Abstract

This study analyzes the local community's perception in settling the border dispute between Central Maluku Regency and West Seram Regency in Indonesia, specifically in the Elpaputih district which includes Samasuru, Sahulau, and Paulohi villages. The research focuses on two main issues: the constitutional implications and the implementation of regional autonomy in defining the administrative and governance boundaries in the Elpaputih district. The theoretical framework employed in this research includes analysis, perception, conflict, and border theory. The qualitative analysis process includes data reduction, data summary, and drawing conclusions. The study finds that both parties need to prepare themselves for reconciliation by acknowledging the conflict's reality and the interests of the other party. They also need to organize their interests clearly and agree on the rules of the game that will guide their relationship and interaction. This research provides valuable insights into the local community's perception in settling border disputes, which can be beneficial for policymakers and other stakeholders in resolving similar conflicts in other regions.

Abstract

Abstract

The economic disparity between Western and Eastern Indonesia (KTI) remains a primary challenge in national development policy. Despite abundant natural resources, the eastern region faces significant obstacles in human capital development, investment attraction, price stability, and export competitiveness. A quantitative study examining 12 eastern provinces from 2017-2024 employed panel data regression analysis with Random Effect modeling. The study reveal that Foreign Direct Investment (FDI) and inflation have significantly negative impacts on economic growth. Conversely, the Human Development Index (HDI) and exports demonstrate moderately positive effects, while the Open Unemployment Rate shows negative but statistically insignificant influence. These results highlight the importance of enhancing human resource quality and strengthening export capacity, alongside the necessity for careful foreign investment monitoring and inflation control to achieve sustainable economic growth in eastern Indonesia. The study aims to provide evidence-based guidance for central and regional governments in formulating more contextual, equitable, and sustainable development policies.
