Abstract

ABSTRAK Penelitian ini berjudul Strategi Komunikasi Humas Pemerintah Kota Bandung Dalam Menanggulangi Sampah Styrofoam di Kota Bandung. Penelitian ini dianggap perlu, dikarenakan permasalahan yang menyangkut pengelolaan sampah menjadi tugas pemerintah Kota Bandung, khususnya terkait persoalan menjaga kualitas lingkungan agar tetap bersih, makmur, taat dan bersahabat (BERMARTABAT) sesuai dengan visi misi Kota Bandung. kesadaran masyarakat akan pentingnya menanggulangi sampah Styrofoam, merupakan salah satu kewenangan dari humas pemerintah Kota Bandung. Peran humas sendiri yaitu harus bisa menginterpretasikan, menganalisis, dan mengevaluasi kecenderungan perilaku publik serta bisa mengevaluasi program pemerintah yang berkaitan dengan kepentingan publik. Tujuan penelitian ini untuk mengetahui bagaimanakah Strategi Komunikasi Humas Pemerintah Kota Bandung Dalam Menanggulangi Sampah Styrofoam. Pendekatan yang digunakan dalam penelitian ini adalah Metode Deskriptif Analitif. Dalam subjek penelitian ini, yang menjadi informan adalah Aparatur Pemerintah di Dinas Informasi dan Komunikasi (Diskominfo) Kota Bandung, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi komunikasi yang dilakukan oleh pemerintah Kota Bandung terdiri dari beberapa tahap yaitu, proses research (fact finding), perencanaan(planning) komunikasi; pelaksanaan(communicating/actuating); serta evaluasi(evaluating) sejauhmana strategi komunikasi tersebut berhasil dilaksanakan secara efektif dan efisien. Kegiatan/aktifitas komunikasi yang dilakukan mensosialisasikan larangan penggunaan Styrofoam di kota Bandung.

Abstract

Program Kemitraan Masyarakat (PKM) literasi sampah melalui pemanfaatan media informasi di Jamaras Kelurahan Jatihandap Kecamatan Mandalajati, Kota Bandung, dilaksanakan per Januari 2022 selama 8 bulan. Mitra merupakan Kelompok Swadaya Masyarakat (KSM) di Jamaras RW 02, dengan populasi 1031 Jiwa. Pengelolaan sampah dibutuhkan melalui pendekatan komunikasi kepada KSM Gelis Ih (Gerakan Lingkungan Bersih). Permasalahan yang dihadapi di Jamaras adalah minimnya literasi tentang sampah dan juga sarana prasarana dalam pengelolaan sampah. Mitra terkendala dengan keterbatasan personil KSM sebagai motor penggerak pengelolaan sampah, sehingga diperlukan komunikasi persuasif, informasi dan edukasi untuk mengajak keterlibatan warga, dan peran dari pemangku kepentingan untuk mewujudkan kawasan bebas sampah. Solusi atas permasalahan ini melalui literasi sampah secara komprehensif, melalui pemanfaatan perangkat media informasi, kolaborasi antara pihak DLH, DKPP, GSSI, Ketapang.kita, perguruan tinggi dan stakeholder lainnya, hingga terorganisir dengan baik, dan pendampingan KSM Gelis Ih pengelolaan sampah untuk memberikan dampak positif bagi lingkungan dan pola hidup mitra. Metode pelaksanaan yang dilakukan melalui pendampingan dan menyiapkan perangkat media informasi untuk kebutuhan literasi. Pengintegrasian komunikasi top-down dan bottom-up untuk mengimplementasikan pengelolaan sampah. Hasil kegiatan PKM literasi sampah di Jamaras memiliki target mendukung kolaborasi dalam mewujudkan kawasan bebas sampah secara berkelanjutan. Kegiatan PKM FISIP Unpas yang dilakukan adalah social mapping dengan melakukan observasi dan wawancara dengan perangkat RW, Focus Group Discussion (FGD) bersama KSM Gelis Ih, dan pihak fasilitator ketapang.kita (GSSI), penyerahan bibit pohon hortikultura, liputan video pembuatan eco enzyme, serta fasilitasi signboard informasi jadwal pengangkutan dan pengelolaan sampah di Green House milik RW 02 Jamaras, atas inisiasi ketapang.kita.

