Abstract

Fusarium wilting on banana crop caused by Fusarium oxysporum f. sp. cubense is one of the important disease in banana plant in Indonesia. This disease can cause plant to wilt and die, therefore bringing loss to the banana farmer and entrepreneur. F. oxysporum f. sp. cubense genetic variability analysis techniques can be done by in vitro or in vivo. One of F.oxysporum f. sp. cubense genetic variability analysis techniques by in vitro is RAPD-PCR. In this research, analysis is continued with pathogen test. Genetic variability analysis by in vivo is needed to determine the level of pathogen and the race. The result of genetic variability techniques by RAPD-PCR done by this writer indicates that there is a big relation/link difference between isolats from different island. Isolat from Mojokerto (East Java) is 100% genetically different compared to the one from West Sumatera. Later, result of pathogen test shows that Pisang Ambon Kuning is the most resilient compared to Pisang Raja and William Cavendish. Based on the level of pathogen, there are two race grouping, which are race 1 that attacks Pisang Ambon Kuning and race 4 that attacks Pisang Raja and William Cavendish. Scott-Knott analysis on 26 isolats results in no real difference between isolats tested.

Abstract

This research will be limited/limited regarding specific matters relating to government policies (efforts) in increasing compliance, socializing and growing awareness of taxation, to people who are at least approaching "tax minded"; and will be focused on individual taxpayers concerning simplicity, easy to understand and easy to implement, and on the elements of its development (socialization, counseling, communication) in order to increase compliance and awareness of the taxation referred to, which is marked by an increase in the number of taxpayers reporting (intensification) and the number of taxpayers. Registered tax and its reporting figures as an extensification effort in the field of taxation; as well as looking at the aspect of fairness, in the sense that it has been conveyed evenly to all citizens, especially those who have met the subjective and objective requirements, are easy and can be understood and accepted by all. This research uses quantitative research methods; Khasan Effendy in his book "Integrating Quantitative and Qualitative Methods" (2010: 90), writes as follows: "Quantitative research is research that uses theory as a framework for the whole research". The results of the study show that the parties in the end are compliance and awareness to carry out their tax obligations, which means an increase in state revenues, because this involves the livelihood of many people, agencies, certain individuals, the government itself and the general public.

Abstract

Perkembangan globalisasi menyebabkan persaingan yang ketat dalam perkembangan perusahaan atau organisasi. Oleh karena itu, perlu adanya manajemen sumber daya manusia yang efektif untuk dapat bersaing di era bisnis global. Penelitian ini kemudian bertujuan untuk melihat mengenai bagaimana implementasi kebijakan manajemen sumber daya manusia yang sifatnya efektif dalam meningkatkan kinerja organisasi di era bisnis global. Penelitian ini kemudian akan dilaksanakan dengan menggunakan pendekatan kualitatif deskriptif. Data yang digunakan di dalam penelitian ini berasal dari berbagai hasil penelitian dan studi terdahulu yang masih memiliki adanya keterkaitan dengan isi penelitian. Hasil dari penelitian ini kemudian menemukan bahwa dalam penerapannya, akan muncul berbagai tantangan seperti keterbatasan sumber daya manusia, perbedaan budaya dan nilai, serta sulitnya fleksibiltas. Oleh karena itu, perlu adanya beberapa solusi dalam menghadapi berbagai permasalahan ini, seperti penggunaan teknologi dan otomatisasi, peningkatan kesadaran terhadap nilai dan budaya, serta mengembangkan program keterlibatan karyawan.

