Abstract

The utilization of the National Public Service Complaint Management System/People's Online Aspiration and Complaints Service (SP4N LAPOR) within the Ministry of Home Affairs (Kemendagri) has been implemented since 2018. Currently, the management of public complaints has also been formalized in Minister oh Home Affairs Regulation Number 8 of 2023 concerning Complaints Management within the Ministry of Home Affairs and Regional Governments. However, the utilization of the LAPOR application to accommodate public reports or complaints within Kemendagri has thus far not reached its maximum potential. The LAPOR application within Kemendagri is underutilized by the general public and government officials. Given the aforementioned issues, this research aims to explore the effectiveness of resolving public complaints through the LAPOR application within the Ministry of Home Affairs, identify emerging barriers in its resolution, and ascertain efforts made to address these barriers. This study adopts a qualitative method with a descriptive approach. To evaluate effectiveness, this research is grounded in the DeLone and McLean theory encompassing Information Quality, System Quality, User, User Satisfaction, Individual Impact, and Organizational Impact. The findings of this study indicate that the utilization of the LAPOR application within Kemendagri can be deemed effective in facilitating and resolving public reports. However, there remains dissatisfaction among the public regarding the responsiveness or answers to complaints, partly attributed to personnel rotations. The application system has successfully enhanced efficiency, albeit with some reports still being submitted through direct channels. Overall user satisfaction levels, as assessed through satisfaction ratings, are fairly good, and application integration has improved the quality and efficiency of complaint handling. The study also identifies several barriers in managing complaints through the LAPOR application, including human resource limitations, budget constraints, application features and accessibility, insufficient socialization, and lack of coordination among components. To address these challenges, the Directorate of Complaints Facilitation and Information Management (FPPI) of the Ministry of Home Affairs has undertaken various efforts, including monitoring and evaluation assistance, regulatory improvements, and external cooperation and coordination.

Abstract

This research departed from the problem of organizing the GaDIS program, the Pesawaran District Government formed the GaDIS Financial Aid Coordination Team as the organization implementing GaDIS assistance under "supervise" and the responsibility of the Pesawaran Regent. In carrying out its duties, the Coordination Team is assisted by a Team Secretariat consisting of elements from the relevant regional apparatus. With this assistance, it is hoped that BUMDes can be empowered and productive, which in the end will present or generate income for the village, and then of course that income will have a positive and significant effect on the independence and welfare of the village. The research method is basically a scientific way to obtain data with a specific purpose and use. The method chosen is closely related to the procedures, tools and research design used. The procedures and tools used in the research must match the research methods used. The implementation of the GaDIS Program which is held systematically, based on high-performing villages and prioritizes the type of business or potential based on village deliberations, indirectly gives a positive effect, namely stimulation to each other village that has not received the GaDIS Program to improve their performance and improve their government administration. as well as strengthening in many other lines of implementation, so that in the future it is hoped to be able to obtain the GaDIS Program for strengthening in other economic fields. This is of course in line with the definition and thought that public policy is a program projected from goals, values ​​and practices. A policy choice is made to lead to the use of public power to influence the lives of citizens. But on the other hand, the lack of institutional strengthening and the low capacity of human resources for BUMDes management, as well as the low accessibility and action, have also resulted in low improvements in business, income and community improvement. This is at least experienced by Caringin Village, Way Ratai District, which was found by researchers in the field.

Abstract

Mining potential in Maluku Province is the largest contributor to nickel mining in Indonesia with nickel reserves of 39% and copper of 92.48% of the national total. Even though nickel and copper are potential resources in this region, they do not yet have production results that have added value and are highly competitive. Now various investors from China are investing in North Maluku with the above potential mining resources. In fact, China is now interested in building a nickel factory in North Maluku, specifically in North Halmahera. The issuance of Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining is a transformation of mineral and coal policy relating to the management and utilization of mineral and coal in Indonesia. The consequence of the amendment to Law Number 4 of 2009, namely the elimination of regional government authority over the management of mineral and coal mining, was taken over by the central government, which applies nationally. The method used in this research is the Hybrid Method as an applied method. The limitation of this research is that it does not technically examine the ecological, economic and social modeling of mining studies in North Maluku. The recommendation of this research is that further in-depth review is needed from a legal, social, ecological and economic perspective to map and review Law No. 3 of 2020, the formation of a cross-sectoral task force to monitor the impact of the implementation of Law No. 3 of 2020 on the environmental and social sectors. and economics.