Abstract

In 2023, the city of Bandung faced serious problems because the Sarimukti landfill caught fire and the city of Bandung experienced a "waste emergency". One of the programs launched is the construction of maggot houses in every sub-district in Bandung City with a target of processing 1 ton of organic waste/day. Mengger Sub-district is one of the sub-districts that received assistance to build maggot house. The land area of ​​the maggot house is 150 m2, managed by 4 officers. This study aims to identify various problems that must be resolved first so that the circular economy concept can be implemented at the Mengger Maggot House. The study was carried out by conducting observations, detailed surveys and in-depth interviews with various stakeholders in Mengger Sub-district. Observations were carried out to see the level of compliance of residents in sorting, a detailed survey was carried out on the waste collection and processing system at the maggot house, and in-depth interviews were conducted with assistants from Bandung City Environmental Service Office (DLH), maggot buyers, sub-district officials, maggot house officers, neighbourhood (RT) and hamlet (RW), and waste collector. Based on the results of observations, it was found that only some residents carry out sorting consistently, a collection system already exists in each RT/RW but they have not implemented a segregated waste collection system, and there is no system for transporting waste from the RW to the maggot house so that the amount of organic waste entering the maggot house is still low, no electricity and clean water, no choppers, leaks in the fly cage, and no diversification in maggot products. Through various socialization activities and Focus Group Discussions with all stakeholders, various agreements were obtained to resolve various problems at the Mengger Maggot House.

Abstract

The problem faced Karang Taruna Youth of Jalancagak District, Subang Regency is the lack of public awareness of the importance of protecting the environment and handling waste. Partners are not yet capable and understand waste management well due to limited information and communication approaches to the community so that environmental cleanliness has not yet been realized in Jalancagak District. The solution to solving this problem is to provide understanding by increasing environmental awareness through designing campaigns carried out by youth, from youth, for youth and citizens in general. The implementation method uses the PRA (Participation Rural Appraisal) approach which emphasizes community involvement or participation in the entire series of activities and increasing independence and internal strength in the community. The stages taken are providing assistance and also preparing a communication campaign design, starting with a pre-test through a questionnaire, then showing a documentary film about natural damage, and in the next stage assistance designing concepts, themes, messages, strategies and tactics, creating social media accounts, prepare content to share on those social media accounts. This is part of Karang Taruna's contribution as the nation's next generation in maintaining a clean environment in the digital era.

Abstract

This research explains local leadership communication in the Ngaruwat Bumi tradition in Banceuy Village, Subang Regency. The description of the life of the Banceuy Village community as seen from local leadership based on social position and the social role of the actors in the Banceuy Traditional Village community is important in seeing the course of Ngaruwat Bumi rituals and traditions. This local leadership role is related to religion and belief which is centered on the Tatali Karuhun value system as a legacy of previous ancestral traditions. The myth of Dewi Sri, known as the spiritual figure Nyi Pohaci, was transformed into a rice plant, the staple food of the local community. So rice is considered a holy and sacred plant. This ritual is a way of honoring the existence of Dewi Sri (Goddess of Rice) who has given blessings to the lives of the people of Banceuy Traditional Village by dancing and singing Dewi Sri. The method used in this research is a qualitative method with a qualitative descriptive approach, through observation, literature study and interviews with traditional leaders of the Banceuy Indigenous village using purposive sampling techniques. The research results show that communication and the role of local leadership through the Ngaruwat Bumi ritual in Banceuy Subang Village is a local tradition that emphasizes the importance of ritual in fostering dialogue between humans and nature. This involves various aspects, including verbal, symbolic and social interactions, which aim to maintain and strengthen cultural identity and community values. These rituals also function as mediators of conflict between local residents and external authorities, increasing cultural awareness, environmental conservation, and social life.

Abstract

This research discusses the cultural communication of wayang golek performances made fromwaste in Bogor City, West Java. In the midst of the phenomenon of cultural degradation in bigcities, Sanggar Edas Bogor City is still maintaining the existence of wayang golek, especiallymaintaining cultural preservation while caring for the environment. This research uses anethnographic communication approach which consists of three stages, communicative situations,communicative events, and communicative actions. This research, which was conducted from 2023to 2024, used descriptive qualitative research methods through observation data collection,interviews and documentation studies. The research results show that the three stages of theethnographic communication study model, namely the communicative situation, explain that theconditions when communication occurs in a wayang golek performance are adjusted depending onthe place, time or communication activities in a wayang golek performance. The second stage,namely communicative events, explains that communicative events include all of the componentsand complete devices, starting from the purpose of communication, common topics throughmessages related to awareness of environmental damage due to uncontrolled waste, involvingparticipants who use the same language varieties, maintaining Sundanese language rules. the sameway to interact in a wayang golek performance. And the third stage, namely communicative action,is the process of exchanging environmental messages, ideas and feelings between the puppeteerand the audience

Abstract

The Community Partnership Program (PKM) education on organic waste management as an effort to communicate waste emergency mitigation. The partner is SMAN 1 Margaasih Bandung Regency, which has a total of around 1,080 students plus school personnel, including leaders, teachers, education staff, and school canteen traders, all of whom produce a significant amount of waste daily. The issue faced by the partners is their lack of awareness about the waste emergency in Bandung Raya (include Bandung Regency), as well as their lack of understanding regarding waste sorting and the various methods of handling different types of waste. The problem-solving approach with Generation Z involves the PKM team's KIE outreach on emergency waste mitigation, interactive games, and waste sorting simulations according to different waste types, as well as facilitating the use of Kang Empos buckets. The method implemented includes broadcasting the outcomes achieved in this PKM activity, which are an increase in awareness and mindset about the importance of maintaining the cleanliness of the school environment, realizing the existence of a waste emergency in Bandung Raya, and starting a new lifestyle by bringing a tumbler and a container for snacks to the school canteen. This initiative aims to establish a zero-waste lifestyle, enhance soft skills (empathy and responsibility), and encourage SMAN 1 Margaasih students to create positive content or share stories on social media about waste emergency mitigation, as they see on various social media platforms.