Abstract

Service uncertainty, such as the length of printing time and procedures for correcting E-KTP data, is still a serious problem and there is still a lack of updated information on online service procedures provided by the Department of Population and Civil Registration. E-KTP service procedures and problems with online services via the website of the Department of Population and Civil Affairs. South Jakarta City Civil Registration. This research aims to describe the quality of public services in making E-KTPs at the South Jakarta City Population and Civil Registry Department. This research contains 5 (five) dimensions which are the initial requirements for services built according to the theory of Zeithaml, Berry and Parasuraman in Hardiyansyah, namely Tangibles, Reliability, Responsiveness, Assurance, Empathy. This study used descriptive qualitative method. The data collection techniques used were observation interviews and documentation. The author uses data analysis techniques with stages of data reduction, data presentation, verification and conclusions are prepared tentatively. Based on the research conducted, it is known that the quality of public services in making E-KTPs at the South Jakarta City Population and Civil Registry Department has not gone well. The author still finds problems related to limited facilities and infrastructure, lack of availability of blanks, lack of officer discipline. Meanwhile, the author looks at the model used for the quality of public services in making E-KTP at the population and civil registration sub-department which is carried out using a mechanical model, an organic model.

Abstract

The implementation and arrangement of management information systems in government and public service environments can be realized by optimizing the use of information technology which is increasingly developing with current changes. The use of information technology in an organization is a complete and interconnected unit in its work process as a system. The implementation of services based on management information systems or IT has become the standard in implementing IT-based government (E-Gov). SIMANJA is an Android-based application belonging to the South Tangerang City Public Works (PU) Department which functions as a public complaint service. However, in the application of the service, there is still a lot that needs to be improved, and there are still many people in South Tangerang who are still unfamiliar with the application. This research method uses a qualitative descriptive approach. In obtaining data, researchers used in-depth interview techniques. The results of the research are in six theoretical points where overall the South Tangerang City Public Works Department has implemented the six elements of excellent service in the SIMANJA application, although there is still room for improvement, especially in disseminating the application to the public and fast response.

Abstract

Organisasi dan manajemen pemerintah merupakan dua hal yang saling keterkaitan dalam mewadahi tata kelola pemerintahan. Untuk mencapai segala bentuk yang dicita-citakan dalam terselenggaranya pemerintahan, manajemen pemerintah adalah faktor utama, termasuk didalamnya organsiasi dan sumber daya yang tersedia. Dalam mencapai tujuan yang hendak di capainya, pemerintah juga memerlukan adanya akuntailits serta transparansi yang berfungsi sebagai pengawasan dalam tata kekola pemerintahan. Sehingga untuk menjamin terlaksanakan akuntabilitas tersebut maka diperlukan adanya sistem manajemen yang baik. Spesifikasi penelitian yang digunakan dalam tulisan ini adalah deskriptif-analitis. Deskriptif-analitis. Sehingga dari penelitian ini menghasilkan bahwa Fungsi pemerintahan terdiri dari fungsi-fungsi pelayanan (service), pemberdayaan (empowerment), dan pembangunan (development). Sedangkan fungsi dari manajemen sendiri antara lain adalah perencanaan, pengorganisasian, pengarahan dan pengendalian.

Abstract

The Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek), which is one of the main units in the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), is responsible for the use and management of state-owned assets in the form of land, in line with its duties and functions in providing higher education services. This research aims to describe and analyze the factors that hinder the implementation of policies related to the management of state-owned land assets within Ditjen Diktiristek Kemendikbudristek, particularly in higher education institutions (PTNs). The study employs a qualitative research method with a descriptive approach, using the four-dimensional policy implementation analysis framework proposed by Edwards III (1984), which includes communication, resources, disposition, and bureaucratic structure. Data collection for this research involved observations, interviews, and documentation. In analyzing the data collected, the researcher used models including data reduction, data presentation, and conclusion drawing or verification. Data for the study were obtained from fourteen informants, including the Director General of Diktiristek and his staff, as well as leaders of PTNs and relevant officials. Referring to the four dimensions proposed by Edward III, the communication dimension highlights the lack of information flow from the Directorate General of Higher Education, Research, and Technology (Ditjen Diktiristek) to public universities (PTN). PTNs do not receive sufficient information on how to implement regulations related to state-owned land assets (BMN). The resource dimension indicates that the quantity of human resources at both Ditjen Diktiristek and PTNs in managing state-owned land assets is inadequate, and the budget conditions have not yet reached the ideal amount. The disposition dimension shows that the response of the implementers at PTNs tends to be slow during the execution of policies related to managing state-owned land assets. As for the bureaucratic structure dimension, it is evident that there is no specific SOP outlining the handling of problematic state-owned land assets, and internal fragmentation occurs within PTNs, where the responsibility for managing these assets is often spread across various units or faculties

