Abstract

This study discusses the analysis of the management and utilization of the National Health Insurance (JKN) capitation fund at the Puskesmas in Deli Serdang Regency. The research method used was an in-depth interview and qualitative approach at 3 puskesmas in Deli Serdang Regency, namely Gunung Tinggi Health Center, Kutalimbaru Health Center and Bandar Baru Health Center. The results show the effectiveness and efficiency of capitation fund management practices at the puskesmas, with strict supervision in accordance with applicable regulations. Capitation funds are used to pay for health care services and operational costs. The Puskesmas studied has also used JKN capitation funds in accordance with the specified percentage, but several aspects need to be considered to ensure better compliance. Suggestions for improving the effectiveness of the use of capitation funds include capacity building and training related to capitation fund management.

Abstract

Health Operational Assistance (BOK) is implemented to support the implementation of promotive/preventive Puskesmas operations for the community. The lack of BOK funds provided by the Central Government to Districts and Community Health Centers means that Community Health Centers often minimize funding for activities. This research is a qualitative research. Data collection was carried out by in-depth interviews with informants regarding the application of communication factors, resources, disposition and bureaucratic structure.The informants in this research consisted of the main informants: BOK managers, KIA coordinators, Heads of Community Health Centers and triangulation informants of mothers who had toddlers. The qualitative data instrument is an open interview. Qualitative analysis was analyzed using triangulation. The research results showCommunity health centers that utilize BOK optimally for all efforts to improve MCH are carried out in accordance with technical guidelines. The implementation of communication factors, resources, disposition and bureaucratic structure at the UPT Puskesmas Gunung Tinggi is quite good, but the quality of the KIA implementing officers and the BOK team at the UPT Puskesmas Gunung Tinggi is still lacking. In carrying out his duties, he is still assisted a lot by other officers. The understanding of the BOK technical guidelines is clear, the implementation of activities is in accordance with the report, there is involvement of implementers in preparing the POA and there is evaluation in the implementation of activities. Apart from that, in successful Community Health Centers, activity implementers also compile complete supporting data so that making reports is not only the responsibility of the Community Health Center's BOK Management Team.

Abstract

Medication management at the Gunung Tinggi Community Health Center is an important aspect in providing health services. The aim of this study was to evaluate the drug management process from planning to disposal. The research method used was descriptive and qualitative with in-depth interviews with community health center managers, pharmacy staff and pharmacist leaders. The results of the study show that although there are several obstacles in the procurement and distribution of medicines, the management of medicines at the Gunung Tinggi Community Health Center has been carried out in accordance with applicable standard operating procedures (SOP). Management systems need to be improved to ensure optimal access to medicines.

Abstract

Drug logistics management is a critical component of healthcare services, intended to ensure the continuous availability of medicines in appropriate quantities, with the right quality, and at the right time. Proper drug availability is essential to the success of treatment processes and patient satisfaction. This study aims to analyze the implementation of drug logistics management at the Village Berohol Health Center in Tebing Tinggi City, which serves as a primary healthcare provider for the surrounding community. The research employs a qualitative approach using a case study design. Data were collected through semi-structured interviews with key personnel, direct observations of logistics processes, and review of documentation related to medicine management. The data were then analyzed using thematic coding to extract key themes and patterns. The results indicate that while the logistics system at the health center functions effectively in ensuring medicine availability, there are notable challenges including limited human resources, insufficient medicine storage facilities, and occasional fluctuations in the availability of specific types of medicines. These challenges can affect the consistency and efficiency of medicine distribution. Nevertheless, observations and documentation confirm that the health center is able to meet most of its medicine supply needs. The study concludes that although the overall implementation of drug logistics management at the Kelurahan Berohol Health Center is effective, improvements are still necessary, particularly in enhancing human resource capacity and upgrading storage infrastructure to support more efficient and reliable drug logistics operations.
