Abstract

Among many of the government-sector programs are the Top Priority and National Priority Programs. These programs translate the government's vision, which is known as Nawacita. It is undeniable that the Top Priority and National Priority Programs certainly require a budget. However, whether the Top Priority and National Priority programs received preferential treatment in budgeting still became an issue. For this reason, this study was intended to analyze whether there was any special treatment given to the budgeting process compared to other programs in general. This qualitative research utilized a case study model based on observations, interviews, and literature studies on Performance-Based Budgeting (PBB) management in the public sector. It was revealed that there was no special treatment for budgeting the Top Priority and National Priority Programs. This study also found several problems related to the budgeting coordination, so that activity plans were not fully following the budget. Finally, this study suggested that a greater need for budgeting skills and the importance of detailing budget information were also crucial.

Abstract

This study aimed to reveal the essence of the uniqueness of the balanced scorecard practice in the public sector based on its dynamics and characteristics. This qualitative research utilized a case study model combining literacy, data processing, in-depth interviews, and the researchers’ involvement. The results of the study indicate that the balanced scorecard can be adapted to an organization's vision and mission. Meanwhile, the customer perspective can be further divided into several perspectives, such as service partners and the stakeholder perspective, which became the ultimate goal of services. However, the financial aspect remained important and relevant for the object of the study even though it was not developed into a financial perspective independently. Instead, this aspect is included as a strategic objective from the perspective of learning and growth. In addition, the sharpening of the Key Performance Indicators (KPI) is also carried out after the results of the KPI achievement are measured and evaluated. Keywords: Performance Measurement, Balanced Scorecard, Key Performance Indicators, Public Sector.

Abstract

This study aims to analyze the influence of transformational leadership on Organizational Citizenship Behavior (OCB) with the mediating role of organizational culture among employees of Hotel Daima Padang. The reason for conducting this study is the discovery of low levels of OCB through a pre-survey, as well as the importance of leadership and organizational culture in improving OCB in the hospitality industry. The method used in this study is a quantitative approach with a census technique involving 54 respondents. To analyze the data, Structural Equation Modeling-Partial Least Square (SEM-PLS) was used with the assistance of SmartPLS software. The findings of the study indicate that: (1) transformational leadership has a positive and significant influence on OCB (β = 0.658, p = 0.000), (2) transformational leadership has a positive and significant influence on organizational culture (β = 0.634, p = 0.000), (3) organizational culture positively and significantly influences OCB (β = 0.567, p = 0.000), and (4) organizational culture significantly mediates the relationship between transformational leadership and OCB (β = 0.363, p = 0.000). This study also confirms Social Exchange Theory (SET) as a theoretical foundation, which shows that the reciprocal relationship between leaders and employees results in additional work behavior. The results of this study provide practical contributions for the management of Hotel Daima Padang to strengthen the transformational leadership approach and create a collaborative work culture to support OCB in a sustainable manner.

Abstract

Employee welfare is one of the important factors in human resource management (HR) and creating a productive work environment. This study aims to analyze the effect of job security on employee welfare with organizational support as a moderator. The research method used is quantitative with a descriptive approach. Data was collected by distributing questionnaires to 140 contract employees and analyzed using Structural Equation Modeling (SEM). The study results indicate that job security has a positive and significant effect on employee welfare, as it is essential to help employees not worry about their future careers, promotions, and safety in the workplace. In addition, organizational support is a moderating variable that strengthens the relationship between job security and employee welfare. This finding proves that the higher the employee's perception of organizational support, the higher the positive influence of job security on well-being, especially for contract employees.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kecerdasan emosional terhadap pengambilan keputusan karier mahasiswa tingkat akhir di Kota Padang dengan efikasi diri sebagai variabel mediasi. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei melalui kuesioner. Populasi dalam penelitian ini adalah mahasiswa tahun masuk 2021 yang sedang berada pada fase transisi dari dunia pendidikan ke dunia kerja. Pengambilan sampel dilakukan dengan teknik purposive sampling, dan jumlah responden sebanyak 150 mahasiswa. Hasil penelitian menunjukkan bahwa: (a) terdapat pengaruh langsung, positif, dan signifikan antara kecerdasan emosional terhadap pengambilan keputusan karier; (b) terdapat pengaruh langsung, positif, dan signifikan antara kecerdasan emosional terhadap efikasi diri; (c) terdapat pengaruh langsung, positif, dan signifikan antara efikasi diri terhadap pengambilan keputusan karier; serta (d) efikasi diri terbukti memediasi secara signifikan dan positif hubungan antara kecerdasan emosional dan pengambilan keputusan karier. Temuan ini mengindikasikan bahwa kecerdasan emosional yang tinggi mampu meningkatkan efikasi diri, yang pada akhirnya memperkuat kemampuan mahasiswa dalam mengambil keputusan karier yang tepat sesuai dengan potensi dan keyakinan diri.

