Abstract

Abstract In this article, will answer the importance of establishing a firm and comprehensive law in tackling cyberstalking crimes in Indonesia. This problem arises from the lack of clarity in the current regulation regarding the protection of everyone from stalking. So far, Indonesia does not have a law specifically dealing with cyberstalking crimes. The research used by the author in this study is a normative juridical research method, which is a research method with a focus on the study of the application of norms in positive law. in Indonesia the handling of stalking acts carried out by stalkers is still unclear, or explicit, the rules used to tackle stalking acts still use Article 351 paragraph 1 of the Criminal Code, Article 29 jo. Article 45 Paragraph (3) of the ITE Law, Article 27 paragraph (3), and Article 115 j.o. 12 Copyright Law. Nevertheless, the Article is still felt to be ineffective. So it is deemed necessary to immediately ratify a law related to protection from stalker actions so that it can provide security and a sense of security in carrying out life in a society. Abstract

Kelima sila pancasila yang resmi dan sah berlaku secara konstitusional adalah sebagaimana yang termaktub dalam Alinea IV pembukaan UUD Negara Republik Indonesia Tahun 1945, sebagaimana terakhir disahkan dengan Dekrit 5 Juli 1959, ditambah dengan lampiran naskah perubahan I, II, III, dan IV yang di sahkan pada tahun 1999, 2000, 2001, dan 2002. Kelima sila pancasila itu telah melewati sejarah yang panjang dsn telah mengalami lima versi rumusan yang pernah berlaku secara resmi, yaitu : pertama, rumusan piagam Jakarta atau Jakarta Charter bertanggal 22 juni 1945; kedua, rumusan pembukaan Undang Undang Dasar yang di sahkan pada tanggal 18 agustus 1945; ketiga, rumusan Mukaddimah Konstitusi Repubik Indonesia serikat bertanggal 27 Desember 1949; keempat, rumusan Mukaddimah Undang-Undang Dasar Sementara Bertanggal 15 Agustus 1950; kelima, yang berasal dari rumusan kedua, yaitu rumusan pembukaan UUD 1945 yang disahkan pada tanggal 18 agustus 1945 menjiwai nilai-nilai dan prinsip-prinsip dasar yang terdapat dalam pancasila. Istilah keadilan social bagi seluruh rakyat Indonesia yang dilambangkan dengan simbol padi dan kapas, baik dalam versi rumusan Bung Karno maupun yamin, disebut dengan istilah “Kesejahteraan rakyat” atau “kesejahteraan” saja, bukan atau belum disebut dengan istilah “kesejahteraan sosial” ataupun dengan perkataan “keadilan social bagi seluruh rakyat Indonesia”.

Abstract

The expansion of provincial boundaries in 2022 gave rise to a new and youngest province, namely West Papua, with its capital in Sorong. Law No. 20 of 2001 granted Papua broader authority in the implementation of Special Autonomy. It explicitly states that the people of Papua and West Papua are entitled to equitable development. However, alongside the development of globalization, widespread economic development aimed at improving welfare does not necessarily align with policies that should enhance the standard of living for the people of Papua. Instead, it has led to the exploitation of natural resources and failed to improve the quality of life for the Indigenous Papuan People (OAP) because industrial development is driven by large corporations. This paper aims to analyze the interconnection between globalization and decentralization in line with the implementation of Special Autonomy in West Papua. The perspective of globalization refers to economic liberalization in decentralization to analyze development issues in West Papua by examining foreign and domestic investment as threats to the welfare of the indigenous Papuan community. The implementation of decentralization through Special Autonomy over the past twenty-three years, particularly for the Indigenous Papuan people, has not had a significant impact on sustainable development, especially regarding natural resources. The central government's policy through the Job Creation Law aims to expand foreign investment without considering the land rights and customary rights of the Indigenous Papuan people in West Papua.

Abstract

Advances in digital technology in addition to bringing benefits also pose new risks in the form of Online Gender-Based Violence (KBGO), one of which is false accusations or false accusations that can damage students' reputations. This condition is rampant in the campus environment, including at UNIMUDA Sorong, Southwest Papua, where students are a vulnerable group due to low digital literacy in identifying and handling KBGO cases. The research method used was a quantitative approach through a survey of 159 students with two stages, namely a pre-test to measure initial understanding and a post-test to see the impact of the intervention. The results showed a significant improvement in students' understanding of KBGO, courage to refuse, and case reporting skills after the intervention. The findings also point to other forms of GBV such as cyberbullying, impersonation, and non-consensual image sharing.

