Abstract

ABSTRACT Maritime traffic increase consequently would make the intensity of the ASL surveillance respectively. Indonesia owned several vital and important straits for maritime traffics, and one of them wass Sunda Straits, which was part of the ASL I connecting Indian Ocean and South China Sea and vice versa. The objectives of the research were (1) to created system model of Traffic Separation Scheme (TSS) in the ASL I Sunda Straits, (2) to studied the impact of TSS model to the territorial resilience of Sunda Straits. This research showed that the best TSS model in Sunda Straits was the solution-2 where TSS laided on western side of Sangiang Island, which was maritime channel in between Panjurit Island and Sangiang Island with still regard the ASL I, and also considered the existing danger of navigation of Koliot Reef by installing an aids to the navigation. The Eigen Value Matrix generated from the TSS Solution-2 model would guarantee Sunda Straits from the security threat, danger of navigation and risk environmental damages, and it would make ease the law enforcement through the straits due to foreign ships had to sailed over this TSS..ABSTRAKPeningkatan lalu lintas pelayaran menjadikan semakin berat tugas pengawasan jalur laut. Indonesia mempunyai beberapa selat yang sangat vital sebagai jalur pelayaran yaitu salah satunya adalah Selat Sunda dimana selat ini merupakan bagian dari Alur Laut Kepulauan Indonesia (ALKI) I, yang menghubungkan perairan Samudera Hindia melewati Selat Karimata menuju Laut China Selatan atau sebaliknya. Penelitian ini bertujuan untuk (1) Membuat model sistem Traffic Separation Scheme (TSS) di Alur Laut Kepulauan Indonesia (ALKI) I Selat Sunda, 2) Mengkaji dampak pembangunan model TSS bagi ketahanan wilayah Selat Sunda.Penelitian ini menunjukkan bahwa Model TSS di Selat Sunda yang terbaik adalah solusi–2 dimana TSS berada di sebelah barat Pulau Sangiang, yaitu alur pelayaran di antara Pulau Panjurit dan Pulau Sangiang dengan tetap memperhatikan ALKI-I yang sudah ada, selain itu untuk keberadaan bahaya navigasi di Terumbu Koliot maka diletakkan SBNP. Model TSS Solusi-2 hasil perhitungan Matriks Eigen Value dilihat dari segi ketahanan wilayah  Selat Sunda membuat terjaminnya perairan Selat Sunda dari bahaya keamanan, bahaya navigasi pelayaran serta bahaya pencemaran lingkungan, mempermudah penegak hukum dalam melaksanakan pengawasan karena setiap kapal asing yang akan melewati Selat Sunda harus melewati TSS ini.

Abstract

Abstrak Wilayah perairan laut Indonesia, sering dijadikan sebagai rute pelayaran yang efisien oleh kapal-kapal (lokal dan asing) untuk melintas Oleh karena itu, dalam memenuhi kewajibannya sebagai negara pantai, Indonesia menyelenggarakan Alur Laut Kepulauan Indonesia ALKI dimana salah satu mekanisme dalam menjaga keselamatan pelayaran dengan penataan alur pelayaran di laut yang digunakan untuk ketertiban lalu lintas kapal, keselamatan dan keamanan bernavigasi, dan perlindungan lingkungan maritim. Penelitian ini bertujuan untuk menganalisis frekuensi kapal yang melintas untuk mengurangi resiko terjadinya kecelakaan kapal di Selat Karimata dalam penetapan Traffic Separation Scheme (TSS), kemudian Mengetahui peran dari aspek hidrografi untuk mengidentifikasi bahaya navigasi dalam menunjang keselamatan pelayaran pada TSS, serta Pembuatan layout peta jalur TSS pada ALKI I di Selat Karimata dengan mengetahui batas – batas, kondisi lebar dan jarak di selat, bahaya navigasi di area TSS. Pendekatan penelitian yang dalam studi ini terutama didasarkan pada pemodelan penetapan batas berupa koordinat titik batas dan delineasi garis batas alur dengan dibuat rencana pembangunan alur pelayaran dengan mempertimbangkan keselamatan lalu lintas kapal-kapal yang biasa beroperasi di area tersebut. Secara teknis diperlukan survei hidrografi didahului dengan kegiatan survei hidrografi untuk mengetahui data kedalaman di sekitar perairan yang akan ditetapkan sebagai TSS. Penelitian ini menunjukkan bahwa penentuan TSS di selat Karimata adalah solusi terbaik untuk meningkatkan keselamatan pelayaran pada wilayah dengan memperhitungkan beberapa aspek antara lain aspek hidrografi, bahaya navigasi, serta data maritim.

