Abstract

The rapid growth of Pekanbaru City has led to illegal parking problems that have an impact on the smooth flow of traffic, security, and city order. Although the Transportation Agency through UPT Perparkiran has conducted patrols and enforcement, parking violations still occur frequently. The main problem lies in the lack of public awareness, weak policy socialization, limited human resources, and not optimal supervision. This research aims to analyze the implementation of Mayor Regulation Number 138 of 2020 concerning the Implementation of Parking in Pekanbaru City, especially on the implementation on Jalan HR. Soebrantas, and identify inhibiting factors in its implementation. This research uses the theory of public policy implementation by referring to the George C. Edwards III model, which highlights four main variables: communication, resources, disposition (executor attitude), and bureaucratic structure. The success of policy implementation is strongly influenced by clarity of communication, adequacy of resources, commitment of implementers, and a supportive organizational structure. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation of informants from the Transportation Agency, UPT Perparkiran, parking officers, and the public who use parking services on Jalan HR. Soebrantas. Data analysis was carried out by reducing, presenting, and drawing conclusions from the data obtained. The results showed that the implementation of Mayor Regulation Number 138 of 2020 still faces various obstacles. Communication and socialization of policies are not optimal so that people do not understand parking rules. Human resources, both in terms of number and competence of officers, are still limited. Supervision of parking implementation is also not optimal, so illegal parking violations still occur frequently. Increased socialization, officer training, and stricter supervision are needed so that the parking system in Pekanbaru City can run effectively and accountably. Abstract

Fenomena survei elektabilitas pada perhelatan pemilu (pemilihan umum) dan pilkada (pemilihan kepala daerah) saat ini menjadi suguhan bagi masyarakat. Tentunya salah satu komponen penting dalam melakukan kontrol oleh publik (masyarakat) terhadap kepemimpinan dan jabatan publik hingga di partai politik adalah survei elektabilitas. Di samping itu, faktor yang mempengaruhi survei menjadi perdebatan serius adalah literasi dalam memahami survei di bidang politik di kalangan masyarakat sangat minim. Di satu sisi, tanpa disadari pentingnya survei elektabilitas secara fungsi dapat hadir mengoreksi janji-janji politik seorang elit dalam menjalankan roda pemerintahan yang akan berdampak pada kehidupan masyarakat itu sendiri nantinya. Pengabdian ini dilakukan di Kecamatan Dayun Kabupaten Siak dan sasarannya adalah masyarakat. Metode berupa sosialisasi serta dilakukan FGD (Focus Group Discussion) dalam bentuk diskusi, brainstorming, dan simulasi dalam menemukan pemecahan masalah. Berdasarkan hasil pengabdian, diawal sebagian besar masyarakat Kecamatan Dayun diketahui masih belum memandang penting survei elektabilitas terhadap partai politik dan calon-calon yang akan diusung dalam pemilu mapun pilkada. Namun saat berjalannya sesi diskusi masyarakat dapat memahami pentingnya survei elektabilitas, dimana masyarakat secara luas bisa mengetahui apakah kandidat memiliki sikap yang sejalan dengan aspirasi publik. Hal tersebut membantu dalam menilai komitmen kandidat terhadap isu-isu yang relevan bagi kepentingan masyarakat itu sendiri, seperti ekonomi, kesehatan, pendidikan, lingkungan dan berbagai aspirasi lainnya. Survei elektabilitas juga berperan guna meningkatkan keterlibatan masyarakat dalam proses politik, dengan literasi data yang transparan tentu minat untuk berpartisipasi dalam pemilu dan pilkada akan meningkat karena publik merasa lebih terinformasi serta sadar akan pilihan politiknya.

Abstract

Illegal gold mining without a permit (PETI) at the Batang Teso Irrigation Dam in Marsawa Village, Kuantan Singingi Regency, Riau Province, has become a serious environmental and social issue due to its destructive impacts and lack of government supervision. The activity not only causes water pollution and ecosystem degradation but also endangers the health and safety of local communities. This research aims to analyze the role and involvement of the village government in mitigating illegal gold mining activities and to identify the collaborative strategies employed to control and prevent PETI in the Batang Teso area. Using a qualitative research approach combined with a literature review and case study method, data were collected through interviews with village officials, security forces, local communities, and related institutions, as well as through document analysis and field observations. The findings indicate that illegal mining has led to severe water contamination caused by mercury waste, the destruction of the irrigation system, and the decline of Batang Teso’s function as a community tourism site. Mitigation efforts have been conducted through cooperation between the village government, the Kuantan Singingi Police (Polres Kuansing), the Indonesian National Armed Forces (TNI), and the Department of Environment. These efforts include strict enforcement actions, socialization programs, public education, and community empowerment to promote alternative livelihoods that are environmentally sustainable. The study concludes that strong synergy between the village government, law enforcement agencies, and the community plays a crucial role in reducing illegal mining activities. Continuous supervision, legal enforcement, and sustainable livelihood programs are essential to protect both the environment and public health around the Batang Teso Irrigation Dam.

