Abstract

High political costs have had implications for the degradation of democratic values ??which has caused democratic disruption to occur. This research aims to see the disruption of democracy in Indonesia that occurs in the phenomenon of high political costs, and how possible solutions can be offered. This research used a qualitative approach, with the library research method. The research results show that high political costs are the beginning of a transactional political and corruption phenomenon occurs. High political costs result in figures/candidates using various illegal methods to find sources of financing to fulfill political costs. High political costs and a process based on the logic of the power of financial, tends to open space for the birth of figures/candidates who are far from the values ??of integrity and quality through their ideas/performance. As an important momentum towards a future era of democracy that is more substantive, quality and dignified, several solutions that can be offered, namely: (1) Political parties and the government encourage the optimization of legal sources of political party funding assistance, both in cash and for future considerations through non-cash (in-kind) options, by providing strengthening aspects of accountability and transparency; (2) the government and election organizers strengthen the enforcement of regulations, supervision and strict sanctions, in political party funding; (3) political parties encourage the presence of figures/candidates who have integrity and quality values ??through their ideas/performance; (4) the government and election organizers can consider implementing digital democracy through e-voting in future elections in Indonesia.

Abstract

The issue of money politics poses a serious threat to the integrity of democracy at both national and local levels. It opens the door for political figures without integrity, while voter preferences are driven more by pragmatism than rationality. This issue demands special attention to ensure that the electoral democratic process is not controlled by capital. Therefore, political education is needed for voters, especially the youth of Palangka Raya, to promote integrity in the 2024 local elections through community service activities. This initiative targets young voters in Palangka Raya, particularly those registered for the 2024 Regional Head Election. The activity is carried out through an educational approach related to voter integrity values and resistance to money politics, culminating in a survey of voters' understanding of the materials presented. This activity was conducted in collaboration with the Election Supervisory Board (Bawaslu) of Central Kalimantan. The results show that participants have a better understanding of voter integrity and the negative impact of money politics. Furthermore, this initiative is expected to raise awareness of the importance of political participation and encourage young voters to reject money politics in future elections.

Abstract

This study investigates the political beliefs of civil servants in Murung Raya Regency, focusing on their perceptions of democracy, presidentialism, and radical ideological discourse. Grounded in Norris and Inglehart’s Cultural Backlash Theory (2019), the research explores how local bureaucrats respond to ideological shifts and sociopolitical tensions in contemporary Indonesia. Employing a quantitative design, the study surveyed 64 government employees through a structured questionnaire administered after a civic education session. The findings indicate that 82.8% of respondents support the presidential system and the separation of powers, while 79.7% agree that Indonesia’s democratic system, despite its flaws, should be preserved. Notably, 96.9% reject radical ideologies such as the caliphate, affirming the resilience of Pancasila as the state ideology. Moreover, 89.1% prefer presidential governance, and 42.2% favor military-background leaders for national leadership, suggesting a cultural orientation toward political stability. These results confirm the relevance of Cultural Backlash Theory in explaining grassroots political attitudes shaped by modernization anxieties and ideological contestation. This study contributes to the discourse on democratic resilience, offering empirical insights into the beliefs of civil servants who act as frontline agents of the state in safeguarding democratic values at the local level.

Abstract

Background: The authority of DPRD to carry out the socialization of local regulations (Perda) through the allocation- absorption of the local regulation socialization budget (sosper) in the secretariat of certain DPRDs has become a polemic today. This study explains the implementation of dissemination or socialization of draft local regulations (Raperda) and local regulations (Perda) can be done in the legislative function of DPRD. Research findings using a qualitative approach through a literature review of laws and regulations and documentation data collection techniques show that: (i) the implementation of dissemination or socialization of draft regulations and local regulations can be done comprehensively. This is an integral part of the function and authority of the DPRD as a legislative body that has the responsibility and authority to form local regulations, especially those proposed as DPRD initiatives. (ii) The implementation of dissemination or socialization of local regulations can be carried out as long as there is a legal basis governing its implementation, such as local regulations, gubernatorial regulations, DPRD regulations and included in the main points of thought (Pokir) of DPRD, RKPD, KUA-PPAS and carried out in accordance with applicable mechanisms and procedures. (iii) The involvement of the DPRD in the dissemination or socialization of draft regulations and local regulations is a form of optimization of the functions and authority of the legislative body in forming local regulations. The creation of good, aspirational and representative local regulations that reflect the interests of the community.

Abstract

This research measuring how political will is in the policy of moving the national capital and how this policy is when faced with the existing political constellation. The type of research used is a qualitative approach. Methods of data collection using in-depth interviews and documentation techniques. The results of the research show that political will in the policy of moving the national capital cannot be separated from individual factors, namely the belief and courage of President Joko Widodo through a basis of reasoning that have strong relevance to empirical circumstances and are reflected through various regulations that have been stipulated. The organizational factor shows the government seriousness and commitment through the transition team formed, as a basis for working in a coordinated manner in achieving the targets set. The relationship factor shows the involvement of individuals/groups through the existence of various community supports, collaborative and partnerships, and the involvement of international figures in its implementation. Social factors show the dynamics of politics and condition of state apparatus in the decision-making process has reflected support for policies, seen from the agreement of the majority of political party factions, which at the same time has become strong political legitimacy. Overall, political will cannot be separated from the existing political constellation, the sustainability and success of the policy of moving the national capital will be determined by the next President leadership and the composition of the support of political parties that will come, which of course must have the same coherence of commitment.

Abstract

Kalimantan Tengah sebagai salah satu dari 37 Provinsi yang akan melaksanakan pemilihan kepala daerah secara serempak pada November nanti, memiliki beragam pekerjaan rumah yang harus diselesaikan, salah satunya masalah partisipasi pemilih. Berkaca dari pemilihan kepala daerah sebelumnya, Kalimantan Tengah menjadi daerah yang tingkat partisipasi politik mayarakatnya selalu di bawah rata-rata nasional. Pada pemilihan gubernur dan wakil gubernur 2015 dan pemilihan gubernur dan wakil gubernur tahun 2020, secara berturut-turut tidak pernah mencapai Tingkat partisipasi yang ditetapkan Komisi Pemilihan Umum secara nasional yaitu 77,5 persen. Khalayak sasaran dalam kegiatan pengabdian kepada masyarakat yang mengusung tema pendidikan politik ini adalah masyarakat umum  yang  masuk daftar  pemilih tetap dalam pemilu dan menjadi pemilih potensial untuk  pemilihan kepala daerah Kalimantan Tengah. Kegiatan dilaksanakan untuk meningkatkan kesadaran masyarakat untuk berpatisipasi dalam proses politik khususnya dalam pemilihan kepala daerah. Melalui program pendidikan politik masyarakat menjadi lebih sadar akan pentingnya berpartisipasi karena memahami bahwa pilihan mereka akan berdampak pada kualitas pemerintahan dan masa depan daerah, serta menjadi lebih sadar untuk meningkatkan partisipasi dalam proses politik yang ditunjukan dengan keputusan untuk berpartispasi pada hari pemungutan suara. Disamping itu kegiatan ini membuat masyarakat lebih melek politik yang nantinya tentu akan meningkatkan kualitas dari demokrasi pada masa mendatang sebagai hasil pendidikan politik yang berkelanjutan.
