Abstract

This study aims to analyze the implementation of the Electronic Identity Card (KTP-El) service policy in Humbang Hasundutan Regency, North Sumatra Province. This research is exploratory research with a qualitative approach. Data were collected through interviews, observations, and documentation. Informants were determined by purposive sampling and snowball techniques. The data analysis technique used the Spradley analysis model with four analysis stages: domain, taxonomic, componential, and cultural themes. The results of the study indicate that the implementation of the E-KTP service has not been optimal even though various efforts have been made, it can be seen from the unachieved target for the electronic E-KTP, which is caused by several factors, such as the lack of adequate socialization about the importance of the E-KTP, data recording tools, damaged networks, inadequate staff resources, and low public awareness of the importance of the E-KTP. Efforts that should be made are to conduct education and socialization in more detail and intensive on the significance of E-KTP to the public, repair damaged data recording devices and networks, conduct regular training for unskilled employees in providing E-KTP, clarify SOP regarding the time it takes to record an Electronic Identity Card.

Abstract

Abstract The Directorate General of Population and Civil Registration of the Ministry of Home Affairs has set performance achievement targets for 2024 for the Population and Civil Registration Offices at the regency/city level, as outlined in the Minister of Home Affairs Decree Number 100.4.6-635 Dukcapil of 2024. Accordingly, the Population and Civil Registration Offices are implementing various efforts and strategies to improve performance targets that are still relatively low, namely electronic ID card (KTP-el) recording (92.24%), Child Identity Card (KIA) ownership (33.32%), and the implementation of Digital Population Identity (IKD) (8.9%). However, these efforts and strategies have not been fully effective due to several obstacles, such as geographical conditions, limited telecommunications infrastructure, budget constraints, and shortages of KTP-el blanks. This research focuses on strategies to enhance the achievement of national targets, aiming to identify and analyze existing obstacles through SWOT analysis. This research is descriptive qualitative, with informants selected using purposive and snowball sampling techniques. Data analysis was conducted using qualitative methods, including organizing and preparing data for analysis, reading all data, coding data, identifying themes, developing interpretations, further analysis using analytical frameworks, and presenting and interpreting the research findings. The results indicate that, based on the SWOT analysis, achieving the performance targets requires extensive socialization efforts through social media platforms such as TikTok, Instagram, Facebook, and others. It is also necessary to establish collaborations with related agencies and user institutions to optimize the utilization of population data and documents. Abstract

Stunting merupakan masalah kesehatan serius di Indonesia, termasuk di Kabupaten Banggai dengan prevalensi 29,1% pada tahun 2023. Keterlambatan intervensi sering terjadi akibat keterbatasan data gizi anak yang akurat, terbaru, dan mudah diakses. Penelitian ini bertujuan mendeskripsikan pengembangan Aplikasi Adhimukti Brata Care Stunting berbasis AppSheet sebagai solusi pendataan gizi anak secara real-time. Metode yang digunakan adalah research and development (R&D) dengan model prototyping, meliputi tahap analisis kebutuhan, perancangan, implementasi, uji coba teknis, dan penyempurnaan. Data diperoleh dari hasil uji coba aplikasi, observasi proses input, serta masukan pengguna awal yaitu petugas DP2KBP3A, PKB, dan kader posyandu. Hasil pengembangan menunjukkan aplikasi mampu mempercepat proses input dan monitoring data, mengurangi kesalahan pencatatan, serta mempermudah akses informasi untuk pengambilan keputusan. Perbandingan kondisi sebelum dan sesudah implementasi menunjukkan adanya peningkatan pada kecepatan pelaporan, akurasi data, dan kemudahan monitoring. Disimpulkan bahwa aplikasi ini dapat memperkuat sistem pendataan gizi anak dan mendukung respons lebih cepat dalam penanganan stunting di tingkat daerah, dengan catatan perlu adanya pelatihan berkelanjutan, dukungan regulasi, dan peningkatan kapasitas SDM.
