Abstract

This study aims to analyze the impact of economic structural transformation on economic growth, income inequality, labor distribution, and community welfare. The method used is a literature study, by reviewing various academic literature, government agency reports, and case studies of countries that have undergone structural transformation. The results show that economic structural transformation generally increases economic growth and productivity through labor shifts from the primary sector to the secondary and tertiary sectors. These sectors tend to be more productive and efficient, resulting in increased output and new economic opportunities. However, these positive impacts are often accompanied by rising income inequality, as the industrial and service sectors offer higher compensation than the primary sector. In addition, this transformation brings significant changes to labor market dynamics, requiring new skills that the primary sector workforce may not possess, thus risking increased unemployment and skills gaps. From a social perspective, the structural transformation of the economy may lead to lifestyle changes and rapid urbanization, leading to infrastructure stress and social disintegration. To address these challenges, the study recommends a range of policies, including training and education programs that focus on inclusion, as well as income redistribution policies to reduce inequality. In conclusion, the structural transformation of the economy presents significant growth opportunities, but requires an inclusive and sustainable strategy to ensure its impact is felt equally across society. This study provides relevant recommendations for policymakers in managing economic structural transformation with a balanced approach between growth and social inclusion.

Abstract

Dalam Peraturan Pemerintah (PP) No. 17 Tahun 2018 tentang Kecamatan, menyebutkan bahwa definisi dari kelurahan adalah bagian wilayah dari Kecamatan sebagai perangkat Kecamatan. Sementara itu, keuangan kelurahan berasal dari APBD Kabupaten/Kota yang dialokasikan sebagaimana perangkat daerah lainnya, bantuan pemerintah baik itu Pemerintah Provinsi, Pemerintah Kabupaten/Kota maupun bantuan dari pihak ketiga, serta sumber-sumber lain yang sah dan tidak mengikat. Tujuannya untuk mengetahui dan memahami bagaimana proses penyusunan laporan keuangan, serta bagaimana kelurahan atau sekretaris lurah mengatasi jika di dalam proses penyusunan laporan keuangan itu terjadi kendala atau permasalah di Kelurahan BINJAI. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara dan analisis dokumen. Hasil penelitian menunjukkan bahwa Kelurahan BINJAI menggunakan Sistem Informasi Pemerintahan Daerah (SIPD) RI. Sistem Informasi Pemerintahan Daerah (SIPD) adalah suatu sistem yang berfungsi menyediakan informasi kepada masyarakat tentang penyelenggaraan pemerintahan daerah. SIPD dibentuk berdasarkan Undang-Undang (UU) Nomor 23 Tahun 2014 Pasal 391, yang menegaskan bahwa Pemerintah Daerah wajib menyediakan informasi pemerintahan daerah yang dikelola dalam suatu Sistem Informasi Pemerintahan Daerah. Penelitian ini menyimpulkan bahwa dengan menggunakan sistem informasi pemerintahan daerah (SIPD) RI dapat mempermudah mengelola dan menyususun laporan keuangan kelurahan binjai dengan mudah dan efektif serta, tidak akan ada terjadinya salah input keuangan.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan teori etika teleologi, deontologi, keutamaan, dan hak dalam praktik ekonomi di Indonesia. Kajian ini menggunakan metode kualitatif dengan pendekatan studi kepustakaan (library research) dan teknik analisis isi (content analysis). Hasil penelitian menunjukkan bahwa masing-masing teori etika memiliki kontribusi penting sekaligus keterbatasan dalam praktik ekonomi. Etika teleologi menekankan manfaat sosial-ekonomi, namun berisiko mengabaikan kelompok rentan; deontologi menegaskan kewajiban moral, meski kerap sulit diterapkan di tengah tekanan pasar; etika keutamaan menitikberatkan pada pembentukan karakter pelaku ekonomi, tetapi membutuhkan proses internalisasi nilai; sedangkan teori hak memastikan perlindungan martabat manusia, meski sering terkendala lemahnya penegakan regulasi. Dengan mengintegrasikan keempat perspektif ini, praktik ekonomi di Indonesia dapat diarahkan tidak hanya untuk mengejar keuntungan, tetapi juga menjunjung tinggi keadilan, keberlanjutan, dan perlindungan hak-hak dasar.
