Abstract

This research discusses the implementation of the counseling program at Puspaga Balai RW on children's learning motivation. The focus of this research is the efforts of Puspaga facilitators in carrying out their role to bring public services, namely counseling, closer to the community. The research method used is qualitative research with descriptive methods. The research subjects were residents who had used Puspaga RW Hall counseling services. Data collection through in-depth observation and interviews. The conclusion of this research is that the Puspaga Balai RW counseling service is able to provide positive changes to children's learning motivation.

Abstract

In order to maximise public services as a support system for government administration, ongoing innovation is needed to raise the standard of public services. This study uses a qualitative methodology that involves creating a complex description, looking up words, compiling in-depth reports from respondents' perspectives, and studying real-world scenarios linked to enhancing online licencing services in the city of Surabaya via the SSW Alfa application programme. Research methods with qualitative descriptive and study focus include relative advance, Compatibility, Complexity, Trialability and Observability. Data analysis is based on the interactive data model from Miles and Huberman which consists of three activity flows that occur simultaneously, namely: data condensation, data presentation, and verification withdrawal. The results of the study show that SSW Alpha is based on: 1) Relative Advantage, the community is given the advantage of having easy access to permits; 2) Compatibility, there is a discrepancy in the flow of licensing and authority signing with previous innovations, therefore old innovations are no longer used; 3) Complexity, still complicated and trouble occurs and there are still incomplete files; 4) Triability, through the trial stages before the application is launched to the public; 5) Observability, making it easy for the public to observe and monitor the permit filing process and the convenience of officials to easily obtain licensing data.

Abstract

This research investigates the implementation of Corporate Social Responsibility (CSR) by Bank Jatim Surabaya in supporting the development of Micro, Small, and Medium Enterprises (MSMEs) in East Java. The research method employed a qualitative approach with data collection techniques such as in-depth interviews and observations. The findings indicate that Bank Jatim has successfully complied with existing regulations and provided significant assistance to MSMEs. However, there are some shortcomings, particularly in the aspects of socialization and administrative procedures. In conclusion, the CSR program of Bank Jatim has a positive impact on the growth and sustainability of MSMEs in East Java.

Abstract

ETLE (Electronic Traffic Law Enforcement) is a set of electronic devices that use Automatic License Plate Recognition (ANPR) technology in the form of cameras that automatically detect motorized vehicles and cars with traffic violations E-TLE system, which is part of law enforcement efforts, this system aims to reduce problems caused by traffic violations, such as congestion and accidents, and ensure order on the highway. The e-Tilang system was pioneered by the East Java Regional Police, especially the Surabaya Police, which has this innovation as a crucial role in improving safety and regularity of electronically based traffic, the implementation of ETLE tickets in Surabaya City has increased in 2022 and 2023 compared to 2021. Which in 2021 the ETLE program was intensified due to the Covid-19 pandemic in order to increase the efficiency of technology-based services. The ETLE camera system uses CCTV cameras that are monitored directly by Police Officers with a total of 22 monitoring camera points in several parts of Surabaya City. where each officer oversees 4 areas with 8 CCTVs on the monitoring screen. Although it has had a positive impact on the implementation of ticketing, there are many things that should be evaluated from the process of running E-TLE at Surabaya Police Station. Mainly in the process of implementing and providing maximum fines, as well as the limited number of employees and time in ETLE supervision. So that the Process on Performance and the Facilities used should be evaluated in the running of the ETLE system in Surabaya City. The method used in this research is descriptive qualitative. The focus of this research is to find out the results of the Evaluation of the E-Ticket Policy Program (E-TLE) at the Surabaya City Road Intersection The theory used in the research is Gupta & Jana's Evaluative performance theory. There are 4 indicators from this theory, namely total costs and fines, quality of planning and control, quality of decision making and system characteristics. The data collection technique in this study is by conducting interviews, observation and documentation. In this research, from these 4 indicators, some are quite appropriate, but there are still many shortcomings that should be evaluated from the system and the quality of performance of the Surabaya police litas unit. The performance evaluation of the E-Tilang program in Surabaya shows success in managing total costs and fines, the quality of planning and control, and the quality of decision making. This program includes the use of 40 CCTV camera units and fiber optic networks that support the effectiveness of law enforcement, as well as the management of fair fines. Careful planning and better coordination after the evaluation ensured efficiency in recording violations using gadgets and the E-Tilang application.

