Abstract

Background: Smoking control policies' effectiveness requires all parties' active role. In Aceh, as a region that implements Islamic law, religious leaders and ulama are an important part of the success of a policy, including the smoke-free area (SFA) policy. There is no research yet related to the ulama's involvement and role in Banda Aceh's SFA policy. Objective: Therefore, this research aims to examine the citizen's perception of the roles of religious leaders and ulama in supporting SFA policy in Banda Aceh City. A total of 202 respondents were randomly selected to provide their perceptions. Methods: This study utilizes a mixed-methods approach, comprising a survey of perceptions followed by an in-depth literature review. Results: The research findings indicate that out of 202 respondents, 88.00 percent are aware of the Smoke-Free Areas (SFA) policy, with 85.64 percent strongly supporting its implementation. However, concerning the religious leaders' fatwas, only 34.65 percent are well-informed and understand about it. The involvement of religious leaders in policy formulation, dissemination, and monitoring exceeds 50.00 percent, although around 15 percent of respondents perceive a lack of involvement. Conclusion: Regarding the presence of smoke-free mosques and Islamic schools, the majority of the participants perceive it as still limited. 16.34 percent believe there are no smoke-free Islamic boarding schools, and 19.31 percent perceive that mosques in Banda Aceh are not yet smoke-free. The community also hopes that religious scholars will show a direct model by refraining from consuming cigarettes themselves.

Abstract

Background: Aceh Province has a smoke-free area policy. At the district level, 22 of 23 have implemented the policy. However, the effectiveness has varied significantly. One aspect of concern is compliance with establishing indoor smoke-free environments. Aims: This study conducts a comparative analysis of the success of implementing smoke-free policies in Aceh. Methods: The effectiveness is calculated based on seven indoor compliances: signage, cigarette butt, smoking, ashtray, the smell of smoke, selling, as well as cigarette advertising/promotion/ sponsorship. The data utilized are from compliance surveys conducted by the Aceh Institute in 2022 and 2023. Results: The average signage compliance is 28.45 percent with Banda Aceh City having the highest compliance at 50,8 percent. Regarding compliance with no smoking activities, the average is 88.48 percent. However, the existence of cigarette butt is relatively high, with an average of 17,69 percent with Nagan Raya having the lowest rate. This study finds three main conditions related to the effectiveness of a smoke-free policy. First, the commitment of the government to disseminate, implement, and monitor the policy. More activities conducted by the government seem to increase compliance. Second, the collaboration between government and stakeholders. Collaboration is encouraged in the policy for more effective implementation. Third, resources to implement the policy. Adequate resources improve the implementation such as the signage coverage and policy enforcement. Conclusion: The compliance level of the smoke-free policy varies in each district in Aceh. Factors that influence it are commitment, collaboration, and availability of resources.

Abstract

This research discusses the complexity of implementing gender mainstreaming in structural positions at the Secretariat of the Aceh Ulama Consultative Assembly, which can provide insight into the dynamics of gender mainstreaming in the bureaucracy and emphasize the importance of structural reform to achieve substantive gender justice. The research method used was qualitative with a single case study approach. Data were collected by semi-structured interviews, direct observation, document analysis, and audiovisual digital materials. A purposive sampling technique was used for informant selection. Data analysis techniques included data collection, data reduction, data presentation, and verification. The research findings show that despite the existence of gender-equitable policies and equal development opportunities among men and women, structural realities still require systemic transformation, which can be seen from the accessibility of information and opportunities for recruitment and promotion, women's participation in decision-making processes at the structural level, control over resources and decisions that influence policies, and justice in obtaining benefits for women. Some barriers include male dominance in the civil service hierarchy and the lack of affirmative policies.