Abstract

Kolaborasi menjadi elemen penting dalam mencapai kesuksesan organisasi, ditengah keterbatasan sumber daya, dan kewenangan untuk mencapai tujuan. Penelitian ini bertujuan untuk menganalisis collaborative governance penanaman nilai-nilai Pancasila pada pendidikan formal, mengetahui faktor dominannya serta dan merekomendasikan model collaborative governance penanaman nilai-nilai Pancasila pada pendidikan formal yang ideal. Metode penelitian menggunakan kualitatif dengan sumber data primer dari wawancara, dan observasi, dan sumber data sekunder berasal dari telaah dokumen regulasi dan laporan terkait. Informan dipilih secara purposive, berasal dari pemangku kepentingan terkait dari unsur pemerintah, organisasi non pemerintah, media massa, swasra dan masyarakat. Data dianalisis dengan mengacu pada teori collaborative governance Bryson, Crosby dan Stone (2006) yang mencakup 5 indikator yang menentukan keberhasilan Collaborative Governance, yaitu: 1) Kondisi awal, 2) Proses kolaborasi yang terdiri dari 6 tahapan proses yaitu: kesepakatan awal, kepemimpinan, legitimasi, kepercayaan, mengelola konflik, dan perencanaan), 3) Struktur dan Tata Kelola, 4) Kontingensi dan Kendala dan 5) Hasil dan Akuntabilitas. Hasil penelitian menunjukkan bahwa penerapan collaborative governance penanaman nilai-nilai Pancasila pada pendidikan formal belum optimal. Hambatan dan kendala yang ditemukan terkait dengan peningkatan kapasitas, legitimasi kolaborasi dan otonomi daerah. Faktor dominan terdapat pada struktur dan tata kelola, yang didorong oleh kebijakan pemerintah. Penelitian ini merekomendasikan model collaborative governance yang dimodifikasi dengan menambahkan elemen regulasi, pembinaan, evaluasi dan kelembagaan PIP di daerah, yaitu Model Collaborative Governance Pendidikan Pancasila. Peneliti menyarankan agar mata pelajaran Pendidikan Pancasila dimasukan secara eksplisit dalam Undang-undang Sistem Pendidikan Nasional, dan pembentukan kelembagaan PIP di daerah untuk mengefektifkan penanaman nilai-nilai Pancasila, serta pembentukan Tim Kolaborasi.

Abstract

Village-Owned Enterprises (BUMDes) are established as a manifestation of the government's commitment to fostering self-reliance and bolstering the local economy. However, it is evident that not all BUMDes have effectively initiated and executed commercial endeavors, thus failing to yield desired economic outcomes. This underscores suboptimal implementation of coaching and development initiatives. This research uses a qualitative method with a case study approach. For this reason, the research location was determined in Sumedang Regency with a case sample of 4 (four) BUMDes in different sub-districts which represent BUMDes qualifications, namely pioneer, beginner, developing and advanced. Data was collected through interview techniques, observation and documentation and then analyzed qualitatively. The formulation of BUMDes development and development strategies is carried out through SWOT analysis. The research findings indicate that the reasons for the inactivity and lack of development among many BUMDes in Sumedang Regency include: (1) low human resource capacity; (2) weak legal aspects; (3) insufficient institutional relationships; (4) the formation of BUMDes often driven by formalistic reasons; and (5) limited marketing networks. Effective strategies for BUMDes development should encompass: (1) human development through enhancing human resource capacities; (2) enterprise development through promoting village potential, facilitating cooperation and partnerships, strengthening marketing networks via digital marketing; (3) environmental development through mapping natural resource-based village enterprises; and (4) institutional development through optimizing the implementation of regulations concerning villages and BUMDes, collaboration in nurturing and developing BUMDes, facilitating BUMDes legality, reinforcing village consultations, and strengthening institutional relationships of BUMDes.

