Abstract

Based on data from the National Transportation Safety Committee (KNKT), 178 accident cases have been investigated from 2018-2023. Of the 178 cases, 102 cases were classified as very serious cruise ship accidents (very serious marine accidents) and 76 cases were classified as incidents. This research aims to analyze preventive measures for shipping safety in Indonesia. This research is a type of qualitative research with qualitative descriptive analysis methods and literature reviews.

Abstract

Digitalization of education is a logical consequence of developments over time, a response to educational services that are experiencing changes in both the learning system and learning culture. Developments in the field of education are closely related to the term innovation. Innovation in the realm of education is an obligation for all educational actors. Moreover, the development of science and technology is growing rapidly. The parenting pattern that has been implemented in most vocational schools within the Ministry of Transportation is still more of a manual system that cannot be connected directly to digitalization. The aim of the process of developing digitalization of parenting patterns is expected to increase efficiency and optimization in many ways, including efficiency and optimization of parenting activities, connectivity between institutions or units involved in parenting, access to data related to parenting patterns, personal data of cadets and caregivers, as well as ease of use. information in accessing rules relating to parenting patterns. The research method used is a mixed type of research. Mixed research is the use of two types of research, namely qualitative and quantitative in one study. The research location is planned to be carried out at a vocational school under the Ministry of Transportation (Poltekpel Sorong). This research then produced an online-based digitalization development desktop software and was then named the see cadet application website. This development and research uses the ADDIE Development Model, namely the analysis stage, design stage, development stage, implementation stage and evaluation stage.

Abstract

The waters of Raja Ampat in Papua are one of the world's top maritime tourism destinations, attracting over 30,000 tourists annually since 2020. However, the challenging geographical conditions, such as shallow coral reefs, strong sea currents, and busy speedboat traffic, significantly increase the risk of maritime accidents. According to the National Disaster Management Agency (BNPB), from 2012 to 2024, six incidents in the area caused serious accidents, including vessel damage and injuries. This study aims to analyze the risks of tourist speedboat accidents in Raja Ampat using three complementary risk assessment methods: the Swiss Cheese Model (SCM), interviews, and questionnaires. The Swiss Cheese Model identifies gaps in several layers, such as Environment and Weather, Vessel and Safety Equipment, Skills and Competence of Operators, and Tourism Safety Management and Regulations. The analysis shows that the skills and competence of boat operators are significant weaknesses in accident cases, and it recommends that boat operators in Raja Ampat participate in SCRB (Survival Craft and Rescue Boat) training and certification programs.

Abstract

Keselamatan pelayaran merupakan aspek penting dalam operasional kapal untuk menjamin keamanan awak kapal, penumpang, muatan, dan lingkungan laut. Salah satu upaya peningkatan keselamatan di atas kapal dilakukan melalui pelaksanaan latihan keselamatan (safety drill) secara rutin guna meningkatkan kesiapsiagaan awak kapal dalam menghadapi keadaan darurat. Penelitian ini bertujuan untuk mengetahui kendala dalam pelaksanaan latihan keselamatan di KM. Sabuk Nusantara 98 serta upaya yang dilakukan untuk mengoptimalkan pelaksanaannya. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif melalui observasi, wawancara, dokumentasi, dan studi kepustakaan selama praktik laut (prala). Hasil penelitian menunjukkan bahwa pelaksanaan latihan keselamatan di atas kapal belum berjalan optimal akibat rendahnya disiplin dan kesadaran awak kapal, kurangnya pemahaman terhadap tugas saat keadaan darurat, lemahnya koordinasi antar awak kapal, serta keterbatasan waktu pelaksanaan latihan. Selain itu, kondisi alat keselamatan yang belum mendapatkan pemeriksaan dan perawatan rutin turut memengaruhi efektivitas pelaksanaan safety drill. Upaya yang dilakukan untuk meningkatkan pelaksanaan latihan keselamatan meliputi pelaksanaan latihan secara rutin sesuai prosedur, peningkatan koordinasi dan disiplin awak kapal, pemberian pengarahan sebelum latihan, serta pemeriksaan dan perawatan alat keselamatan secara berkala. Dengan pelaksanaan latihan keselamatan yang baik, kesiapsiagaan awak kapal dalam menghadapi keadaan darurat diharapkan dapat meningkat sehingga keselamatan pelayaran dapat lebih terjamin.

Abstract

Background: Wing-in-Ground-effect (WIG) craft generate lift by operating at the air–water interface, enabling a unique mode of very high-speed maritime transport that is particularly suited to the highly complex nature of coastal and archipelagic regions. However, their distinctive operating characteristics high speed and low altitude present significant safety issues that require advanced navigation and communication systems. Objective: This paper investigates navigation and communication systems associated with the safety of WIG craft under relevant international maritime rules (International Convention for the Safety of Life at Sea SOLAS; IMO Guidelines for Wing-in-Ground Craft (MSC.1/Circ.1592). Methods: A qualitative regulatory analysis and R&D methodology is used to analyze the alignment of international standards with WIG operational requirements, as well as to examine barriers to the implementation of domestic maritime systems. Results: In the marine context, this study identifies major navigational technologies such as GNSS, radar, AIS, and integrated bridge systems for navigational awareness and collision avoidance. The integration of GMDSS communications and satellite-based technologies is indispensable for enabling coherent coordination and emergency response operations. SOLAS provisions do not fully satisfy all WIG operational requirements, while the application of IMO guidelines may result in disparate standards across jurisdictions. Conclusion: A harmonized and risk-based navigation and communication safety framework is proposed, integrating SOLAS provisions and IMO WIG Guidelines to address identified regulatory gaps. The framework aims to promote regulatory consistency and support the safe integration of WIG craft into national and international maritime transport systems.