Abstract

Sistem Informasi Aplikasi Mobile Pajak Daerah Kota Tangerang merupakan sebuah inovasi yang dilakukan oleh Badan Pelayanan Pajak Daerah (BP2D) Kota Tangerang berupa aplikasi berbasis teknologi informasi yang diharapkan memudahkan masyarakat atau wajib pajak dalam memenuhi pelayanan perpajakannya. Metode penelitian ini menggunakan metode penelitian kualitatif. Berdasarkan hasil penelitian terhadap pelaksanaan Inovasi Badan Pelayanan Pajak Daerah (BP2D) Kota Tangerang Melalui Sistem Informasi Aplikasi Mobile Pajak Daerah Dalam Meningkatkan Pelayanan Publik terdapat 5 indikator jenis inovasi yaitu inovasi proses, inovasi, metode, inovasi struktur organisasi, inovasi dalam hubungan, dan inovasi produk. Faktor pendukung dalam pelaksanaan dalam inovasi Sistem Informasi Aplikasi Mobile Pajak Daerah adalah disambut dengan baik oleh sebagian wajib pajak serta dilengkapi dengan sarana dan prasarana yang membantu dalam pelaksanaan sosialisasi kepada wajib pajak yaitu berupa 2 (dua) buah mobil khusus. Sedangkan untuk faktor penghambat dalam pelaksanaannya adalah inovasi Sistem Informasi Aplikasi Mobile Pajak Daerah ini terkadang terkena hacking dan servernya yang terkadang down dan masih rumit dalam penggunaannya. Serta masih ada beberapa wajib pajak yang belum mengerti menggunakan aplikasi ini dan beberapa wajib pajak juga belum mengerti IT dan lebih suka melakukan pelayanan perpajakan secara manual dengan pergi ke kantor Badan Pelayanan Pajak Daerah (BP2D) Kota Tangerang.

Abstract

This study explores the optimization of public services through the application of Artificial Intelligence (AI), focusing on a case study of integrated administrative services at the sub-district level. The research aims to understand how AI can enhance the efficiency, accuracy, and accessibility of public services in a local government setting. Employing a mixed-methods approach, the study combines quantitative data analysis of service delivery metrics with qualitative insights from interviews with public officials and service users. The findings reveal that the integration of AI technologies, such as automated data processing, chatbots for customer service, and predictive analytics, significantly improves service delivery times, reduces errors, and increases citizen satisfaction. The study also identifies challenges in implementing AI, including technical infrastructure requirements, staff training needs, and concerns about data privacy and security. The research contributes to the growing body of knowledge on digital transformation in public administration, highlighting the potential of AI to revolutionize local government services. The study concludes with recommendations for policymakers and practitioners on effectively integrating AI into public service frameworks, emphasizing the need for strategic planning, stakeholder engagement, and continuous evaluation.

Abstract

The 2024 general election in Indonesia has become a global concern due to the potential vulnerabilities that could occur. Bawaslu Bekasi Regency as an organization that plays an important role in the election process, must have an effective strategy and culture in dealing with this vulnerability index. This study aims to determine the strategy and organizational culture of the Bekasi Regency Bawaslu in responding to the 2024 election vulnerability index. The results showed that Bawaslu Bekasi Regency has developed a solid strategy and culture in dealing with the vulnerability index, including improving the quality of human resources, improving communication with the community, and improving security and order. These results show that the Bekasi Regency Bawaslu is ready to face the 2024 election vulnerability index with an effective strategy and culture.