Abstract

Tourism in West Java is very diverse, ranging from massive tourist destinations and alternative tourism. One form of alternative tourism is a tourist village. The presence of a tourist village is an alternative for people who want to visit the beauty and uniqueness of a particular place. Various kinds of tourist villages in West Java have been widely exposed on social media through various kinds of creative content of ordinary social media users and content creators. The West Java Provincial Government formed a community tasked with reaching out to tourist villages and promoting them through social media, the community was named Smilling West Java Ambassador (SWJ Ambassador). The mechanism carried out by SWJ Ambassadors in carrying out promotional activities for tourist villages in West Java is by creating creative content in the form of videos or photos through each ambassador's Instagram. The conceptual framework used includes Creative Content Promotion Strategy in SOSTAC Analysis, social media, SWJ Ambassador program. This research uses a constructivist paradigm with a case study method on creative content promotion of tourist villages by the Instagram account @aqqiki_. Data collection techniques used in-depth interviews with informants and observation of tourist villages that became objects in the selected content. The results found that SWJ Ambassador @_nikenaf carried out a creative content strategy with the SOSTAC model (Situation, Objective, Strategy, Tactics, Actions, Control) and with limited capabilities and the absence of a creative team, sometimes the results and consistency of making promotional content were less massive.

Abstract

Lisa Manobal is a KPOP idol from Buriram, Thailand, who is a member of the biggest female vocal group in the world, BLACKPINK, from South Korea. As a Southeast Asian KPOP idol, Lisa suffers from discriminatory behavior due to the high issue of racism in South Korea, making it quite difficult for non-Korean idols, especially Southeast Asia, to have a long-lasting career. The purpose of this research is to find out how signs, markers, social reality, and personal branding of Lisa Manobal in the midst of the issue of racism, based on the Woody Show x Lisa broadcast uploaded on YouTube in 2021. The purpose of this research is to find out how signs, markers, social reality, and personal branding of Lisa Manobal in the midst of the issue of racism, based on the Woody Show x Lisa broadcast uploaded on YouTube in 2021. This study uses a qualitative method approach, to deepen the research, the researcher also uses Ferdinand de Saussure's semiotic analysis, Peter L. Berger's social reality construction theory, and Peter Montoya's personal branding theory. Researchers used data triangulation techniques to obtain answers from online interviews with informants. The results of the study shows that, the signified and signifier in the Woody Show x Lisa show are in dialogue, Lisa Manobal is branding herself as a global musician while at the same time opening up about her identity as a Thai amid the issue of racism. In reality, the issue of racism that is rooted in the social environment can become a barrier to one's goals, because there is an attitude of discrimination, and is more concerned with race and origin than quality. However, Lisa Manobal was able to maintain her career and personal branding, based on Peter Montoya's eight personal branding concepts as benchmarks, namely specialization, personality, leadership, distinctiveness, visibility, unity, persistence, and goodwill. Lisa Manobal has these eight concepts that allow her to maintain a career amidst this racism.

Abstract

This study explores stakeholder participation in waste management communication in Bandung City, which frequently faces waste emergencies. Despite the government's implementation of various waste management programs, the issue remains unresolved. Effective waste management requires active collaboration among all stakeholders, including government agencies, non-governmental organizations, media, and community leaders. Using a constructivist paradigm with a qualitative case study approach, this research examines the roles of government entities (Bandung City Environment Agency, PD. Kebersihan, and Bapelitbang), non-governmental actors (Forum Bandung Juara Bebas Sampah/BJBS, including environmental activists, academics, and business representatives), as well as media and community leaders. Informants were purposively selected based on their involvement in waste management efforts. Findings reveal that collaboration occurs between the government, legislators, and grassroots environmental activist groups, such as BJBS, which directly engages in waste management initiatives. However, from a pentahelix collaboration perspective, effective communication requires greater involvement of mass media, both conventional and digital. Currently, waste management communication relies mainly on social media accounts with limited reach, such as Humas Bandung, Dinas Lingkungan Hidup Kota Bandung, and Forum BJBS. This limited engagement hinders public awareness and participation. To achieve a sustainable solution, public involvement and awareness must be strengthened, ensuring that waste management is a shared responsibility rather than solely the government's duty.