Abstract

This research is motivated by the phenomenon related to the Jemput Antar Ibu Melahirkan (Jamela) program, namely the absence of a team that records pregnant women who want to give birth. There are several village areas that are difficult to reach by ordinary vehicles, in addition to the customary factors of giving birth to traditional birth attendants to preserve local culture. This study uses qualitative research methods, research data obtained by interview techniques. The results of this study are: (1) the implementation of the Jemput Antar Ibu Melahirkan (Jamela) program at the Perhentian Luas Health Center, Logas Tanah Darat District, Kuantan Singingi Regency 2018-2023 has not been implemented optimally, because the aspects of communication and resources have not been implemented optimally. Meanwhile, the aspects of disposition and bureaucratic structure of the implementing party have been implemented; and (2) the factors that become obstacles to the implementation of the Jemput Antar Ibu Melahirkan (Jamela) program at Puskesmas Perhentian Luas, Logas Tanah Darat District, Kuantan Singingi Regency 2018-2023 are consists of internal and external factors. Internal factors come from the puskesmas, such as the absence of adequate vehicles to reach all Puskesmas working areas, the absence of a socialization team from the Puskesmas, lack of number and availability of midwives in following up the Jamela program, and the fact that the midwife on duty is not in place during working hours. While external factors come from the community, namely some people who still entrust the birth process with traditional birth attendants due to local customs and culture, and the lack of public awareness about the importance of giving birth in accredited health facilities. Abstract

Community Based Tourism (CBT) is a key strategy for sustainable tourism development, particularly in areas rich in natural and cultural resources such as North Rupat Sub-District, Bengkalis Regency. Despite its designation as a National Tourism Strategic Area, CBT implementation in North Rupat continues to face challenges including inconsistent community participation, limited mentoring, and weak program sustainability. This study employs a qualitative approach within the pentahelix framework government, academia, business, community, and media to analyze stakeholder roles in tourism development. Data were collected through in-depth interviews with eight purposively selected informants directly involved in tourism activities, supported by participant observation and documentation. Data were analyzed using the Miles and Huberman interactive model through stages of data reduction, presentation, and conclusion drawing. The findings reveal that while all actors contribute to tourism development, weak coordination and limited long-term mentoring hinder the effectiveness and sustainability of CBT initiatives. This study contributes by applying the pentahelix collaboration model to the context of North Rupat for the first time, integrating it with the concept of community based tourism. Strengthening community capacity, adaptive governance, and cross-sector collaboration is essential to achieving sustainable tourism development and inclusive local economic growth.

Abstract

The problem of waste transportation in Pekanbaru City in 2023 remains a pressing environmental issue due to the suboptimal performance of the local government. This study aims to analyze the implementation of the Pekanbaru City Regional Representative Council (DPRD)'s oversight function regarding waste transportation. The approach used was descriptive qualitative, with data collection techniques through interviews and documentation, involving informants from the DPRD, the Environment and Sanitation Agency (DLHK), and the community. The research analysis utilized Siagian's oversight theory in Ardansyah (2014), which distinguishes between direct and indirect supervision. The results indicate that DPRD supervision is implemented through Commission IV in coordination with the DLHK. Direct supervision is conducted through field visits and unannounced inspections to follow up on findings of delays in waste transportation, which cause backlogs at several locations. Meanwhile, indirect supervision is carried out through working meetings and discussions of the DLHK's Government Agency Performance Report (LKjIP) to request explanations and ensure follow-up on field issues. This study concludes that the DPRD's oversight function has been implemented but has not been optimal in ensuring the effectiveness of waste transportation in Pekanbaru City. Abstract

Waste management is a mandatory government responsibility, although not included in basic services, particularly in the environmental sector. The government's role in waste management is crucial to creating a clean, tidy, and healthy environment, and preventing the spread of waste without proper management. Difficulties in managing waste effectively are caused by the unequal availability of waste management facilities, government policies and regulations, including sanctions for violators, low public awareness of proper waste disposal, and other factors such as socioeconomic conditions that influence waste management culture and behavior. This research was conducted in Tembilahan District, Indragiri Hilir Regency with the aim of describing the government's role in waste management. The method used is a qualitative approach with a qualitative descriptive research type. The theoretical basis uses the role theory of Ryaas Rasyid which includes three main indicators, namely: 1) Regulator, 2) Dynamicator, and 3) Facilitator. Based on the research results and referring to Ryaas Rasyid's theory (in Labolo, 2010), in the regulator indicator, the government has issued regional regulations; however, implementation in terms of law enforcement and imposing sanctions on violators is still not optimal. From the Dynamic indicator of the government's role, the relevant agency has formulated public service innovations, namely the Waste Patrol Team (TIMPAS) and the Environmental Complaint System (SI PANGLINK) to help educate the public through socialization and is running well. In the facilitator indicator, the government's role in providing waste management facilities and infrastructure has not been evenly understood. The conclusion that the government's role is still less than optimal is evident in the regulator and facilitator indicators, and the dynamic indicator that is already in place through public service innovation programs.
