Abstract

This research aims to determine the role of the principal in instilling a culture of quality education in schools. This qualitative descriptive research method takes the background of the State Vocational High School 3 Rejang Lebong. Methods for collecting data were direct interviews, observation, and documentation. The subjects of this research were the Principal of SMKN 3, Rejang Lebong, and the Deputy Head of Quality Assurance. The research object was carried out at SMKN 3 Reajang Lebong. Qualitative data is analyzed by identifying, clarifying, analyzing, and concluding data. The results of the research show: the role of the principal in instilling a culture of quality school education at SMKN 3 Rejang Lebong, which in the learning curriculum is used as a guideline for implementing learning activities with the aim of achieving education where the learning process emphasizes character formation, namely Active, Creative, Enthusiastic, Clean and Religious (AKBAR), as well as learning about the environment both internally and externally which will later be formulated to solve problems that arise in the school environment in order to realize the quality of education at SMKN 3 Rejang Lebong; The school principal carries out a strategy to achieve an effective school, namely through learning carried out optimally, students' potential is empowered as best as possible by aligning the curriculum with the business world and the industrial world in accordance with each skill competency at SMKN 3 Rejang Lebong, where currently SMKN 3 Rejang Lebong has collaborated with more than 65 industrial worlds, business worlds and MSMEs, as well as other agencies such as Bataliyon 144 Jaya Yuda and Kodim 0409 RL in the Latdastar Program; Obstacles or problems for a school principal in implementing a culture of quality education at SMKN 3 Rejang Lebong include limited facilities and infrastructure that do not support this due to the little land owned by SMKN 3 Rejang Lebong, as well as the diversity of ethnic cultures of its students. In conclusion, the principal has a role in instilling a culture of quality school education, which is included in the learning curriculum and is a reference in carrying out the learning process. Abstract

Background. Lecturer development is one of the right strategies in improving the quality of higher education. Purpose. However, evaluating the effectiveness of lecturer development programs is still an important concern in the context of higher education management to ensure their success and relevance. Method. This research aims to evaluate the effectiveness of lecturer development programs in the context of higher education management, with a focus on achieving goals, participant satisfaction, and its impact on lecturer performance. A mixed approach was used in this research, with a combination of quantitative and qualitative analysis. Data was collected through surveys with lecturers participating in the development program and in-depth interviews with development staff and related lecturers.   Results. The results of the analysis show that the majority of lecturers participating in the development program felt that the program was effective in improving their competence. However, there was variation in levels of satisfaction and perceived effectiveness between participants. Additionally, the impact of development programs on lecturer performance also varies, with some lecturers reporting significant improvements while others do not. Thorough evaluation of faculty development programs is critical to ensuring effective investment in higher education resources. Although most lecturers found the program useful, there were challenges in maintaining the program's consistency and relevance. Conclusion. Therefore, continuous improvement in the design, implementation and evaluation of lecturer development programs is needed to support continuous improvement in the quality of higher education. Hopefully this research can become a reference for future researchers in conducting research related to this field of research.

Abstract

Background. Background Customary law is a legal system that has existed since ancient times in many communities in Indonesia. However, with modernization and globalization, the use of customary law in land dispute resolution is often overlooked or defeated by positive law. Therefore, it is important to conduct a comparative analysis of the use of customary law in land dispute resolution to understand its relevance in the context of modern law. Purpose. The purpose of this study is to investigate the comparative use of customary law and positive law in land dispute resolution. The specific objective is to evaluate the effectiveness, fairness and sustainability of each approach in resolving land conflicts. Method. The research method used is a case study approach. Case studies were conducted on several cases of land dispute resolution in various regions in Indonesia involving the use of customary law and positive law.   Results. The results show that the use of customary law in land dispute resolution often provides solutions that are more in line with local needs and traditional values of the community. However, positive law also has an important role in providing legal certainty and protection of individual rights. Conclusion. Based on the results of the comparative analysis, it is concluded that both approaches have their own advantages and disadvantages. Therefore, the integration between customary law and positive law can be a more optimal solution in resolving land disputes in Indonesia, by taking into account the local context and individual rights in a balanced manner.
