Abstract

Dalam sistem penyelenggaraan Ujian Keahlian Pelaut (UKP) bagi peserta Diklat Ahli Teknika Tingkat III (ATT-III), di samping Computer Based Assessment (CBA) test, dilaksanakan praktek komprehensif sesuai STCW 1978 dan amandemennya. Kecukupan sarana laboratorium dan simulator teknika dinilai sangat penting dalam penilaian praktek komprehensif. Salah satu kendala yang dihadapai oleh peserta diklat yaitu penyesuaian tempat ujian praktek komprehensif. Penelitian ini bertujuan untuk mengetahui kelayakan sarana prasarana laboratorim dan simulator teknika dalam mendukung ketercapaian praktek komprehensif pada uji keahlian pelaut bagi peserta Diklat ATT III. Metode yang digunakan dalam penelitian yaitu metode statistik deskiptif. Metode pengumpulan data yang digunakan yaitu observasi dan survei melalui angket kepada ahli, yaitu dosen/akademisi yang telah bersertifikat minimal ATT II. Kompetensi yang harus dimiliki oleh peserta diklat ATT III terdiri dari 4 fungsi. Berdasarkan penilaian ahli menggunakan skala, didapatkan hasil bahwa Fungsi 1 berupa permesinan kapal dengan 8 indikator, memiliki score sebesar 356 dari score maksimal sebesar 384, rata-rata 3,71 dari skala 4 sehingga persentase ketercapaian tes komprehensif sebesar 92,7%. Pada fungsi 2 berupa listrik elektronika dan sistem kontrol dengan 4 indikator, didapatkan score sebesar 184 dari score maksimal sebesar 192, rata-rata 3,83 dari skala 4 sehingga prosentase ketercapaian tes komprehensif sebesar 95,8%. Pada fungsi 3 berupa oral & praktek pada perawatan dan perbaikan permesinan kapal dengan 4 indikator, didapatkan score sebesar 186 dari score maksimal sebesar 192, rata-rata 3,88 dari skala 4 sehingga prosentase ketercapaian tes komprehensif 96,9%. Untuk fungsi 4 berupa pengendalian pengoperasian kapal dan perlindungan terhadap orang dengan 12 indikator, didapatkan score 576 dari maksimal score sebesar 576, rata-rata 4 dari skala 4, sehingga prosentase ketercapaian tes komprehensif 100%. Hasil tersebut menunjukkan bahwa fasilitas laboratorium dan simulator teknika sangat layak digunakan dalam menunjang pelaksanaan test komprehensif peserta diklat ATT III di Politeknik Pelayaran Surabaya.

Abstract

This study examines the passage planning process and the application of Risk Assessment Analysis on the MT. Kasim vessel, focusing on the route from Tanjung Gerem to Bengkulu. Through a mixed-method approach, the research identifies and evaluates critical risks in voyage planning. The findings demonstrate that integrating Risk Assessment Analysis into the passage planning process is crucial for enhancing ship safety and operational efficiency. The analysis reveals several key risks, including extreme weather conditions, navigational hazards, and potential technical failures. The study also emphasizes the critical role of the Second Officer in creating the voyage plan, with final oversight and approval from the Captain. In conclusion, the systematic application of Risk Assessment Analysis in passage planning represents a significant best practice in improving maritime safety. Recommendations include regular training, upgrading navigational technology, and developing a comprehensive risk database. This research contributes to a deeper understanding of risk management in the shipping industry and highlights the importance of a proactive approach in ensuring navigational safety.

Abstract

This research investigates the effectiveness of maritime education in developing a skilled workforce capable of facilitating global trade and economic development. Through qualitative analysis of the perspectives and experiences of maritime professionals, lecturers, and graduates, the study examines key areas including curriculum alignment, workforce competency development, technological integration, and sustainability. The findings reveal that while maritime education is effective in providing core technical skills, gaps exist in the integration of emerging technologies and environmental practices. Addressing these gaps by updating curricula to emphasize innovation and sustainability will better prepare graduates to meet the future challenges of the maritime industry. The research highlights the critical role of maritime education in shaping the next generation of industry leaders who can contribute to global trade efficiency and environmental stewardship.

