Abstract

Flooding in urban communities unintentionally reduces resilience, as seen in the partner area of RT 13 Pondok Betung, South Tangerang. Flooding disrupts residents' activities, impacting the economy, health, and environment. This community service activity aimed to raise awareness of the importance of early warning and inclusive community participation in flood disaster management. The activities were implemented in three stages: preparation, implementation, and evaluation, which involved the team and partners. The implementation activities focused on education on disaster mitigation, the implementation of inclusive early warning technology and a flood information system, and community capacity building through the formation of a Disaster Resilience Task Force. The program integrates early warning technology and social participation through the implementation of the Flood Information System (SIBAR). This demonstrates significant effectiveness in enhancing community-level disaster preparedness capacity. Evaluation findings through discussions and questionnaires indicated an increase in community awareness and response to flood risks following the intervention. Prior to SIBAR’s implementation, residents largely relied on informal information. Following the introduction of the inclusive early warning system, 83.3% of the respondents reported receiving real-time warnings via digital messages. Awareness of evacuation routes and emergency response procedures increased by 98%, indicating a significant shift from traditional alert patterns to technology-based preparedness. SIBAR also successfully expanded inclusivity by engaging women and senior citizens who were previously less involved in disaster management discussions, thus strengthening social cohesion by 91,6%. Adapting technology accessible to users with varying levels of digital literacy through the use of color-coding and simple text messaging contributed to a 100% user understanding rate. In addition to showcasing the principles of appropriate technology that is affordable, adaptive, and based on community ownership, this model has also proven viable for replication in other urban areas as a sustainable solution.

Abstract

Indonesia recorded 2,560 search and rescue (SAR) incidents in 2024, underscoring the need for leaders who can make rapid yet safety centered decisions in hazardous environments. This study examines leadership in critical decision making during high risk SAR operations through a qualitative case study of a man overboard incident handled by the Ambon Search and Rescue Office. Data were collected through in depth interviews with key informants, field observation, and review of operational documents, then analyzed using iterative reduction, descriptive synthesis, and triangulation. The decision chronology shows that operational authority was concentrated at the field commander (Dantim), with coordination intended to supply situational input before actions were authorized. However, decision quality was constrained by gaps in information synchronization across teams and command levels, particularly regarding dive planning, reporting, and validation of high risk actions. Operational stressors, including time pressure, extreme sea conditions, limited resources, external demands from family and media, and emotional strain after a teammate loss, influenced risk appraisal and could narrow attention toward mission urgency. Post operation evaluation indicated fatigue and equipment malfunction as proximate contributors to the rescuer’s fatal incident, alongside weaknesses in briefing and debriefing discipline. Strengthening rescuer safety requires clearer communication pathways for critical decisions, structured briefings and debriefings, fatigue management, equipment reliability controls, and stress informed decision training within a clear command accountability structure.

Abstract

This study examines the governance of Indonesia’s urban search and rescue team (INASAR/Basarnas) in the 2023 Türkiye earthquake and the 2025 Myanmar earthquake, where life-saving operations were highly time-sensitive. Anchored in the 72-hour golden time, it addresses a central question: why did a classified international USAR team with early access to situational information become operational only around day six in both missions? Using a qualitative explanatory multi-case design, the study draws on semi-structured interviews, mission reports, and operational guidelines. The analysis combines event logs, process mapping, and directed thematic analysis to trace the pathway from external trigger to initial operational readiness. The findings show that the delays were not caused by the absence of early information, weak technical capacity, or the lack of international requests. Instead, they emerged from a serial chain of governance bottlenecks involving delayed decision conversion, layered resource authorization, sequential financing access, the bundling of USAR with non-USAR assistance, cross-border clearance, and personnel-equipment desynchronization in practice. These processes reduced arrival-to-initial-readiness and narrowed the team’s potential life-saving contribution. The study proposes the concept of serial bottleneck deployment governance to explain how deployment delays are produced through interconnected governance processes on the sending-state side. It concludes that more effective deployment requires a dedicated USAR decision track, readiness financing, stronger standing readiness, and a more modular deployment design under emergency conditions.
