Abstract

The policy to control the use of plastic in the City of Semarang is motivated by the high amount of waste, particularly plastic waste, in the City of Semarang. To address this issue, the City Government of Semarang issued Perwali No. 27 of 2019 concerning the control of plastic use in the City of Semarang. This study focuses on business actors, specifically owners of restaurants/cafes/restaurants who still use plastic. The aim of this study is to evaluate the implementation of the plastic use control policy and the inhibiting factors of the Perwali No. 27 of 2019 policy on plastic control. The theories used are the policy evaluation theory by Dunn and the policy implementation success theory by Grindle. This study employs a descriptive qualitative method with the subjects being policy implementers directly involved in Perwali No. 27 of 2019 on plastic use control, selected through purposive sampling. Data collection was conducted through interviews, observations, and documents, while the data analysis used includes data collection, reduction, presentation, and conclusion drawing. The results of the study indicate that many restaurant/cafe/restaurant business actors do not comply with the Perwali; many business actors still use plastic and no sanctions are given. The inhibiting factors for the policy implementation are resource factors and the implementation environment. Thus, awareness and participation from the community, as well as firm action from the City Government of Semarang, are needed.

Abstract

Kebijakan pengelolaan sampah Kota Semarang dilakukan di TPA Jatibarang yang dilatarbelakangi tingginya produksi sampah akibat peningkatan aktivitas manusia, pola konsumsi, dan jumlah penduduk. Produksi sampah di Kota Semarang mencapai 1.200 ton/hari dengan daya tampung TPA Jatibarang yaitu 900 ton/hari. Untuk menangani permasalahan tersebut, Pemda Kota Semarang mengeluarkan Perda Nomor 6 Tahun 2012 tentang Pengelolaan Sampah. Penelitian ini bertujuan untuk menganalisis implementasi serta faktor pendukung dan penghambat implementasi kebijakan Perda Kota Semarang Nomor 6 Tahun 2012 tentang Pengelolaan Sampah di TPA Jatibarang. Teori yang digunakan dalam penelitian ini adalah lima ketepatan Riant Nugroho serta teori kombinasi Edwards III & Van Meter dan Van Horn. Penelitian ini menggunakan metode kualitatif deskriptif dengan subjek penelitian adalah para pelaksana kebijakan yang berperan langsung dalam pengelolaan sampah di TPA Jatibarang atas arahan DLH Kota Semarang melalui purposive sampling. Pengumpulan data dilakukan melalui observasi, wawancara, juga dokumen sedangkan analisis data yang digunakan adalah pengumpulan, reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengelolaan sampah yang dilakukan TPA Jatibarang sudah tepat kebijakan meskipun belum mampu menyelesaikan permasalahan sampah di hilir. Pengelolaan sampah di TPA Jatibarang juga sudah tepat dilakukan dengan harapan dapat mencapai target pengurangan dan penanganan sampah yang telah ditentukan DLH Kota Semarang di tahun 2025 yaitu 30% dan 70%. Pelaksanaan, lingkungan, dan proses sudah berjalan tepat. Faktor pendukung dalam pengelolaan sampah di TPA Jatibarang yaitu komunikasi & standar dan sasaran kebijakan sedangkan faktor penghambatnya yaitu sumber daya & lingkungan sosial, ekonomi, dan politik. Dengan demikian, diperlukan kesadaran dan partisipasi masyarakat dalam proses pemilahan sampah untuk mengatasi permasalahan sampah yang ada di TPA Jatibarang

Abstract

Public services provided by the Semarang Regency One-Stop Investment and Integrated Services Office can meet the needs of the community, so it is necessary to have good and maximum service quality, because quality is a form of totality of the characteristics of a product or service that supports the ability to meet needs. Although it can meet the needs of the community, there is still a gap between what has been provided in the service at the Semarang Regency One-Stop Investment and Integrated Service Office and what is received by the community. This research will be conducted using a qualitative research method with a descriptive approach. Based on the findings of service gaps that occur in licensing services, it shows that the quality of licensing services at the Semarang Regency Public Service Mall is not yet fully categorized as good. To overcome the various gaps that occur in licensing services at the Semarang Regency Public Service Mall, it is important for the licensing service government to better understand the perspective and expectations of the community, and make efforts to improve communication, transparency, and responsiveness in services.

