Abstract

This study describes the service of issuing a sailing permit at Untia Port. The data used are primary data obtained from the observation process as well as several community was in the very satisfied category with a percentage of 77.8% while the satisfied category was 22.2%. This requires a wise, detailed explanation, fostering, directing and persuading to respond to all forms of procedures and work mechanisms that apply in a company, so that the form of service gets a positive response. The reliability of the services provided by administrative officers is in the very satisfied category with a percentage of 66.7% while the satisfied category is 33.3%. Good service, hospitality, courtesy, punctuality, and speed in service delivery are important values expected by the community. This is in accordance with the results of the punctuality data provided by the officers in the very satisfied category with a percentage of 75% while the satisfaction category is 25%. The results of the research based on speed/response of administrative officers were in the very satisfied category with a percentage of 75% while 25% satisfied category from 36 respondents said that on average they were very satisfied with the administrative services provided by the harbormaster at Untia Port.

Abstract

This research is based on the rise of UAUC (Unsafe Act Unsafe Condition) which triggers a threat to the safety of ship crews. This happened as a result of the negligent implementation of the ISM Code on board. The methods used are observation and interviews, so as to produce qualitative data which will then be transformed into useful information. Based on the results of observations and interviews, it is known that there are several factors that cause the low implementation of the ISM Code on board such as a lack of concern and an attitude that is indifferent to regulations and responsibilities towards the ISM Code. The implementation of the ISM Code can be done by checking the completeness and functions of pyrotechnic, SART, fire plan, fire hose box, SCBA as well as programs such as SIRE and periodic audits. The implementation of the ISM Code can be improved by means of training and education, the implementation of incentives for crew members who comply with ISM Code procedures, as well as toolbox activities and regular monthly safety meetings. Based on these findings, the researcher suggests that the ship and its crew increase awareness, understanding, and concern for the ISM Code so that they can avoid the possibility of bad things happening in the future and safety is more guaranteed.

Abstract

This Cargo handling operations are one of the key elements in ensuring the smooth operation of a port, where speed, accuracy, and safety are important indicators for assessing service effectiveness. This study aims to analyze the effectiveness of cargo handling processes at Makassar Port carried out by PT. Pelni Makassar Branch using the ship’s crane as the main equipment. Common problems encountered in cargo handling include limited shore-based equipment, weather conditions, coordination among related parties, as well as technical and operational factors of the ship’s crane itself. The research method used is a descriptive qualitative approach, with data collected through direct field observations, interviews with operational staff, documentation, and literature studies. The data were analyzed by comparing the standard cargo handling time with the actual time achieved, as well as reviewing constraints and improvement measures taken. The results show that the use of the ship’s crane provides high flexibility in the cargo handling process, especially in conditions where port cargo handling equipment is limited or unavailable. However, the effectiveness of the ship’s crane is influenced by lifting capacity, technical condition of the equipment, operator experience, and cargo stowage arrangement inside the vessel. Observations indicate that the average cargo handling speed using the ship’s crane is slightly below the optimal standard due to waiting times and technical constraints, such as equipment maintenance, vessel positioning adjustments, and unfavorable weather conditions. Nevertheless, good coordination between the vessel’s crew, crane operators, and stevedores can minimize delays. This study recommends improving operator training, conducting regular equipment maintenance, optimizing cargo stowage planning, and integrating operational schedules between the port and vessels to enhance cargo handling effectiveness at Makassar Port.
