Abstract

Perubahan kebijakan birokrasi tentang Aparatur Sipil Negara menuntut  perubahan manajemen SDM Aparatur berbasis merit system khususnya dalam pengisian Jabatan Pelaksana di birokrasi pemerintahan. Penelitian ini bertujuan untuk mendeskripsikan merit system dalam proses pengisian dan penempatan Jabatan Pelaksana di Badan Kepegawaian Daerah Provinsi Jawa Tengah dan faktor-faktor yang mempengaruhi proses tersebut. Metode penelitian yang digunakan kualitatif dengan pengumpulan data primer melalui teknik wawancara mendalam dan observasi, sedangkan data sekunder dikumpulkan melalui arsip dan dokumentasi. Hasil penelitian menunjukkan bahwa proses pengisian dan penempatan SDM Jabatan Pelaksana di Badan Kepegawaian Daerah Provinsi Jawa Tengah yang berasal dari seleksi CPNS tahun 2014 dan tahun 2018 sudah sesuai dengan prinsip merit system, meskipun belum sepenuhnya diterapkan secara keseluruhan. Masih terdapat penempatan PNS yang belum sesuai dengan kebutuhan jabatan yaitu kualifikasi dan pangkat yang dipersyaratkan dalam menduduki jabatan tersebut (job spesification). Perlu diketahui juga bahwa dalam  penilaian kinerja melalui Sasaran Kerja Pegawai (SKP) bulanan, kedisiplinan dan kehadiran fingerprint yang berpengaruh pada Tambahan Penghasilan Pegawai (TPP).  Teridentifikasi juga beberapa faktor yang mempengaruhi proses pengisian dan penempatan pejabat pelaksana, yaitu komitmen pimpinan, sumberdaya manusia dan regulasi.

Abstract

The purpose of this study is to analyze the Management of the Children in the Tourism Area of the Children in the Tribe and to find out the obstacles in the management of the Children in the Tourism Area in the Bukit Duabelas National Park, the Sorolangun Regency, the Jambi Regency. The theory uses the opinion of Cox (1985) in Pitana (2009) on tourism management must pay attention to principles such as Development, Preservation, Development, Service and Regulation / legal certainty. The research method uses a descriptive qualitative approach. This research was carried out in the settlement of the Children of the Tribe in the Sorolangun Regency, Jambi Province. Data collection uses observation, interviews (FGD), and Documentation / Similar Research. The results of research on the management of the Suku Anak Dalam tourism area (SAD) have provided comfort to visitors without disturbing or disturbing the ecosystem or the authenticity of the tourist attractions. With the existence of this educational tourism management will increase the original income of the region in the field of tourism. This must be maintained so that later other tourism objects will emerge. It's just that there is a need for a regional regulation for the development of special tourism areas for children in the tribe so that treatment can be felt directly to the community.

Abstract

The policy on management and management of swallow nests aims to regulate the management and management of swallow nests in order to contribute to the community and local government. This policy was outlined in Pekanbaru City Regulation Number 3 of 2007 concerning Business Permit for the Management and Management of Swallow's Nest. Several problems arise, among others, the number of business licenses that are still very minimal which has an impact on the contribution of regional income, noise pollution, air pollution, environmental impacts and health problems. This study aims to analyze the implementation of management policies and management of swallow's nests in Pekanbaru City. This research uses a qualitative descriptive approach through literature study. Analysis of policy implementation is seen through the Edward III model, which pays attention to the effectiveness of implementation in terms of communication, resources, disposition and bureaucratic structure. The results of the study concluded that the implementation of the management and management policy for swallow nests has not run effectively. In controlling the swallow breeding business permit, there are many obstacles, among others, coordination between related agencies that has not been running well, supervision by related agencies which is still very low, low levels of employer compliance due to sanctions that have never been applied, so there needs to be an evaluation of policies when this is by paying more attention to environmental impacts and firmer sanctions.

Abstract

Sustainable development is a reference for global development in all development fields in Indonesia, especially those related to environmental sustainability. Solid waste pollution is a crucial problem that harms environmental sustainability, such as odor, water, air, and solid waste pollution. These problems need to be managed effectively with a specific approach, including a waste bank. The Waste Bank is a community empowerment-based effort that involves a Reduce, Reuse, and Recycling program using solid waste as an economic resource. Further, the waste bank program is also changing the paradigm from the "end of pipe" to the "reduction at the source" paradigm. This study focuses on solid waste management in Semarang Regency, specifically at the Soka Resik Waste Bank. Through qualitative research, observation, interviews, and secondary sources such as documents, journals, books, and research notes were carried out. The study found that the Waste Bank programs have reduced the amount of solid waste dumped in the TPA and recorded managed inorganic waste piles. In this context, the local government also provides support in education, assistance, guidance, and monitoring and infrastructure to the community. The Soka Resik Garbage Bank also has a significant impact on environmental aspects, but it still needs improvement in social and economic aspects. Hence, continuous and persistent education is urgent to change society's mindset massively by giving examples and submitting assistance to non-governmental organizations and the formation of MSMEs that sell crafts from recycling activities.