Abstract

Pernikahan dini di Kabupaten Wonogiri meningkat pada tahun 2020 dan 2021 sejak disahkannya Undang-Undang Nomor 16 Tahun 2019 atas Perubahan Undang-Undang Nomor 1 Tahun 1974 tentang Perkawinan. Berawal dari permasalahan tersebut, Pemerintah Kabupaten Wonogiri dengan inisiasi Pengadilan Agama Kabupaten Wonogiri menjalin kerja sama dengan Dinas Pemberdayaan Perempuan dan Perlindungan Anak (PPPA) sebagai upaya pencegahan pernikahan dini di kabupaten tersebut. Proses tersebut melahirkan efektivitas kebijakan karena adanya kesamaan dalam mencapai tujuan yakni menurunkan kasus pernikahan dini. Artikel ini bertujuan menganalisis efektivitas kebijakan batas minimal usia perkawinan dan faktor-faktor yang mempengaruhi pelaksanaan aturan tersebut di Kabupaten Wonogiri menggunakan teori Riant Nugroho yang meliputi 5 indikator, yaitu tepat kebijakan, tepat pelaksanaan, tepat target, tepat lingkungan, dan tepat proses. Metode yang digunakan adalah kualitatif deskriptif dengan pengambilan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan batas minimal usia perkawinan dini di Kabupaten Wonogiri yang meliputi lima indikator sudah dilaksanakan dengan baik oleh pihak-pihak terkait. Pelaksanaan aturan batas minimal usia perkawinan sebagai upaya penurunan kasus pernikahan dini di Kabupaten Wonogiri efektif menurunkan angka kasus pernikahan sebesar 29,3% pada tahun 2022-2023, yang dapat dikatakan cukup signifikan dibanding tahun 2020-2021 yang mengalami penurunan 6,1%. Beberapa faktor pendorongnya, yaitu kesamaan tujuan yang dicapai dan koordinasi yang baik antar pihak dalam pelaksanaan kebijakan batas minimal usia perkawinan di Kabupaten Wonogiri. Adapun faktor yang masih menjadi penghambat adalah belum adanya keterlibatan pihak eksternal dan minimnya partisipasi akademisi, serta minimnya pemahaman masyarakat tentang kebijakan batas minimal usia perkawinan dan dampak negatif dari pernikahan dini. Dengan demikian, diperlukan kerja sama pemerintah Kabupaten Wonogiri dengan pihak swasta dan akademisi agar dapat menambah sumber daya baik SDA dan sumber daya anggaran dalam mengoptimalkan kebijakan dan menambah pemahaman masyarakat terkait pernikahan dini.

Abstract

This study examines the Indonesia Serving Movement (Gerakan Indonesia Melayani or GIM) as a bureaucratic reform initiative aimed at improving public service delivery through the application of bureaucratic entrepreneurship strategies. GIM is part of the broader Gerakan Nasional Revolusi Mental (GNRM) and focuses on implementing innovation, efficiency, and accountability within Indonesia’s public sector. GNRM was introduced to promote progress and modernity in Indonesia by implementing a culture of integrity, hard work, and communal cooperation. The literature review method was employed to analyze existing theoretical frameworks, including street-level bureaucracy and bureaucratic entrepreneurship, and to synthesize key findings on the role of public servants and managers in reforming service delivery. The study reveals that GIM has been successful in integrating e-government systems, establishing Public Service Malls (MPP), and implementing performance-based management. Despite its achievements, the study highlights challenges such as regional disparities and the limited availability of GIM-specific research. Recommendations for policymakers include strengthening bureaucratic entrepreneurship, expanding MPPs, and addressing regional inequalities.

Abstract

Violence against women (VAW) is a global issue that causes physical and psychological harm and hinders women's participation in various life aspects, impeding a country's development and economy. In this regard, research on the issue tends to focus on health, socio-economic, or legal aspects and prevention, overlooking the impact of public policy on VAW. This study utilises bibliometric analysis to investigate the impact of public policy on VAW over the last three decades. The sample analysed was 405 articles. The results show that the literature production in this field tends to increase yearly. Despite the issue being more prevalent in low- and middle-income countries, research is predominantly conducted by developed countries, with the US, UK, and Canada being the most influential. Public policies have both direct and indirect impacts on women. Policies can create social conditions that increase gender equality, encouraging improvements in women's social and economic conditions. On the other side, public policy can increase women's vulnerability to violence. It is an urge to address VAW that tends to increase due to the COVID-19 pandemic. Thus, it is essential to critically evaluate policy implementation and ensure women can access various forms of protection and assistance.

Abstract

This research is a literature study on the penta helix model. This study aims to analyze the penta helix model of tourism development in the city of Palembang. The research method used in this study is a qualitative descriptive method. The type of data used in this study is qualitative data, which is categorized into two types, namely primary data and secondary data. Sources of data obtained through library research techniques (library study) which refers to sources available both online and offline such as: scientific journals, books and news sourced from trusted sources. The results of the study conclude that there are five important things or indicators that need to be considered in using this analysis. These five lines are, among others, shortened to ABCGM. The results of the pentahelix analysis on tourism in the city of Palembang, as for the roles and duties of each line/field that synergize with one another, among others, Academics in the Penta Helix model act as drafters, the private sector in the Penta Helix model acts as an enabler, Community in the Penta Helix model Penta Helix acts as an accelerator, the government must act as a regulator as well as a controller, the media must be able to act as an expander.