Abstract

Penelitian ini menganalisis pengaruh dinamika kelompok bersenjata terhadap stabilitas keamanan nasional Republik Demokratik Kongo (RDK) pada periode 2021-2025 dengan menggunakan kerangka teori Greed and Grievance dari Paul Collier dan Anke Hoeffler, serta konsep Keamanan Komprehensif dari Barry Buzan. Republik Demokratik Kongo merupakan negara yang kaya akan sumber daya alam namun terjebak dalam "kutukan sumber daya" dan konflik berkepanjangan. Dengan menggunakan metode deskriptif kualitatif, studi ini memfokuskan analisis pada tiga kelompok bersenjata utama: March 23 Movement (M23), Allied Democratic Forces (ADF), dan Cooperative for the Development of the Congo (CODECO). Hasil penelitian menunjukkan bahwa konflik di RDK dipicu oleh perpaduan antara keserakahan ekonomi (Greed) melalui penguasaan tambang mineral ilegal seperti emas dan koltan, serta dendam sosial-politik (Grievance) yang berakar pada luka sejarah dan diskriminasi etnis. Eskalasi kekerasan pada periode ini telah mengakibatkan krisis kemanusiaan yang hebat, lumpuhnya kedaulatan negara di wilayah timur, serta mengancam keamanan nasional RDK dalam dimensi militer, politik, ekonomi, dan sosial

Abstract

This study analyzes Indonesia’s cultural diplomacy toward Fiji through the Harmony for the Pacific initiative within the Indo-Pacific bilateral framework. The Indo-Pacific is strategically important for Indonesia due to its geopolitical significance and historical-cultural ties with Melanesian countries, including Fiji. Shared cultural heritage and common developmental experiences provide a strong foundation for soft power-based relations. Using a qualitative descriptive method grounded in Multitrack Diplomacy In the Harmony for the Pacific program, elements of Indonesian literature are indirectly present through oral literature and visual narratives. Program participants not only engage in performing arts but also learn the "storytelling style" of the local community in Labuan Bajo, which reflects the rich narrative traditions of the archipelago. Furthermore, the screening of the film "ORPA," which tells the story of a Papuan girl's struggle, demonstrates how visual narrative functions as a modern literary medium to convey Indonesian humanitarian and cultural values, particularly from the eastern region, which has ethnographic connections and cultural diplomacy theory, the study finds that Harmony for the Pacific has strengthened Indonesia–Fiji relations by enhancing people-to-people engagement, cross-cultural understanding, and Indonesia’s positive image in the Pacific. The program has also generated spillover effects, particularly in economic and educational cooperation, highlighting cultural diplomacy as an effective instrument of Indonesia’s foreign policy in the Pacific region.

Abstract

The phenomenon of cyber harassment as part of Online Gender-Based Violence (KBGO) is increasing and has a significant impact on female students, especially in areas with uneven digital literacy such as Southwest Papua. This study aims to analyze the change in students' abilities after the intervention of the 5R Method (Recognize, Respond, Record, Report, Refer) in dealing with cyber harassment, with the novelty in the form of the application of the 5R method as a gender-based structured intervention model that is empirically measured in the context of local universities. The study used a mixed methods method with a one group pretest– posttest design combined with a phenomenological approach, involving 60–70 female students of UNIMUDA Sorong who were selected by purposive sampling. The intervention was carried out through training for 3 sessions in 2 weeks, using a Likert scale questionnaire instrument (1–5) covering five 5R domains with a reliability of Cronbach's Alpha 0.82. The results showed an increase in the mean score from 2.71 to 3.89 (Δ=1.18), with the paired sample t-test showing a significant difference (p<0.05) and a measure of Cohen's effect d of 0.85 (large category). The qualitative findings reinforced these results, showing an increase in awareness, the ability to document digital evidence, and the use of reporting channels and psychosocial support, accompanied by an increased sense of post-intervention security. Although the limitations of the design without a control group limit causality claims, these findings suggest that the 5R method has the potential to be a relevant approach in supporting cyber harassment countermeasures and strengthening gender-based digital literacy in the college environment.
