<![CDATA[AbstractRokan Hulu Regency Regional Regulation Number 2 of 2022 concerning Amendments to Regional Regulation Number 2 of 2019 concerning Public Order in Article 16 paragraph (1) states "Every person or body is prohibited from selling on roads, sidewalks, parks, public places, grounds of places of worship and/or other places or outside places specifically designated for selling.” It is a dilemma for people who become street vendors in the Rokan Hulu Islamic Center Worship Yard. On the one hand, the community has the opportunity to improve the regional economy, on the other hand, regulations limit the community from improving the economy. The aim of this research is to determine the implementation of Rokan Hulu Regency Regional Regulation Number 2 of 2022 concerning Public Order towards street vendors in the yard of the Islamic Center of Rokan Hulu Regency as a religious tourist attraction, then to determine the obstacles in implementing Rokan Hulu Regency Regional Regulation Number 2 of 2022 concerning Public Order for street vendors in the yard of the Islamic Center place of worship in Rokan Hulu Regency as a religious tourist attraction, as well as to find the best solution for street vendors in the yard of the Islamic Center place of worship in Rokan Hulu Regency as a religious tourist attraction. This research is empirical juridical research. Based on the research results, the implementation of the Regional Regulation on Public Order for Street Vendors in the yard of the Islamic Center place of worship in Rokan Hulu Regency has been carried out well. Previously, there were no significant obstacles to the implementation of the Regional Regulation, it's just that previously there was no firm action from the regional government/Islamic Center management regarding street vendors' selling activities. The solution given is that street vendors are disciplined and then given facilities to sell under the management of the local government or MAMIC Rohul management. AbstrakPeraturan Daerah Kabupaten Rokan Hulu (Rohul) Nomor 2 Tahun 2022 tentang Perubahan Peraturan Daerah Nomor 2 Tahun 2019 tentang Ketertiban Umum di dalam Pasal 16 ayat (1) menyebutkan “Setiap orang atau badan dilarang berjualan di jalan, trotoar, taman, tempat umum, lingkungan pekarangan tempat ibadah dan/atau tempat lainnya atau di luar tempat yang khusus diperuntukkan untuk berjualan.” Menjadi dilema bagi masyarakatyang menjadi PKL di lingkungan pekarangan tempat ibadah Islamic Centre Rokan Hulu, di satu sisi masyarakat mendapat peluang untuk meningkatkan perekonomian daerah, di sisi lain aturan membatasi masyarakat untuk meningkatkan perekonomian tersebut. Tujuan penelitian ini adalah untuk mengetahui implementasi Peraturan Daerah (Perda) Kabupaten Rokan Hulu Nomor 2 Tahun 2022 tentang Ketertiban Umum terhadap pedagang kaki lima di lingkungan pekarangan tempat ibadah Islamic Centre Kabupaten Rokan Hulu sebagai objek wisata religi, kemudian untuk mengetahui hambatan dalam implementasi Peraturan Daerah Kabupaten Rokan Hulu Nomor 2 Tahun 2022 tentang Ketertiban Umum terhadap pedagang kaki lima di lingkungan perkarangan tempat ibadah Islamic Centre Kabupaten Rokan Hulu sebagai objek wisata religi, serta untuk mencari solusi terbaik untuk pedagang kaki lima di lingkungan pekarangan tempat ibadah Islamic Centre Kabupaten Rokan Hulu sebagai objek wisata religi. Penelitian ini merupakan penelitian yuridis empiris. Berdasarkan hasil penelitian, implementasi Perda tentang Ketertiban Umum terhadap PKL di lingkungan pekarangan tempat ibadah Islamic Centre Kabupaten Rokan Hulu sudah terlaksana dengan baik. Sebelumnya memang tidak terdapat hambatan yang signifikan terhadap implementasi Perda tersebut, hanya saja sebelumnya tidak ada tindakan tegas dari pemerintah daerah/pengelola Islamic Centre terhadap aktifitas berjualan PKL. Solusi yang diberikan yaitu, PKL ditertibkan dan kemudian diberikan fasilitas untuk berjualan di bawah pengelolaan pemerintah daerah atau pengelola MAMIC Rohul.]]>
