Abstract

This study aims to understand and examine the economic relation between Indonesia and Japan. This paper questioned; how will the degree of Indonesia’s economic dependence on Toyota’s corporation affect the economic diplomacy through IJEPA? As analytical tools, this article used the concept of transnational economic diplomacy. This paper argues that Indonesia has experienced a very high economic dependency phase in the automotive sector, through Toyota Corporation. This dependence is not only on the existing corporation, but also on the partner country - Japan. Meanwhile, amidst the existing dependencies, the IJEPA agreement itself contains a major problem. It is seen that Japan’s offer through MIDEC program in the form of technology transfer has not yet shown its seriousness. As a result, negotiating agreements to implementation is considered a failure. The two findings are alternating to make Indonesia lower in the bargaining position of the next negotiation.Keywords: Transnational economic diplomacy, economic dependency, IJEPA, MIDEC, and Toyota.

Abstract

The aim of this research is to evaluate the state policies related to illegal migrant workers from South Sulawesi in Malaysia and to analyze the reasons behind the subordination of illegal migrant workers by the state through institutional instruments, despite their rights that should be protected by the state. By using the concept of Human Security to assess the fulfillment of migrant workers' rights and Critical Theory to examine the policies of handling illegal immigrants by Indonesia and Malaysia, this research relies on primary data from interviews with two informants and secondary data from relevant documents. The results of the research indicate that the rights of migrant workers in Indonesia have not been fully met, especially for illegal migrant workers who do not go through the BP2MI procedure. While the rights of legal migrant workers are more fulfilled because they follow the procedure, BP2MI is constrained by the Constitution in touching the individual rights of illegal migrant workers. The implications of this research include: 1) The need for Indonesia to tighten the Constitution regarding migrant workers, 2) The importance of society following the BP2MI procedure to ensure rights as legal migrant workers, and 3) The need for further research on the topic of migrant workers.

Abstract

Studi ini didasarkan untuk mengeksplorasi upaya perjuangan advokasi Greenpeace bersama Pemuda Adat Papua (PAP) atas masyarakat adat Awyu yang mengalami suboridinasi di tengah pembangunan neoliberal. Terdapat dua pertanyaan kunci yang diajukan dalam penelitian ini. Pertama, bagaimana agenda dan praktik pembangunan neoliberal yang dijalankan melalui struktur governmentality pada gilirannya mengeksklusi dan mengalienasikan keberadaan suku Awyu? Kedua, bagaimana upaya advokasi di tingkat akar-rumput? Penelitian ini menunjukkan pengeksklusian terhadap masyarakat adat suku Awyu tidak dapat dilepaskan oleh struktur sentralistik bergaya neoliberal dijalankan oleh negara. Praktik governmentality dapat diamati melalui kontrol langsung kepada masyarakat adat melalui beragam modus-modus pendisiplinan lewar ide pembangunan yang kian privat. Posisi Awyu lantas berada sebagai pihak the others atau sebagai pihak subaltern yang berujung pada marjinalisasi dan eksploitasi melalui program pembangunan sentralistik. Sebagai bentuk resistensi dari ketimpangan yang ada, lahirlah upaya advokasi secara domestik dan transnasional guna mewakili pihak sub-altern tersebut. Forest Defender Camp dan seruan #AllEyesonPapua adalah salah satu contoh gerakan kolaborasi yang dilakukan Greenpeace dan pemuda adat Papua serta seluruh elemen Masyarakat dalam perjuangan dari adanya ketidakadilan yang terjadi.   Kata Kunci: Advokasi, Governmentality, Neoliberalisme, Suku Awyu

Abstract

This study explores India’s defense modernization and strategic recalibration in response to China's growing geopolitical influence, particularly since 2014. The main goal is to analyze India’s evolving military doctrine, defense modernization efforts, and the integration of technological advancements to counter regional threats and strengthen its strategic position. A qualitative research design is employed using a case study approach. Secondary data from government reports, defense policy documents, and scholarly articles are analyzed through thematic and content analysis methods, enabling a comprehensive understanding of India’s defense strategies. India’s military doctrine has shifted from a South Asia-centric approach to embracing a broader Indo-Pacific framework. The "Make in India" and "Atmanirbhar Bharat" initiatives emphasize self-reliance, reducing dependency on foreign arms. Technological advancements in artificial intelligence, autonomous systems, and cybersecurity are central to India’s defense modernization. Strategic partnerships with countries like the United States and Israel have strengthened India’s military capabilities. However, challenges remain in bureaucratic inefficiencies, technological integration, and domestic defense industry development. India’s defense modernization is part of a proactive strategy aimed at long-term strategic autonomy and regional influence. This study contributes to a deeper understanding of India’s evolving defense strategy, blending technological innovation with geopolitical dynamics.