Abstract

This research aims to analyze efforts to strengthen the resilience of community areas on the north coast of Sumbawa and Satonda island, Nusa Tenggara Barat Province in efforts to mitigate natural disasters. This research is descriptive qualitative research. Data collection was carried out using non-participatory observation methods, in-depth interviews and documentation aimed at people living on the north coast of Sumbawa Island and Satonda island which directly face the Flores Sea. The research results show that the resilience of the northern coastal area of Satonda Island is classified as vulnerable because the local community does not yet understand the potential for earthquakes and tsunamis and disaster mitigation aspects have not been a priority agenda for the local government. People who live on the coast do not receive socialization and knowledge about natural disaster mitigation. Thus, the resilience of the community area to face natural disasters is still relatively weak, so there is a high risk of negative impacts from these natural disasters

Abstract

The Pantar Strait with its coral reef ecosystem has encouraged many tourists to dive since the last decade. At least, ten coral reef ecosystem sites in Pantar Strait have been indicated as having potential for marine tourism, such as Munaseli Beach, Obisinga Beach, Umangdang Beach, Alor Eco Dive Resort, Ternate Island, Bakalang Beach, Pura Diving Spot, Nuhakepa Diving Spot, Pasir Putih Beach, and Savu Alor. This study illustrated the annual dynamics of ocean currents in Pantar Strait, subsequently assessing the safety rate of commercial diving at those tourism sites in each season. A three-dimensional hydrodynamic model was generated by the Delft3d flow module to illustrate the annual ocean current dynamic in the Pantar Strait. The safety assessment for marine tourism was classified into 3 levels (safe, alert, and dangerous). Ocean currents exceed maximum velocities in the west season. Various marine tourism sites close to steep slopes were not recommended for commercial diving. They are Munaseli Beach, Obisinga Beach, Pura Diving Spot, and Pasir Putih Beach. These sites experienced an increase in average currents that exceeded the safe threshold each season. Alor Eco Dive Resort was designated as the safest marine tourism, which showed a safe level for either average or maximum ocean currents in each season. Nuhakepa Diving Spot was designated as the second safest marine tourism. Several tourist sites that showed the danger of commercial diving in the west season were Umangdang Beach and Savu Alor. Many tourism sites showed an alert current for commercial diving in Springtide. Therefore, tourists are advised to avoid diving during the spring tide.

Abstract

This study aims to delineate spatial conflict zones, assess navigational risk, and formulate geographic information system (GIS)-based design scenarios for a proposed eastern Inshore Traffic Zone (ITZ) in Sunda Strait which is a very important section of Archipelagic Sea Lane I (ALKI I) in Indonesia. International Maritime Organization (IMO) established a western ITZ in 2020, but the eastern sector lacked a systematic nearshore traffic scheme. This is due to the coexistence of competing activities such as fisheries, conservation zones, port access routes, and submarine infrastructure in a limited coastal corridor. Therefore, a spatially integrated method was adopted and combined with Automatic Identification System (AIS)-derived traffic density, longitudinal Vessel Traffic Services (VTS) deviation data, hydrographic maps, and Banten marine spatial planning (RZWP3K) layers in GIS overlay framework. AIS measurements showed that ferry crossings of 2,691–3,168 per month were significantly higher than the longitudinal Traffic Separation Scheme (TSS) flows reported as 365–576 per month and led to frequent crossing encounters in nearshore multi-use areas. The kernel density analysis also signaled that the interactions were concentrated east of TSS corridor specifically in Merak–Cigading waters and Sangiang Island. The two ITZ design possibilities assessed were the complete segregation model and a corridor-oriented layout. The corridor-based ITZ had enhanced spatial compatibility by reducing the overlap between reserve areas and underwater cable routes while augmenting navigational safety. The results showed that GIS-enabled spatial governance could improve traffic management by restructuring movement patterns rather than limiting navigation. This further led to the incorporation of navigational safety goals into maritime spatial planning across intricate archipelagic rivers.