Abstract

The Depok City Education Office faces challenges in improving work effectiveness, including low teacher competency, high absenteeism, and suboptimal organizational performance. This study aims to analyze the influence of leadership and professionalism on organizational performance, both individually and collectively, addressing key factors to enhance institutional effectiveness. A descriptive quantitative method was used, involving a sample of 298 respondents from a population of 1,170, with data analyzed statistically. The findings reveal that professionalism has a stronger impact on performance (57.4%) compared to leadership (37.3%), and together, they account for 62.9% of the variation in performance, while the remaining 37.1% is influenced by external factors. The change agent dimension of leadership emerged as the most significant, while the direction setter role was less impactful. Within professionalism, the knowledge dimension was highly influential, whereas productivity had the least impact. The study concludes that enhancing leadership and professionalism, with a focus on adaptability and conceptual knowledge, is essential for addressing performance issues. These results provide actionable insights to improve the effectiveness of the Depok City Education Office and similar organizations.

Abstract

Tujuan dari penelitian ini adalah mengetahui implementasi kebijakan BANGGA Papua di kabupaten Asmat Provinsi Papua. Metode penelitian yang digunakan adalah pendekatan kualitatif deksriptif, dengan tujuan menyajikan gambaran lengkap terkait masalah yang di teliti. Pengumpulan data dengan wawancara, observasi, studi dokumentasi serta teknis analisis data melalui reduksi data dan penarikan kesimpulan dengan jumlah informan 42. Hasil dan pembahasan implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua, menjelaskan bahwa produktivitas kebijakan BANGGA Papua yang dilihat dari jumlah pencapaian kelompok sasaran masyarakat penerima manfaat belum produktif karena tidak tercapainya target penerima manfaat akibat terhentinya program BANGGA Papua yang belum berjalan lima tahun. Kemudian dari dimensi linieritas yang dilihat dari prosedur, waktu, biaya, tempat dan pelaksana dapat dikatakan bahwa implementasi telah linear atau sesuai dengan prosedur, biaya, tempat dan pelaksana, meskipun dalam aspek waktu pelaksanaan program BANGGA Papua belum sesuai. Adanya keterlambatan dan penundaan dalam beberapa tahapan pelaksanaan program BANGGA Papua menyebabkan capaian target program tidak tercapai. Sedangkan efisiensi Implementasi kebijakan BANGGA Papua yang dilihat dari asset, dana dan teknologi sudah sesuai dengan desain Peraturan Gubernur Papua Nomor 23 Taun 2018 tentang Program Bangun Generasi dan Keluarga Papua Sejahtera.

Abstract

This research aims to analyze the role of ethics in the decision of the Constitutional Court (MK) regarding the age limit of presidential and vice presidential candidates and its impact on public views and moral principles in the political system of law and government in Indonesia. The issuance of Constitutional Court Decision Number 90/PUU-XXI/2023 in Indonesia has caused controversy. Through the framework of ethical theories, such as deontology, utilitarianism, leadership ethics, and political ethics and governance ethics, this study reveals how the Constitutional Court's decision raises ethical questions about the Court's moral obligations, the impact on public welfare, individual rights, and moral values in politics. The research method is based on a qualitative method with the type of research used is a literature study. The results show that there are ethical violations in the Constitutional Court's decision-making that have an impact on the moral aspects of the political, legal and governmental system in Indonesia. The Constitutional Court needs to uphold ethics, so that the honor and dignity of law enforcers are well maintained.