Abstract

Affective commitment is an emotional attachment of employees to an organization that plays an important role in maintaining loyalty and work effectiveness. At the Regional Development Planning Agency (Bappeda) of West Sumatra Province, low attendance rates and high absenteeism without explanation indicate weak affective commitment among employees, despite the implementation of transformational leadership. This gap highlights the need for research on the role of trust in leaders in strengthening the relationship between transformational leadership and affective commitment. This study draws on Social Exchange Theory (Blau, 1964), which states that mutually beneficial work relationships enhance trust and employee engagement. Inspiring and fair leaders encourage employee loyalty as a form of reciprocity. This study uses a quantitative approach with the Partial Least Squares Structural Equation Modeling (PLS-SEM) method. Data were collected from 74 employees of the Regional Development Planning Agency (Bappeda) of West Sumatra Province. The findings of this study conclude that: (1) Transformational leadership has a negative and insignificant effect on affective commitment, (2) transformational leadership has a positive and significant effect on trust in leaders, (3) trust in leaders has a positive and significant effect on affective commitment, (4) trust in leaders significantly mediates the influence of transformational leadership on affective commitment. This study emphasizes the importance of building trust between leaders and employees as a strategy to enhance affective commitment and organizational affectivity, particularly in the context of public organizations such as Bappeda.

Abstract

This study aims to examine the latest developments in the study of entrepreneurship among university students with a special focus on entrepreneurial intention and entrepreneurship education. Using a Systematic Literature Review approach supported by bibliometric analysis, this study traces scientific articles published in the past year containing keywords such as entrepreneurship, entrepreneurial intention, entrepreneurship education, and student entrepreneurship. The visualization results show that entrepreneurial intention is the most dominant topic, which is closely connected to entrepreneurship education and entrepreneurship as the core of the literature review. Three main theme groups were also found: (1) psychological and personal themes such as gender and effectuation; (2) educational themes, such as emotional competencies and design education; and (3) technology and innovation themes, such as artificial intelligence and sustainability. The brighter colors of the technology keywords indicate that these issues are current research trends in the context of student entrepreneurship. This study concludes that the development of student entrepreneurship is not only influenced by internal factors such as motivation and emotional competencies, but also by innovative educational approaches and technology integration. These findings provide strategic direction for the development of a more adaptive and contextual entrepreneurship curriculum in the university environment.

Abstract

This research explores how Perceived Organizational Support influences. Employee Engagement, considering Job Satisfaction as a mediating factor, in the context of employees working for Trans Padang a key provider of public transportation services in the city of Padang. The focus of this research study is to examine the relationships among perceived organizational support, job satisfaction, and employee engagement. Using a total sample technique, a quantitative research design was used, and 48 employees participated as respondents. data were gathered through the distribution of questionnaires, and the analysis was conducted using Partial Least Squares (PLS) approach within the Structural Equation Modeling (SEM) framework. The findings indicate that POS has a positive and significant influence on both Employee Engagement and Job Satisfaction. In addition, Job Satisfaction has a positive effect on Employee Engagement. Furthermore, Job Satisfaction was found to be a significant and positive mediating variable in the connection between POS and EE.

Abstract

This study aims to analyze the influence of Self-Efficacy and Locus of Control on Employee Performance with Organizational Culture as a Moderator at the Class I TPI Padang Immigration Office. The reason for conducting this study is the discovery of low employee performance levels through a pre-survey, as well as the importance of self-efficacy and locus of control in improving performance in the public service environment. The method used in this study is a quantitative approach with total sampling technique involving 74 respondents. To analyze the data, Structural Equation Modeling Partial Least Square (SEM-PLS) was used with the help of SmartPLS software. The findings of this study indicate that: (1) self-efficacy has a positive and significant influence on employee performance (β = 0.376, p = 0.000), (2) locus of control has a positive and significant influence on employee performance (β = 0.412, p = 0.000), (3) organizational culture positively and significantly moderates the relationship between self-efficacy and employee performance (β = 0.254, p = 0.031), (4) organizational culture positively and significantly moderates the relationship between locus of control and employee performance (β = 0.104, p = 0.000). This study also confirms Goal Setting Theory as a theoretical foundation, showing that setting clear and specific goals can increase employee motivation and performance. The results of this study provide practical contributions for the management of the Class I TPI Padang Immigration Office to set measurable and challenging goals and create an organizational culture that supports the sustainable achievement of employee performance.