Abstract

This research explores the role of maritime vocational schools in preparing graduates to become effective advocates for policy development and sustainability within the maritime industry. Through qualitative research and descriptive analysis, the study examines the perspectives of maritime professionals, lecturers, graduates, and government officials to assess the effectiveness of current educational programs. The findings highlight strong technical competency development but reveal gaps in policy understanding, leadership skills, and the practical application of sustainability principles. Collaboration between industry and educational institutions is effective, but greater government involvement is needed. To address these challenges, maritime vocational schools must enhance their curricula by incorporating modules on policy advocacy, leadership development, and sustainability. This will ensure that graduates are equipped to influence policy, lead teams, and promote sustainable practices, contributing to the long-term competitiveness and sustainability of the maritime industry.

Abstract

This research explores the transformative impact of digitalization on maritime operations, focusing on emerging technologies such as Artificial Intelligence (AI), the Internet of Things (IoT), and blockchain. Through qualitative research and descriptive analysis, perspectives from maritime professionals, lecturers, and graduates were examined to understand the integration of these technologies in maritime management, operations, and education. The findings reveal that digital tools significantly enhance operational efficiency, decision-making, and sustainability while highlighting challenges in workforce training and the gap between theoretical knowledge and practical application in maritime education. Despite the benefits, full optimization of these technologies is still developing due to varied adoption levels across the industry. The research emphasizes the need for investment in infrastructure, continuous professional development, and educational reform to fully leverage digitalization in the maritime sector.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh pelatihan dan disiplin kerja pegawai terhadap keselamatan kerja serta implikasinya pada pencegahan kecelakaan kerja di Politeknik Pelayaran Sumatera Barat. Permasalahan yang dihadapi dalam penelitian ini meliputi pelatihan pegawai yang kurang optimal, disiplin kerja yang bervariasi, dan tingkat keselamatan kerja yang masih perlu ditingkatkan. Populasi penelitian adalah seluruh pegawai di Politeknik Pelayaran Sumatera Barat, dengan sampel sebanyak 80 responden yang diambil menggunakan teknik purposive sampling. Penelitian ini menggunakan metode kuantitatif dengan desain cross-sectional, dan data dikumpulkan melalui kuesioner. Analisis data dilakukan menggunakan teknik SMART PLS untuk menguji hubungan antar variabel. Hasil penelitian menunjukkan bahwa pelatihan dan disiplin kerja pegawai berpengaruh positif dan signifikan terhadap keselamatan kerja. Selain itu, keselamatan kerja juga terbukti berpengaruh positif terhadap pencegahan kecelakaan kerja. Kesimpulannya, peningkatan pelatihan dan disiplin kerja pegawai secara signifikan meningkatkan keselamatan kerja yang pada akhirnya berdampak pada pencegahan kecelakaan kerja. Saran manajerial yang diberikan meliputi peningkatan program pelatihan berkualitas, penguatan sistem disiplin kerja, serta pengawasan ketat terhadap penerapan standar keselamatan kerja.

Abstract

This research aims to analyze the influence of training and safety technology on the performance of ship officers and its implications for human resource (HR) competence on the Dynamic Positioning 2 (DP2) vessel at PT Wintermar Offshore Marine Indonesia. The issues raised include significant investments in training, the use of outdated DP2 technology, and challenges in implementing training and compliance with safety procedures. The population of the study consists of ship crew members on board in 2024, with a sample of 80 Dynamic Positioning Officers (DPOs). The research method employs a quantitative approach, using questionnaires for data collection, and analysis is conducted using SMART PLS. The results indicate that training and safety technology significantly influence the performance of ship officers, positively impacting HR competence. The dimension that best reflects training is the relevance of the material, while for safety technology, the IoT system has a dominant influence. Based on the findings, it is recommended that the company adopt innovative approaches to problem-solving and update the satellite communications system to support field operations.