Abstract

The existence of women frequently perceived as “second sex” in society. In fact, their voices, ideas, and gender roles are often ignored. Thus, in order to support women’s right the United Nations through CEDAW encourages the achievement of 30% quota of women’s representation in legislative institution as the entrance of women’s interests in the policy-making process. Furthermore, the UN recommendation has been ratified by Indonesian government to produce the guidelines to spur women’s political participation through Ministerial Women Empowerment and Child Protection Regulation 07/2013 on Increasing Women’s Political Participation in Legislative. Nevertheless, the emergence of this affirmative policy has not been able to attain the target of least 30% representation in the legislative institution, including the House of Representatives of Central Java 2019-2024. Further, this research emphasizes about the factual condition of women’s political representation and why the women’s political representation enhancement policy still yet spur the women’s representation rate in the House of Representatives of Central Java 2019-2024. By using descriptive-qualitative method and System Theory basis, the author tries to scrutinize more deeply about the reality in the field based on four main factors: policy cognition, socio-culture, human resources, and political factor. According to the result, this research finds various hurdles on the policy implementation, including the deep rooted of patriarchy culture, the lack of women’s capability as policy makers, and various political factors.

Abstract

This study aims to examine strategies in improving the 12 year compulsory education. This research was conducted to obtain information related to government support in the implementation of 12 year compulsory education in Demak district. This includes understanding the factors that cause children to drop out of school from internal factors and external factors. Internal factors are due to the lack of family income and the low level of parental education. External factors are caused by environmental factors. Based on the descriptive qualitative approach this research was carried out in Demak Regency. Data collection was carried out through observation and literature study. The results showed that government support for the implementation of the 12 year compulsory education in Demak Regency with the provision of "let's go back to school" starting from primary education to senior secondary education is given to economically disadvantaged students in order to increase student participation in school.

Abstract

This study focuses on analyzing the literacy level of diploma and undergraduate students. Besides understanding the differences based on demographic factors including gender, parental education, parents' income, and education level. The research data was collected through an online survey which was distributed to 500 respondents throughout Indonesia using social media. The data collected was 301 respondents. Then analyzed using the independent sample t test. The results found that the level of financial literacy of diploma and undergraduate students was low. It was also found that there was no difference in the level of student financial literacy based on gender, parental education, parents' income and the level of education that students were taking.

Abstract

This research focuses on the process of recruitment of civil servants, referring to the effectiveness that must be carried out properly, provide useful results and achieve goals. Secretariat of Education, Special Administrative Region of Oecusi, Timor Leste conducts recruitment to find, find applicants and produce civil servants who have the quality, ability, competence and knowledge as needed. In examining the effectiveness of the recruitment process, qualitative research types are used which are defined in various ways according to the viewpoints used by experts. There are three findings found in this study, namely a) violations of administrative requirements, b) the recruitment process is ineffective and does not meet recruitment standards, and c) there is compromise and political intervention. Closing the results of the research, this article in addition to providing informative contributions but also as a reference material in conducting or improving an effective recruitment process in the future.

Abstract

There are still several aspects that hinder the process of implementing the zoning system for the new Student Admissions policy in providing opportunities and access to education rights. The aim of this study was to describe the implementation of the PPDB policy on the zoning system of public junior high schools in Bekasi City and to identify the supporting and inhibiting factors. The research uses the Van Meter and Van Horn Policy Implementation theory by looking at policy standards and objectives, resources, inter-organizational relations, characteristics of implementing agents, socio-political economic conditions, and the disposition of implementors as variables that influence policy implementation. This research is descriptive qualitative with a case study approach. Data collection techniques were carried out by interview, observation, and literature study through primary and secondary data sources. The results showed that the implementation of this policy was in accordance with the applicable rules and stages. However, there are still errors in ordinate points, unequal distribution of facilities between schools, changing SOPs, and many people who are reluctant to choose private junior high schools. In conclusion, the implementation of this policy is supported by the standard variables and policy objectives, inter-organizational communication relations, and the disposition of the implementor. Meanwhile, the variables of resources, characteristics of implementing agents, and socio-political and economic conditions are obstacles. This study recommends optimizing data verification and leveling facilities between schools, involving all implementing agencies in setting Standard Operating Procedure, as well as optimizing the role of private junior high schools

Abstract

Coaching for the elderly is carried out in order to respond to the increasing number of elderly people. The presence of the elderly can be a negative signal if it is not accompanied by careful preparation. The elderly must be seen as valuable and assets that must be empowered. In order to empower the elderly, the BKKBN established the Elderly Family Development (BKL) program to improve the quality of life of the elderly. Peterongan Village is one of the locations where the BKL activity group was formed. The purpose of this study was to determine the implementation of the BKL program in Peterongan Village and the factors that were the drivers and barriers to implementation. This study uses a qualitative method with a descriptive approach. The results showed that the BKL Program has provided benefits on the physical and emotional dimensions to its members. In the implementation of the BKL program, it shows that overall it is good but there are some activities that have not been implemented as they should, namely home visits. The driving factors in the implementation of the BKL Program in Peterongan Village are communication and the attitude of the implementer. While the inhibiting factors include human resources, budget resources, equipment resources, authority resources, incentives, and bureaucratic structures. It can be concluded that the implementation of the BKL Program in Peterongan Village as a whole has been going well but the many inhibiting factors in implementing the program have caused the implementation of the program to be less than optimal. Suggestions from researchers need to apply for funds from both the government and the private sector, recruit cadres and family planning field officers, hold socialization and awareness of elderly families, it is necessary to establish SOPs