Abstract

Kota Banda Aceh dijuluki sebagai Kota Layak Anak berdasarkan Qanun Kota Banda Aceh Nomor 2 Tahun 2021 tentang Kota Layak Anak dan Qanun Aceh Nomor 9 tahun 2019 tentang penanganan penanganan kekerasan terhadap perempuan dan anak. Meskipun demikian, kebijakan ini masih belum memberikan dampak positif dalam penurunan angka eksploitasi anak di Kota Banda Aceh. Dengan demikian, penelitian ini bertujuan untuk mengetahui dan menganalisis narasi kebijakan pemerintah Kota Banda Aceh dalam penanganan eksploitasi anak di Kota Banda Aceh. Metode yang digunakan pada penelitian ini yaitu kualitatif dengan pendekatan naratif, menggunakan sumber data primer dan sekunder. Untuk menentukan hasil penelitian menggunakan teknik pengumpulan data berdasarkan wawancara, observasi, dokumen dan materi digital audiovisual. Hasil penelitian menunjukkan akar masalah eksploitas anak disebabkan oleh kesenjangan ekonomi dan masalah substitusi. Kesempurnaan ekonomi merupakan ketidakseimbangan pendapatan yang dihasilkan sehingga menjadi penyebab ketidakmampuan akses pendidikan maupun kesehatan, pada akhirnya perekonomian keluarga menjadi rendah dan memaksa anak-anak untuk bekerja atau dieksploitasi demi bertahan hidup. Maka masalah substitusi anak-anak dianggap setara dengan orang dewasa yang dapat menggantikan apa yang dikerjakan oleh orang dewasa, sehingga mereka lebih dipilih untuk bekerja daripada melanjutkan pendidikan. Seperti mencakup kemiskinan, diskriminasi dan ketidaksetaraan gender. Keyakinan yang dominan berkomitmen dalam penanganan eksploitasi anak yaitu aktor Pemerintah Dinas Sosial Kota Banda Aceh dan DP3AP2KB Kota Banda Aceh.

Abstract

Kegiatan Pengabdian Masyarakat ini berupa sosialisasi tentang pentingnya kesadaran peserta didik dan lingkungan SMPN 3 Kota Banda Aceh untuk mengetahui tentang anti kekerasan seksual dan bullying di sekolah. Kegiatan ini bertujuan untuk peningkatan pemahaman dalam melindungi diri dari tindak kekerasan seksual dan bullying, menjaga diri untuk tidak melakukan tindakan kekerasan seksual dan bullying serta berani mengambil strategi untuk pencegahan.

Abstract

The implementation of this study is aimed at looking at the role of the Banda Aceh City Health Office in preventing and controlling suicide cases using qualitative methods with descriptive research types. Informants in this study were the TK I/IIID Entemonologist Health Expert Young Field of Disease Prevention and Control of Mental Illness Control Section of the Banda Aceh City Health Office, as well as several stakeholders in Banda Aceh City, and data collection techniques in this study were carried out through interviews, observation, and documentation. The results of this study concluded that the role of the Banda Aceh City Health Office in preventing and controlling suicide cases was considered effective administratively and in action, but there were still some shortcomings in special programs, as well as data on satisfaction with government regulations, the achievement of overall objectives in the implementation of prevention and control of suicide cases carried out by the Banda Aceh City Health Office. This can be seen from several cases of student suicide deaths, this situation claimed several student victims in Banda Aceh, this can happen because stakeholders do not feel that there is a related role, the cases that arise are considered as a lack of faith in the perpetrators of suicide themselves, so that there is a blurring of the role of stakeholders that is seen in the aspect of prevention and control of student suicide cases in Banda Aceh, however, the Banda Aceh City Health Office has a special program to handle the mental health and soul of students in Banda Aceh in the new semester, socialization of mental health and mental health is carried out at every campus in Banda Aceh. The suggestions that the author provides are based on the research results found, especially to the Banda Aceh City Health Office to be more sensitive to the issue of student deaths in Banda Aceh because it is very possible that some of the deaths that occur are a solution for students to end their lives, and for the Banda Aceh City government to budget funds to carry out socialization related to the prevention and control of suicide cases to campuses in Aceh, especially in Banda Aceh City, at least once a year, and it is hoped that they will provide consultation services or call centers.