Abstract

This paper explained how harmful the implementation of good governance has been to the well-being of Indonesian people. The concept of good governance starts as a prescription from international finance institution to fix the economic condition of developing state and bring them towards prosperity. On recent developments, good governance has instead become an instrument of control to dictate the policy-making of developing state. This paper argued that good governance actually represents neoliberalism agenda which seeks to engineer the economic landscape of a certain country so it can be more compatible to the needs of global market. This would be proven by problematizing the concept of good governance as well as analysis on the definition of good governance provided by five of its main proponents: UN, UNDP, IMF, World Bank and OECD. Further evidence will be shown through case study in the implementation of Masterplan for Acceleration and Expansion of Indonesia’s Economic Development (MP3EI) which was made in the name of commitment to good governance principle. This paper found that the implementation MP3EI was only advantageous for businessmen and big corporates but tormenting the people of Indonesia. This was a paradox since good governance which is supposed to make a prosperous state instead tormenting the people that should be the state’s main constituent.

Abstract

This paper discusses the possibility of strengthening the theory of regionness through the concept of social capital. The urgency for this topic arises from stagnating trend of regionalism project across the globe and the lack of discussions in the role of social aspect in regionalism. According to Björn Hettne and Fredrik Söderbaum’s theory on regionness, the intensification of social interaction at the grassroot level will pave a way for the creation of a new entity they referred to as the ‘regional state’. However, the theory’s fallacy came from its reliance on an assumption that social interaction will always lead to convergence. As has been proven by the case of Brexit, sometimes social interaction can also cause divergence and the collapse of the regionalism project itself. This paper employs literature review method to argue that the concept of social capital can complement this theory. It argues that social capital, which is an immaterial resources created through social interactions, will be able to increase the degree of regionness in one region. Furthermore, this paper will also open up a possibility to include sociology study, namely the theory of social understanding, in complementing the theory of regionness and social capital. This paper concludes that regionness is a social capital brought to the regional level as part of a joint effort to create a new governance system unimagined by any individuals alone.

Abstract

Kabupaten Enrekang menghadapi permasalahan drainase yang kompleks akibat topografi bergunung, curah hujan tinggi, serta lemahnya integrasi antara sistem modern dan kearifan lokal masyarakat. Artikel ini merupakan hasil kegiatan pengabdian kepada masyarakat yang bertujuan mendukung penyusunan naskah akademik Rancangan Peraturan Daerah (Ranperda) tentang Sistem Drainase Perkotaan dan Pedesaan Kabupaten Enrekang. Kegiatan ini mengadopsi pendekatan partisipatif dengan mengintegrasikan pengetahuan teknis modern dan sistem tradisional Massenrempulu. Metode yang digunakan meliputi pendekatan yuridis-normatif dan empiris, kajian literatur, analisis spasial, serta diskusi multipihak. Hasil kegiatan menunjukkan bahwa integrasi kearifan lokal dalam desain sistem eco-drainage mampu meningkatkan efektivitas pengelolaan air, memperkuat partisipasi masyarakat, dan menurunkan risiko banjir hingga 40%. Rekomendasi utama dari kegiatan ini adalah pembentukan Unit Pengelola Drainase Terpadu berbasis kolaborasi pemerintah, masyarakat, dan lembaga adat. Upaya ini diharapkan menjadi model replikasi bagi daerah lain dalam mewujudkan tata kelola air yang berkelanjutan dan berkeadilan ekologis.

Abstract

Maritime routes in Kepulauan Riau Province, Indonesia, serve as pivotal entry points for narcotics trafficking and smuggling within the Southeast Asian region. This study delves into the establishment and evolution of these illicit networks by examining three key variables: demographic and socio-economic characteristics, operating structures and classifications, methods, means, and funding sources. Leveraging an analysis of 355 court rulings records, the authors constructed a comprehensive dataset encompassing these variables. The findings underscore the intricate nature of narcotics trafficking networks, spanning from production to distribution, with involvement at various levels across diverse demographics. Notably, the exorbitant earnings potential, with couriers fetching up to 700 million rupiahs, underscores the financial allure of the narcotics trade. Moreover, the research elucidates the pivotal role of public transportation modes, including ships, planes, and speed boats, in facilitating these illicit activities. Furthermore, the intricate web of relationships among defendants, ranging from familial to social ties, underscores the complex nature of these networks. The authors argue that effective law enforcement and prevention strategies necessitate a nuanced understanding of these social dynamics to combat narcotics operations effectively. The implication is that law enforcement and prevention must focus on specific individuals or groups and recognize patterns of social relationships utilized in narcotics operations.

Abstract

Contemporary China's economic growth has shown a prestigious, spectacular, and increasingly strategic position. This is due to the success of the Beijing’s administration in launching reforms program and open-door policy of the foreign economy in 1978. Based on this research, China's global initiation actually started with the vision and legacy of Deng Xiaoping's leadership, namely the policy of good neighbor relations which was in turn transformed by Xi Jinping through an assertive and ambitious style. This can be seen from the emergence of Belt and Road Initiative (BRI). This research shows that there are three factors underlying Xi Jinping's choice to formulate BRI as the foreign economic policy agenda. First, BRI is a reform in aligning cooperation and economic integration. Second, the emergence of BRI here is Xi Jinping's rationalization to avoid the risk of excess production capacity after the 2008 global financial crisis, so that BRI is used as a medium for relocating the excess capacity. Third, the emergence of BRI as a foreign economy policy is actually a continuation of the SOEs reform itself. That is, China's SOEs internationalization program must get a special arena through the full intervention of Xi Jinping.
