Abstract

This paper investigates the relationship between economic growth and CO2 emissions from 1994 to 2018 using a panel approach from eight ASEAN countries. We found an established result using the Panel ARDL Pooled Mean Group method. First, the panel Cointegration analysis shows a significant long-term relationship between GDP and CO2 emissions. Second, the error correction mechanism shows a stable and consistent value. Third, we found that GDP has a significant long-term effect on CO2 emissions in ASEAN countries. Fourth, our results also show that GDP significantly impacts CO2 emissions in the short term for four countries: Indonesia, Malaysia, Thailand, and Cambodia. Based on these empirical results, implications and policy recommendations are presented. ASEAN countries should implement green growth policies by encouraging economic development which does not suppress the environment.

Abstract

Indonesia sebagai negara kepulauan dengan wilayah laut yang luas menyimpan potensi perikanan besar, namun kini menghadapi tekanan serius akibat overfishing dan fragmentasi kebijakan lintas sektor. Pendekatan kebijakan berbasis neraca komoditas masih gagal merepresentasikan dinamika ekologi, stok ikan, dan nilai jasa ekosistem laut. Dalam konteks ini, Ocean Accounting (OA) berbasis System of Environmental-Economic Accounting (SEEA) menawarkan kerangka integratif yang menyelaraskan aspek ekologis dan ekonomi secara sistematis. Meski Indonesia telah melakukan inisiasi Ocean Accounting, nihilnya legalitas formal menyebabkan implementasinya belum optimal dan tidak menjadi acuan normatif dalam kebijakan nasional. Untuk mendorong pengelolaan perikanan berkelanjutan, policy brief ini merekomendasikan legalisasi SEEA, reformulasi neraca komoditas agar menginternalisasikan dimensi ekosistem, serta integrasi lintas lembaga dalam satu kerangka regulasi berbasis SEEA. Tanpa langkah strategis ini, keberlanjutan perikanan nasional akan terus terancam oleh paradigma lama berupa eksploitasi ekonomi.

Abstract

Non-market value plays a crucial role in the economic valuation of natural resources and the environment. Therefore, this study aimed to estimate the non-market value derived from the development plan of a flower garden area in the Blora Regency. This valuation included individual and aggregate willingness to pay (WTP) and the factors influencing WTP. This study used the Contingent Valuation Method (CVM) as the research approach, with logistic regression as technical analysis. A total of 250 questionnaires were completed by residents of Blora, resulting in a mean value of individual non-market WTP of IDR 10,605 as an entry fee and an aggregate value of IDR 97,567,748/year. The results show that the higher the bid, the lower the probability of paying. Another interesting outcome was that people with an income of over five million and living close tothe garden development plan area had a greater probability of paying than others. These findings provide an overview of the Blora government’s efforts to improve access to areas and facilities within gardens to attract people outside of the characteristics that significantly affect WTP.
