning mechanisms and increased their involvement in deliberative forums. Training activities improved villagers’ abilities to formulate development proposals and monitor budget implementation, while fostering greater transparency and responsiveness among village authorities. Nevertheless, several structural challenges, including inadequate infrastructure, limited telecommunications access, and uneven public information dissemination, continue to constrain broader participation. The findings demonstrate that community empowerment through education, facilitation, and collaborative governance can transform passive citizens into active stakeholders in local development. The experience of Desa Dua Boccoe highlights the importance of strengthening both human resource capacities and supporting infrastructure to achieve inclusive, transparent, and sustainable village governance. This model may serve as a reference for other rural communities facing similar challenges in promoting participatory democracy and community-based development