Abstract

Population administration is a key foundation of inclusive and equitable governance. However, vulnerable groups such as the elderly, persons with disabilities, individuals with mental disorders, and chronically poor citizens often face obstacles in accessing services. To address this issue, the Department of Population and Civil Registration of Gresik launched the "Pak Dalang Kepasar" program, a mobile administrative service targeting vulnerable populations. This study analyzes the implementation of the program using Van Meter and Van Horn’s policy implementation model, which includes six variables. The research applies a qualitative approach using interviews, observation, and documentation. Findings show that the program has clear objectives, measurable service targets, and a regular evaluation system. Human resources and equipment are relatively adequate, though some technical limitations persist in the field. Implementers exhibit a positive and inclusive attitude and successfully coordinate with village officials. Supportive social environments and economic challenges among citizens reinforce the urgency of this program. As of the study period, more than 200 vulnerable residents had received services. Overall, the program successfully reaches groups previously excluded from administrative services while promoting a more humane and responsive approach to vulnerable communities.

Abstract

Beban kerja mengacu pada jumlah pekerja yang perlu dipekerjakan untuk menyelesaikan tugas tertentu. Dengan mengetahui jumlah pekerjaan dapat di lihat dari berapa banyak pekerjaan yang harus ditanggung oleh pegawai, dan apakah terjadi kelebihan atau kekurangan staf. Data rata-rata waktu kerja yang diperoleh dengan mengukur waktu kerja operator yang diamati pada setiap tempat kerja digunakan sebagai data untuk menentukan waktu baku per-satuan waktu produksi pada setiap tahapan proses. Tujuan penelitian yaitu mengImplementasikan Sistem Informasi Pada Proses Analisis Beban Kerja Berbasis Web Untuk Meningkatkan Kinerja Pegawai di Kecamatan Tenggilis Mejoyo Kota Surabaya yang di gunakan untuk membantu instansi tersebut dalam hal Analisa beban kerja serta jumlah pegawai atau pekerja yang dibutuhkan untuk melaksanakan pekerjaan guna meningkatkan kinerja pegawai. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik wawancara dan kepustakaan yaitu jurnal artikel, buku sebagai hasil penelitian. Dalam penelitian ini mneggunakan teori dari Van Meter dan Van Horn (1975), ada enam variabel yaitu Standar dan sasran kegiatan, sumber daya, karakteristik organisasi pelaksana, sikap para pelaksana, komunikasi antara organisasi terkait dan kegiatan pelaksanaan, lingkungan sosial. Hasil penelitian menunjukkan bahwa sitem informasi Analisis Beban Kerja (ABK) masih belum maksimal karenasebagian pegawai di Sub Bagian Umum dan Kepegawaian dan Seksi Kesejahteran Rakyat dan Perekonomian belum sepenuhnya paham terkait penyusunan data pendukung yang akan di upload di Web ABK.

Abstract

A survey conducted by the Ombudsman of the Republic of Indonesia indicates that public services in Indonesia are still unsatisfactory, particularly in the healthcare sector, which is one of the basic rights of the community. Through the Social Security Administering Body (BPJS) program, the government strives to provide social security to the public, including access to quality healthcare services. However, there are still challenges in the effectiveness of public services, especially in the context of hospitals. A surprise inspection by the Mayor of Surabaya at the Dr. Mohamad Soewandhie Regional General Hospital revealed several deficiencies in service, which were subsequently addressed by the hospital with various improvements, including increased efficiency and the use of technology. Therefore, this study aims to explore the effectiveness of public services for BPJS patients at Dr. Mohamad Soewandhie Regional General Hospital in Surabaya, with the hope of providing deeper insights into the performance of public services in government institutions. This research uses qualitative research techniques with a descriptive strategy. The location of the study is Dr. Soewandhie Regional General Hospital in Surabaya. Based on our observations and interviews with various parties, we determined that the services provided by Dr. Soewandhie Regional General Hospital to BPJS Kesehatan patients have successfully achieved the main goals of the program, namely providing adequate and quality infrastructure, facilities, and healthcare services for patients. However, there are challenges such as the renewal of BPJS accounts that have expired.
